        Almost of Korean Cities have been experienced decline of old urban center. One of the main reasons of decline is the traffic jam in the city center because of small width roads and short of transportation facilities. Old urban center is no more attractive place by air pollution and noise to peoples. Therefore each city government is trying to develope the urban center through introducing of several policies for examples those development of old market places' facilities, making parking lots, making public relations and etc. However it seems not enough to overcome problems of decline of old city center. Therefore, this study first will argue the backgrounds of decline of old urban center, second will show the European cities' solution for this problem. Finally, desirable transportation policy will be suggested for Chungju that have been experienced already.

      • 淸州市 步行環境의 現況과 改善方向에 關한 硏究

        Even the part of pedestrian planning in urban transportation have been smaller than before because of a motorization society, walking is not only the oldest transportation mode in human history but also the most important transportation mode for making sustainable city. However, our cities have been introduced the car oriented urban policy and as that result, pedestrian environments of our cities have been destructed. Therefore, this study shows the present pedestrian environment condition of Cheongju that is capital city in Chungbuk province and suggest the basic pedestrian policy for Cheongju.

      • 보차혼합도로에서 시공간노출량에 관한 연구

        The pattern of traffic streams in those residential streets different from the ordinary roads those are separated by pedestrian and car lanes. Thus, it is hard to evaluate the new countermeasures by using of present index and methods. Therefore, in this study, the unified, consistent methodology is suggested by using the Time-Space Occupancy (TSO) concept. Secondly, as an application of Time-Space Occupancy concept, it will suggest a TSO exposure volume index which can show the degree of dangerousness in residential streets where vehicular and pedestrian traffic streams are interacted. Thirdly, the validity of TSO exposure volume index will be verified through the survey which will accomplish in Seoul and the subject of survey will be the people who live at various kinds of residential streets.

      • 보차혼합도로에서 도로환경용량 산정방안에 관한 연구

        Recently when it is discussed about quality of life in urban area, environmental loads by transportation modes are considering as an important factor because air pollution have come to be severe condition.Therefore a new concept is needed to manage urban system with a conjoined concept which transportation capacity is joined with environmental capacity in environment field.If this kind of concept will be made perfectly, the efficiency of urban management system will be developed by measuring and managing of transportation and environmental conditions those are to be decide the quality of urban life. Therefore, In this study, a unified, consistent new method is introduced as Transportation Environmental Capacity(TEC) concept.As an application of TEC concept, a Saturation Degree of Transportation Environmental Capacity (SDTEC) will be suggested, which can show the level of service of transportation and environmental condition in residential streets where vehicles, pedestrian and other traffic streams are interacted as first step for developing of a new concept.The validity of SDTEC will be verified through the survey conducted in Seoul and the subjects will be the residents who live at various kinds of residential streets.

      • 교통진정사업의 기법과 한국에서의 도입 방안 연구

        In the past 10 years, the number of motor vehicles in Korea has increaesed tremendously. This has led to worsened traffic conditions in not only arterial roads but also backroads. The search of solutions for these neighborhood blocks whose environment has been deteriorated by these conditions led the Seoul Metropolitan Government to initiate a project called the Transportation Improvement Programming Block Units(TIPBUs). However, this program has been argued because the execution speed has been too slow to catch up the deterioration speed of backroads. Therefore, the objectives of this study are, 1) to clear the meanings and the goals of Traffic Calming System(TCS) through the review of the history of TCS, 2) to examine the possibilities of TIPBUs under the IMF system in Korea through the review for developed technigues and study cases in developed countries, 3) to check the good and bad points of TIPBUs by introducing the present and past conditions of executing programs during the last 4 years, 4) to develop the programmatic framework about livable neighborhoods for the future.

      • 여성의 입장에서 바라본 교통수단의 특성과 교통권에 관한 고찰 : 대전시를 중심으로

        The purpose of this study is to compare with characteristics of transportation modes by the sight of woman who are transportation poor. One of the most important philosophy of transportation policy is equity in the 21st century. However main stream of transportation policies in many cities is still strongly focused on men rather than women who occupy the half of mankind. Therefore this study is arguing the limit of transportation right for women through investigation of the characteristics of transportation modes to improve the city govemment's transportation policies as a case study of Daejeon city.

      • 부산광역시 차량교통량조사 통계품질 개선방안

        This article makes a research for improving statistics quality of traffic data report for Busan Metropolitan City (BMC) by Statistics Quality Management(SQM). This research get the characteristics and lessons of traffic data report for BMC using mainly the two kinds of interview those are Focus Group Interview and User Satisfying Survey in order to identify problems and propose solutions. This study suggest ten things for improving traffic data report for BMC : 1) traffic data report for BMC should survey under relating to Korea Transportation Data Base of central government; 2) Change of report’s name and survey contents; 3) Make sure of Busan's report style; 4) Link to MLTM web site; 5) Redesign of survey sheets and making survey manual; 6) Strengthen for propaganda; 7) Making user friend data system; 8) Continuing of SQM by users; 9) Need policy report using traffic data.

      • 시간공간점유량 이론의 개발과 응용 방안

        This study tries to introduce a new concept that does not rise to notice well in Korean society as an integration index which is include the time and space concept. Therefore, the purposes of this study are 1) to introduce the concept and terminology about Time-Space Occupancy Volume(TSOV), 2) to suggest each units of TSOV of transportation modes for calculating modules of TSOV, 3) to develop the general equations of TSOV under the conditions of free flow speed and congestion flow speed. Finally, it is tried to show the validation of TSOV concept by using the consumption patterns of each transportation modes as an application method to the urban transportation study.
