        While this world approaches the New World Order of the post-Cold War Era, the political situation of the Korean penisular continues to be in severe tensions caused by North Korea's nuclear development. In terms of IAEA Nuclear inspection, North Korea has caused a lot of conflicts with U .S., but in the end both of U. S. and North Korea have succeeded in establishing a common base for alleviation of tension by making an agreement of the current nuclear issue in Geneva on Oct. 21 1994. However, it seems to be certain that North Korea retains one or two atomic bombs otherwise can build them at any time when North Koreans want to do. We can recognize that the Nuclear Agreement between U. S. and North Korea may have some positive aspects in terms of the nuclear freezing of present and future. Nevertheless, we can not help denying that it could't make sure of the nuclear transparency of the past. In addition, it is very suspicious that North Korea may guarantee the implementation of the above mentioned nuclear agreement because of North Koreans' incredible behavior of the past. I suggest that Korea and U. S. have to do their best to urge North Koreans to implement that agreement, but some strong and relevant measures have to be taken by Korea and U. S. when North Korea delays the implementation of that agreement. The South-North Dialogue doesn't need to be coerced. When North Korea does not accept the Korean-type light water reactor and the initiative of Korea, Korea will not give North Korea any financial assistance. Finally, it is, I think, very important that Korea and U. S. intensify the coordinated system in establishing related measures against North Korea in detail and sharing informations about North Korea's nuclear development. We have to retain hard-line policy against North Korea to lead into a reformed and open regime.

There are primary factors of nuclear proliferation contantly because of insurance of self-help for the national security in spite of subsistance for the factors of nuclear non-proliferation after the Cold War. Beside United States, France, Great Britain, Russia and China, those are nuclear powerful countries, Israel, India and Pakistan and so on are recognized nuclear armed nations powerful coutries could not arrest those denuclear nations become nuclear nations. Japan arrived at the phase that could product the nuclear weapons already if he intend to, North Korea entread the process of succeeding performance of United States and North Korea nuclear agreement playing the nuclear game with United States after North Korea gave clinged to exploit the nuclear weapon. But it is the situation that many issues about nuclear can be protruded by Not고 Korea according to his past behaviors so far. And NPT system contracted 1968, could not have been performed the rolls of effective nuclear non-proliferation because, there are structual inequalities that nuclear powerful coutries are permitted to have nuclear weapons only and nuclear potential nations evade to enter the NPT system. In these tendencies of nuclear proliferation, Russia and Japan admitted the United States nuclear policy to North Korea that takes no notice of its past nuclear, and China support still North Korea. Now, South Korea must reexamine the denuclearized policy that has been pursued up to date and estavlish resolute and new nuclear policy. Joint Declaration of Denuclearization of the Korean Penisula proved a dead letter already as a fabrication, because North Korea had been possessed nuclear reprocessing and uranium enrichment facilities. So South Korean nuclear poicy have to ve like that he shall not possess nuclear weapon but shall extend the right of usage of nuclear energy for peaceful purposes and possess nuclear option. At last South Korea must assert a Nuclear-Warpon-Free-Zone in Northest Asia as long period nuclear policy of it.

        Preparing the unification of Korean penisula that would come up to unexpectedly, it is important to search the conflicts of political community come to existence and its solution methods in Unified Korea. After unification, North Koreans will drop in severe ideological conflicts by problems of recognition and adaptation about the system of liberal democracy and market economy, and it will be assumed that South Korea will take the leadership of unification, needless to say, the sense of superiority and inferiority of South and North Koreans and inequal distribution of human and material resources will bring about conflicts between South and North Korean territories. Also after unification, former industrialists, laborers and the middle classes of South Korea and executive members of the party, higher officials and the general public of North Korea will bring about class conflicts one other according to their interests. And in the political and economic situations pursuited by Unified Korea, there would be conflicts between young and accomplished generation in accordance with the degree of accepting its situations. By the political plans to be dissolved such various conflicts of political community, the form of goverment of Unified Korea will have to be parliamentary cabinet system and its parliamentarism will take bicameral system. As electoral system, it would be better that the majority system keeps pace with proportional system. Also political elite recruitment system of Unified Korea must be open and impartial. Unified Korea have to practice political education about fundamental ideas and principles of liberal democracy to North Korea inhabitants. So participant civic culture will fix soon in their political life. So, to minimize the various conflicts between south and North Korea, interchanges and cooperations have to be frequent before unification each other. And in the process preparing the unification, South Korea must exclude authoritarianism, foul, spoiling and regional complications, and North Korea also must pursuit the reformation and opening system and come to the place of dialogue with South Korea soon.

        The establishment of Japanese local government was achieved in 19th century. The system was continued without nearly changing till the second world war although it was revised many times. After world war Ⅱ, today's dual structure in local government was fixed. The point at issue and improvement direction of these Japanese local government was studied through following chapters : Chapter one is an introductory remarks. Chapter two is a step on the processing of transition in local government. Chapter three is a step on analysis of function and character of local government. Chapter four is a step on analysis of the point at issue and improvement direction of local government. Chapter five is a conclusion.

      • 韓國 傳統的 政治思想에서의 民主主義的 要素

        This thesis intend to research the domocratic elements in the traditional political thoughts of Korea to assist the optimism of democratic development of Korean politics. In the spirit of Hong-ik-in-kan, ruling principle of of Dan Gun Korea in antiquity, we can find the ideas of equality, peace, general similarity and government for the people. These democratic elements had been institutionalized simply in the Hwa-beck System in Sila, the jae-ka council in Ko-ku-ryu, and the Electoral system of Prime Minister of Back-jae Dynasty. After that, although long period of political system of absolutism had passed, Shil-hak(practical Scinece) was apperaed in the late Li Dynasty. Most of Shil-hak scholars asserted equality of all men, taking a serious view of individuality and independence of man philosophically. So, they denied traditional social class sytem and assert that anyone who was capable of taking charge of public affairs could be appointed to the positions of governmental institutions. Also, they maintained to abolish slavery, discriminative treatment to illegitimate son and discriminative reguirement to enter school by social class. Especially, Jung, Yjark Yong stressed that rulers had to be elected by the people, suggesting the people were not the object but the subject. These fundamental rules of democracy are not different from those of todays. After all, democratic ideas in the Sil-kak political thoughts influenced on the Korean Enlightenment in the late Li Dynasty. On the other side, we must emphasize significantly the thought of Dong-hak, established by Choi, Jae Woo, stressing the subjectivity and equality of man. There are certain pessimism about the democratic development of current political reality of Korea because of political culture of Korean people-authoritarianism or other factors, but today, we must objectify and socialize the democratic ideas in the traditional political thoughts of our Korean history by research and revelation of those ideas for the democratic development of Korea politics.
