Education has been emphasized as one of tools to realize social equality and the realization of social equality through education has its base on the ideology of equal education opportunity. In particular, in terms of education opportunity, taking adult education into such consideration as one of complementary or alternative education in order to reduce gaps of school education, identifying adult education participation status and analyzing degrees of influencing variables on participation opportunity have important meanings in terms of setting directions of adult education development. Therefore, the concrete purposes of this study are as follows. Firstly, To determine the degree of opportunity gap of adult education, Secondly, To determine the relevance between adult education opportunity gap and the variables of individual location background, Thirdly, To explore solutions for future adult education development based on the above. The followings are the results from the study. Firstly, Adult education participation degree compared by both sexes showed higher marks for women, and compared by residential locality showed city area residents having higher degree of adult education participation. Adult education participation degree by types showed that adult education carried by private institutes has the highest degree of participation and adult education through schools has lower degree of participation. Secondly, As a result of analysis of variables, 7 variables of individual background variables such as age, educational background, residential area, ones occupational post, the members of ones family occupational post, income level, family living period cause notable gaps on the degree of adult education participation. The following proposals are based on the results coming out of this study. Firstly, To strive for methods to activate school-oriented adult education activities and to develop political solutions to ease the resources gaps for adult education investment among regions in order not to deepen environment gaps of adult education between urban and rural areas. Secondly, From a point of equal education opportunity, investment for future adult education should be emphasizes more for those excepted social classes from school education opportunity. Thirdly, For adult education activation, institution and bodies in charge of adult education should expand and discover hardware and develop and distribute software. Also, adult education specialists who operate and manage these hardware and software efficiently should be recruited. Fourthly, Community adult education centers should be established to support and adjust various types of adult education activities in community for realistic and systematic operation. Also experts should be served for expansion of adult education in quantity and making efforts for sincere reconsideration which will activate community-based adult education activities.

It is clear that adult education was the great force in the success of community development. Adult education is bing carried out as means to train individual and group capacities necessary to community development, a movent to acieve better living. Its aims are to solve problems which have been confronted or seem to be conforted by villages and communities, to help villagers meet thier needs, and then to realize high income through achieving the maximal development of communities. The fact that adult education has been largely performed on the spot through field practice has accelerated the will to participate, and nourished the values, attitudes and work ethics necessary to development. These common concerns of adult education are expected to give valuable suggestion not only for 'educationalization of society' and 'socialization of education' as well as for the improvement of education. In spite its vital contributions to the implementation to the community development and spiritual enlightenment, there have been insistent requests for its modification. When anticipating future society and its conditions and considering its educational aims and objectives, it is also necessary to make a new design for the future. It is principle that any kind of community development programme should be planned and implemented for and by the people themselves who live in the community; thus will community participation be automatically achived. The attempt to encourage a community to recognize, and then work towards a resolution of a problem is a theme of major necessity and urgency which recurs in the literature of community action and community development. The process of learning in adult is therefore a complex interaction between external factors of public roles and social networks and internal psychological factors of attitudes and perjudices. Attitudes, perjudices and a tendency to social conformity have a relative permanence in adult. Adult educaton has virtually ignored the significance of neighbourhood and remained task-oriented whether the focus has been on subjects or social and life skills. The knowlege and skill is not just for community education workers but for all adult educators whatever their subject expertise.

This study to search into the program analyse and development strategies of local fastival event base on the line that connects with the past and the local history in Yesan county Korea. And to proposed the improve and develop plans of local fastival event for activation of local culture. The contents of this study are as follows; First, To analysed present condition and problems of Mae-Hyun Fastival(since spring) and Apple Fastival(since autumn) in Yesan county. The significance of the term `participation' in adult education is itself and important phenomenon. Since participation is so crucial to organize adult education it is hardly surprising that is has been thoroughly researched. Indeed, it would probably be true to claim that as much empirical data exist about this aspect of adult education as any other. Yet much of it has been gathered in rather non-theoretical manner. So this study tried to interact with the participation in adult education and adult educational environment in the community. The result are as follows; 1) The higher a degree of acknowledgement on adult educational facilities in the community, the higher a degree of participation in adult education. 2) The higher a degree of evaluation on adult educational facilities in the community, the higher a degree of participation in adult education. 3) The higher a degree of acknowledgement on adult educational programs in the community, the higher a degree of participation in adult education. 4) The higher a degree of evaluation on adult educational programs in the community, the higher a degree of participation in adult education.
