한국토지정보시스템(KLIS)의 구축 운영으로 기존 지적측량업무처리, 토지이동정리, 지적공부관리, 온라인 민원발급 등에 있어서는 개발 취지에 맞는 개선효과를 기대할 수 있었으나 운영상 원활하지 못한 부분이 있어 일부 보완이 필요하기도 하고, 아울러 지적도에 건축물 및 구조물을 등록하거나, 지형도상에 등록된 도로, 하천 및 도시계획사항 등의 동시 등록ㆍ관리 등 기존에 설계한 개발 목적을 만족하는 시스템으로 정착 운영되기에는 아직 한계가 있는 것이 사실이다. 따라서 본 연구는 KLIS의 이해와 사회적 기능 및 역할을 올바로 인식하고 KLIS 운영상 문제점 등을 분석하여 향후 개선방향을 제시함으로써 KLIS 고도화사업의 성공적 수행에 목적을 두고 연구하게 되었다. 본 연구로 KLIS의 사회적 기능 개선 및 역할을 재정립하여 지적측량수행자와 KLIS를 연계한 지적공부관리시스템, 도시계획정보시스템, 국공유지관리시스템 및 전자결재시스템의 On-Line Web 연계서비스 실시를 통한 전국 온라인 지적민원발급서비스의 효율적인 처리와 함께 국토환경관리의 시대적 변화 흐름에 따라 지적ㆍ토지자료 기반의 타 정보시스템과의 연계는 물론 GIS의 기반 시스템으로의 확장 추진 등 전자정부 운영체계(G4C)의 조기 구현이 가능해 질 것을 기대한다. Though the improvement of the existing cadastral work such as alteration arrangement, cadastral records management, issuance of online documents, have been expected, in fact there is still limitation in setting and operating the system that satisfies the originally planned development object such as registering building and structure on the cadastral map, simultaneously registering and managing road, stream and urban planning matters registered on the topographical map, etc. Thus, the objective of this research is to successfully perform the KLIS upgrading project by understanding KLIS, identifying its social function and role, analyzing the problem in operating the KLIS and presenting the direction of future improvement. This research would contribute to redefine the KLIS social function and role, the early realization of the e-government management system[G4C], together with the management system of the public register related to land register connected with surveyors registered and KLIS by re-building the improvement of social function and role of KLIS, and efficient on-line issuance service of cadastre documents through the implementation of city planning information system, national and public maintenance system and electronic payment system, etc.

GPS 상시관측소에 의한 세계측지계 산출좌표의 성과 비교

본 연구의 목적은 경상남도 권역에 있는 GPS 상시관측소를 이용하여 산출한 세계좌측지계 성과를 비교 분석하여 경상남도 권역의 세계측지계 성과 산출시 GPS 상시관측소의 활용 방향을 제시하는 데 있다. 연구 목적을 효율적으로 달성하기 위해 경상남도 권역의 GPS 상시관측소 6개소를 상시관측망으로 설정하였으며, 상시관측망을 기준으로 산출한 세계측지계 성과를 최적의 성과 기준으로 설정하였다.<BR> 연구결과, 경상남도 권역의 안정적인 세계측지계 성과를 산출하기 위해서는 경상남도 권역에 분포된 GPS 상시관측소의 배치밀도와 관측지역별 지리적인 위치를 고려하여 관측지역을 가장 안정적으로 커버리지 할 수 있는 상시관측소 4개소를 기준으로 세계측지계 성과를 산출하는 방안을 바람직한 방향으로 제시하였다. The purpose of this study is to present application of GPS Permanent Stations in Gyoungsangnam-do, for compare and analyze the World Geodetic Datum coordinates computed by using GPS Permanent Stations located Gyoungsangnam-do. To achieve the above study purpose efficiently, 6 GPS Permanent Stations located Gyoungsangnam-do is set up Permanent Stations Network and the optimum conditions is the World Geodetic Datum Coordinates computed by using GPS Permanent Stations Network.<BR> As a result of study, In order to compute stable World Geodetic Datum Coordinates in Gyoungsangnam-do, The desirable application is to compute 4 GPS Permanent Stations Network covered survey region, considering arrange density of GPS Permanent Stations and geographical positions of survey region.

본 연구의 목적은 최근 정부조직개편으로 인한 과도기적 시기에 놓여있는 한국의 지적측량제도를 재조명하고 이를 통해 향후 발전방향을 제시하는 것이다. 본 연구를 효율적으로 달성하기 위한 연구의 범위로는 시간적으로 한국지적제도의 창설부터 현재까지로 하고, 공간적으로는 한국으로 하며, 내용적으로는 한국의 지적측량제도의 실태를 분석하고 이에 따른 발전방향을 제시하는 것으로 하였다. 또한 연구방법으로는 역사적 접근방법을 사용하고, 조사방법은 문헌조사법과 인터넷조사법을 병행하여 분석방법은 기술적 분석법을 사용하였다. 본 연구는 일필지의 모든 정보를 정확히 등록․관리하는 지적에 있어서 조사와 측량은 가장 기본적이고 매우 중요한 단계이다. 특히, 지적측량은 일반측량과는 달리 지적법규에서 정하고 있는 엄격한 규정을 적용하여 국민의 소유권과 재산권 보호에 절대적인 기능을 한다. 그러나 현 정부에서는 그 기능이 유사하다는 이유로 지적측량과 일반측량을 통합 운영할 목적으로 관계법령을 정비하고 있다. 따라서 현 시점에서 무엇보다도 시급한 것은 지적측량제도의 본질을 규명하여 제도적 고유성을 입증하는 것이다. 본 연구는 지적측량제도의 본질에 바탕을 두고 일필지 본위의 토지조사를 위한 지적재조사사업이 합리적인 방향에서 이뤄질 수 있도록 발전방향을 모색함으로서 지적측량제도의 발전에 기여하고자 한다. The purpose of this research is to review Korean cadastral surveying system which is in a transition stage in accordance with current government restructuring and though this to present a future plan. This research topic is to analyze cadastral surveying system in Korea and to present its development plan and time scope is from the initiation of cadastral system in Korea until now, the space scope is Korea. In addition, research methods were both literature review and Internet search with a historical approach. The investigation and surveying is very fundamental and important stage in cadastral that records every pieces of information on a parcel of land. In particular, cadastral surveying has a significant role in protecting people’s ownership and property right by applying very strict rules prescribed in a cadastral law. But current government is consolidating related regulations for the purpose of unifying cadastral surveying and general surveying with an excuse of their similar functions. Therefore, the most urgent thing is to verify institutional uniqueness by revealing the intrinsic attribute of the cadastral surveying system. This research aims to contribute to improving cadastral surveying system by investigating development plan in order to achieve reasonable cadastral resurveying for land investigation based on a parcel of land.
