This study aims to analyse the actual condition of legislative function as a political activity in Korea's provincial council. The subject of this study is members' legislations in Jeju Special Self-Governing Provincial Council. To attain this purpose, this paper has made research on the quantitative change factors, the qualitative level, and the policy types of members' legislations in the provincial council. The major findings of this study are as follows. Since Jeju Special Self-Governing Provincial Council was established, the number of members' legislations suddenly has increased and their types of policies also have been varied widely. That is because the legislations are influenced by the social environment, the council members' professionalism, the pay structure of the members, and the supporting system to the members, and so on. Unfortunately those members' legislations have shown a lower degree of completion in the legal system. Moreover, some of them have not achieved the original goal of the enactment. This paper has presented some ways to develop the legislative function in the provincial council. They need, first of all, to increase people's participation, secondly to construct a legislative deliberation committee by a large number of members, thirdly to expand the supporting organization for local councilors, and finally to impose the evaluation system on members' legislations.
저탄소 Al-킬드강의 연속 어닐링에서 과시효 처리공정 중 탄화물 석출거동에 관한 연구

Precipitation behavior of carbides and texture change in a deep drawing sheet steel were studied by heat treating in a production scale continuous annealing line. Effect of annealing, quenching and overaging temperatures were investigated. The site of carbides precipitated during overaging treatments became larger and the Vickers hardness number decreased as the temperatures for quenching and overaging increased. After a overaging treatment at 350℃, finely dispersed plate-like carbides were precipitated in the matrix, white at overaging treatments of 400℃, carbides precipitated along grain boundaries in a form of film and within matrix in a form of coarse particles. The recrystallized structure showed a (111) type texture with the main component of (111) [1 ̄1 ̄2]. The(111) pole intensity and I_(222) I_(200) became higher as the annealing temperature increased within the α-phase region.

Recently many cases including abusive corporate-division have been seen in Japan and these corporate-divisions resulted in the damage of creditors. Mostly the obliger uses a corporate-division type that establish a new corporation in its process and distributes assets and debts between the existing company and the new company at his will to avoid creditor protection regulations. This is possible in Japan or Korea because the Acts(in Korea Commercial Code, in Japan Corporate Code) does not provide any creditor's right of objection to the corporate- division in some conditions. So in these situations it is raised the question that the creditor who does not have the right of objection to corporate-division can be afford the creditor's right of revocation provided in Civil Code. For many years in Japan there are several rulings that deal with this material and some lower courts have acknowledged the creditor's right of revocation to corporate-division. But in a theoretical approach we have to review whether it is reasonable to admit that right because this right is provided for the situations when partners do a on-to-one transactions but this right does not know the organizational actions like merger or corporate-division.
원자력용 HT9 강과 HT9M 강의 미세조직과 기계적 특성 변화

Microstructure and mechanical properties of HT9 and HT9M steels for liquid metal reactor(LMR) core materials have been investigated. The tempering temperature at which cell structure was formed by rearrangement of dislocations was same in two steels. More carbides were precipitated in HT9 steel due to high carbon content and precipitation of carbides was delayed in HT9M steel. Thus the decrease of hardness with tempering temperature in HT9M steel was lower than that of HT9 steel. The yield strength was decreased, the fine prior austenite grain was formed, and the formation of δ-ferrite was restricted in HT9M steel by decreasing the Cr and carbon content and increasing the Nb content. Thus the impact property of HT9M steel was improved.

Endoluminal reconstruction of an intracranial aneurysm using flow-diverting devices, such as the pipeline embolization device (PED), is a new treatment modality with good clinical outcomes. The device was originally indicated for challenging cases, such as wide-necked large or giant aneurysms, and is gaining popularity as a reliable treatment for nearly all intracranial aneurysms. The overall complication rate of flow-diverting devices use is 17.0%, including occlusion of side-branching or perforating arteries, re-rupture of the aneurysm, in-stent thrombosis, and, rarely, stent migration. We report a rare complication of the PED: delayed migration of the PED after successful stent implantation during treatment of an unruptured vertebral artery dissecting aneurysm, which resulted in rupture of the aneurysm. Further, we discuss technical steps that can be taken to prevent this potential complication.
