자문위원회 효율적인 운영을 위한 통합적인 관리 체제 구축

21세기 행정환경의 복잡･다변화로 인하여 민주적 거버넌스에 의한 정책결정 시스템의 필요성이 제기되면서 자문위원회의 중요성은 지속적으로 강조되어 왔다. 그러나 자문위원회에 대한 활용도의 증가와 함께 운영과 관리상의 문제점들이 노정되어 왔다. 따라서 본 연구는 정부부처 자문위원회의 효율적인 운영을 위한 통합적인 관리체제를 구축할 수 있는 방안을 제시하는 데에 그 목적이 있다. 이를 위하여 본 연구는 초점조직으로서 행정안전부 산하에 위원회관리사무국의 신설과 이를 중심으로 각 위원회 관리담당관과의 유기적인 연계를 통한 통합적인 조정, 보고 및 환류 시스템의 구축을 주장하였다 As the necessity of democratic policy-making system has been seriously raised, the significance of advisory committees has been continually accentuated, due to the complexity and diversity of administrative environment. With the dramatic increase of utilizing advisory committees in administrative decision-making processes, some fatal problems in managing them have revealed. In this context this study aims at suggesting a way to construct an integrated management system for the efficient operation of advisory committees in Korean government. The study contends that it is necessary to create Committee Management Secretariat in the Ministry of Public Administration and Security and to construct a coordinating, reporting, and feedback system in terms of organic relationships between the Committee Management Secretariat and committee management officers in departments and agencies in Korean government.
