Oxyen consumption of surgical patients was measured by McKesson Metabolar (Model 185) on the Recording Metabolar Chart (M-147) in four groups: group A, at resting state immediately before preanesthetic medication; group B, immediately following induction of anesthesia with thiopental (10 mg./kg.); group C. 30 minutes after surgical ether anesthesia; and group D, when conciousness returned during the stay in the recovery room. The results are as follows: (1) Thiopental r.educed oxygen consumtion by 25 per cent. (2) Ether anesthesia reduced, oxygen consumption by 59 per cent. (3) During recovery from anesthesia, oxygen consumption was 28 per cent below the control. (4) Comparing with other data, ether anesthesia reduced oxygen consumption significaptly more than fluothane or nitrous oxide did.
정책의 대의제적 민주성, 행정의 정치적 중립과 공익수호 역할

When the president and his/her executive group try to introduce a new policy that might hurt public interest, what should civil servants do? The typical answer is: civil servants must obey the order of their political principal and faithfully implement it because the president is elected by the people, which automatically gives democratic legitimacy to the policy. However, the answer is not necessarily absolute. For example, a certain campaign policy proposal might have more opponents than proponents particularly when the public realize that a presidential candidate of populism intentionally over-estimates its benefits to gain more votes while minimizing the costs. When the new policy only enjoys weak democratic legitimacy(degree of public support) and hurts public interest, the administration (public servants) is expected to block it. And if the hurt is very serious, the administration must block it, even when the democratic legitemacy of the new policy is very strong. For example, public servants might need to find a way to protect and steward public interests when the president and ruling party try to introduce an extreme left-wing or right-wing policy, which distorts reasonable allocations of public resources between economic growth and social welfare by going beyond the critical point. For, if that happens, then the national potentials for sustainable development might be easily deteriorated and often not recoverable. In any case, the neutral competence of the administration is critical to upholding objective assessment of costs and benefits of a new policy that is promoted by the executive. This kind of fact finding is the first and the most important mission of the administration to promote public interests. 대통령이 중심이 된 집정부가 공익을 훼손하는 정책을 추진하고자 할 때, 국민전체의 봉사자로서 공익을 수호하는 임무를 지고 있는 행정공무원들이 어떻게 해야 하는가? 집정부의 지시를 수용하는 것이 공무원의 정치적 중립과 대의제적 민주성을 확보하고 관리상의 복종의무를 수행하는 당연한 행동이지만, 이러한 지시가 공익을 훼손하는 경우에는 지시를 거부하는 것이 상황에 따라서는 정당성을 지닌다. 첫째는 정책의 대의제적 민주성이 약한 경우이다. 국민들의 반대가 큰 공약, 정략적이거나 인기영합적으로 정책효과는 과대포장하고 정책비용은 은폐-축소한 사실을 정확하게 밝혀내면, 반대가 훨씬 많아지는 경우 등이다. 한편 공익증진을 위한 정책을 추진할 때 정책의 목표나 기본방향을 결정함으로서 집정부도 기여를 하지만, 전문성을 활용하여 정책수단을 비롯한 구체적인 내용을 결정하는 행정이 주도적인 역할을 하는데, 집정부가 제시하는 정책이 공익을 훼손하는 경우에는 그 공익훼손의 정도와 정책의 민주성 정도를 비교형량하여 경우에 따라서는 행정이 공익수호에 나서야 한다. 둘째, 정책의 민주성에 문제가 없는 경우에도 공익훼손이 심각하면 행정이 공익을 수호해야 한다. 예를 들어 좌-우의 통치이념이 zero-sum 게임으로 격렬하게 대립하는 복지와 성장에 대한 자원배분에서, 지나치게 한쪽으로 치우쳐 임계점을 일탈하면 <지속가능발전>효과가 minus가 되고 국가는 쇠퇴하기 때문에 행정이 공익수호를 위해서 나서야 한다. 임계점 일탈여부나 정책의 민주성 판단뿐만 아니라, 정책의 효과나 비용에 대한 정확한 사실 판단을 위해서도 행정이 축적한 전문성이 필수적이다. 그리고 정확한 사실파악이 공익수호를 위한 행정의 1차적이면서도 가장 중요한 임무가 된다.
