        탈냉전 이후 한일안보협력체제의 방향과 제도화 방안

        Profound changes, including the end of the Cold War, in the international political economy have been decreasing the level of military tension. and promoting political and economic cooperation between states in the Northeast Asia. Those positive trends in the regon' s security environment. however. are accompanied with greater uncertainties. There exist uncertainties about the United States regional security role. longer-term security policy goals of regional powers. and the development of South - North Korean relations, in the post- Cold War era. It is not certain whether the Northeast Asian security complex will soon have its own dynamics. But there emerge various types of efforts by Northeast Asian states to meet new challenges in the post - Cold War security environment: expanding and modernizing armaments. resturcturing bilateral security relations . and/or pursuing a multilateral security regime. Those efforts may lead to shape an indigenous regional dynamics in the near future. While stressing the importance of maintaining the alliance with the United States. South Korea has taken up a positive policy to establish a network of bilateral security cooperation with regional powers. South Korea s security cooperation with those states is still in an early statge of confidnece-building. South Korea should. however, be cautious in taking a future course of security cooperation with Japan. China, and Russia. The evolution of many bilateral security arragements in the region may eventually lead to a system of multilateral security cooperation. But it can also result in increasing competition and confrontation between new coalitions. To advance its national security in the post-Cold War environment, South Korea should employ an expanded concept of security in defining security objectives and developing policy options. including Korea-Japanese security cooperation. Such a security concept goes beyond meeting definite threats through policies of deterrence and alliance. It also involves the dissolution of threats. and preparations against potential threats or instability in the long term. using every policy means-military. political and economic. By defining security broadly, South Korea can make the option of strenthening security cooperation with Japan, more complementary with other viable policy options-including those of promoting inter-Korean dialogues and economic cooperation. establishing bilateral security arragements with China and Russia. and starting a regional security dialogue. It is well-recognized that the legacy of Japanese colonialism and Japan s domestic factors. both structural and normative. make obstacles to the strengthening of Korea-Japanese security cooperation.. But there exists another obstacle in the conception of decision-makers in both states: they tend to see security cooperation as a means to deterrence against the northern threats. Close security cooperation for that purpose between Korea and Japan not only is difficult to be realized. but also will have very limited effect. South Korea should work out the following security arrangement with Japan in the future. First, South Korea should maintain military cooperation with Japan for the purpose of deterring North Korea, at the current level. Second, it should pursue closer cooperation with Japan to dissolve Chinese and Russian threats through political and economic means, rather than to strengthen deterrence. Remaining under the U. S. shield of extended deterrnece, South Korea and Japan should cooperate in promoting confidence building measures and security cooperation, bilateral and multilateral, in the region. Third, in working out a stronger security relationship with Japan. South Korea's decision-makers should not see it merely as a means to national security. It must be also regarded as an integral part of establishing a friendly and cooperative relationship with Japan. and as an effective way of eradicating negative national sentiments in both states towards each other. Finally, for South Korea shares much security interests with Japan. it should seek Japan s cooperation in exploring ways toward a multilateral security system in the region. South Korea had better seek to institutionalize security cooperation with Japan. first of all. in the functional fields for maintaining peace and stability in Northeast Asia, such as those of promoting confidence building measures and arms control at the regional level. and initiating multilateral security dialogue. And. South Korea can begin with institutionalizing joint study and policy consultation with Japan in the above fields. Such an arranement is not likely to bring serious political risk on either South Korean or Japanese government, or much concern of North Korea. China or Russia. After a certain period of learning process, it can be expanded to other fields of security cooperation, and developed into one of common policy making.

        In recent debates on global governance for development and poverty reduction, one thematic focus is reinforcing accountability and coherence, the ultimate key to development goals and targets, including the Millennium Development Goals. This paper, firstly, discusses the relationships between concepts of legitimacy, accountability and coherence in global development governance. Secondly, it examines the structures and processes of global development governance, exploring the causes of the lack of accountability and coherence. Finally, the paper assesses recent progress in strengthening accountability and coherence in global governance for development and poverty reduction.

        숙종의 두창(痘瘡)에 관한 『승정원일기(承政院日記)』의 의안(醫案) 연구

        Smallpox and measles might be the typical epidemics through Choson Danasty. Especially Sookjong was the first king who suffered from smallpox during the period of his reign. This study was examined critically focused on the Clinical Records about Smallpox which occurred in the 9th year of Sookjong's reign. The clinical records in Seungjeongwon Ilgi("承政院日記") was the main source and the Annals of the Joseon Dynasty was reffered. It tells us that Sookjong caught infectious disease, smallpox spread in town and the whole process of smallpox. Seungmagalgeuntang(升麻葛根湯) and hwadoktang(火毒湯) were given at the early term for treating Sookjong's smallpox, but later on, Bowontang(補元湯) was given for the treatment of smallpox. It showed us the medical view which placed emphasis on the vital force of human body. A dermatologist, Yoo Sang had joined since the beginning of the treatment and Siyakchung(侍藥廳) was established for Sookjong. Sasunghoichuntang(四聖回天湯) which was Chunyoohyung(全有亨)'s prescription showed us enough clinical experience and the ways of treatments. At the same time, the medical culture at that time was well known through the fact that smallpox was taboo among the royal family.

        대북정책의 국내정치적 결정요인 : 분석틀과 사례분석

        This study aims to suggest a framework for analyzing the impacts of domestic political determinants on the foreign policy decision-making, and analyze, employing the framework, South Korea s policy of rapprochement towards North Korea under the Park Chung-hee and Roh Taewoo Governments. According to the analytical framework, foreign policy decision-makers always internalize political pressure emanating from domestic political processes, which has significant influence upon foreign policy decision-making. Depending on the internalized political pressure, they may pursue political risk aversion or political opportunity exploitation in foreign policy decision-making. The validity of the suggested hypotheses included in the framework are supported by the case-analyses.

        재생에너지 확대를 대비한 전력 - 가스 연계 계통 시뮬레이션 기초 연구

        This paper presents basic research on simulation of integrated power-gas system to solve stability problems due to the expansion of renewable energy. This paper describes the stability of the power system to check the impact of renewable energy on the system. In addition, the power and gas systems are modeled and formulated according to their characteristics, and the analysis of the gas system is carried out by applying the analysis method of the power system. These methods are validated using commercial simulation tools. We then use Python optimization to simulate an integrated system that minimizes the overall overload rate of the power system. The simulation is divided into two cases, one with high load and one with high generation, and shows the difference in the overload rate of each mother ship with and without integration. The simulation uses IEEE 6 bus and a 14-node gas system.
