Traditionally, an underdeveloped region can be developed only if it has comparative advantage. Before 1960s, communities in Oita Prefecture in Japan were considered to be very depressed. The rural communities did not have enough natural resources and social overhead capitals that allow industrial growth. Oita people, however, have demonstrated that the conditions can be overcome. This paper examines a Japanese rural revitalization program in Oita Prefecture. It introduces the process of development activities in three communities in Oita and induces maior factors that contributed to their success. It concludes that aggressive leadership, cooperated efforts, and creative ideas enabled Oita's success. The paper suggests that such success is possible for not only Oita but also many other depressed communities, without so-called 'comparative advantage'.

In a study of 460 cases of upper gastrointestinal bleeding admitted in Han Yang Univeraitp IIoaptal during the 6 pear period 1978-1983 inclusive, the following results were obtained: 1) The male-female ratio was 5:1 and peak ineidnce was in the 5th-6th decade. 2) The causes of bleeding were; esophageal varicea in 26.1, duodenal ulcer in 23.0, gastric ulcer in 20.7io, erosive gastritis in 10.2%, stomach cancer in 3.'/, Mallory Weiss syndrome in 1. 3%, marginal ulcer in 0. , and gasfiric polyp in 0. 2. The incidence of no positive diagnosis was 14.1%. 3) The frequencies of previous blaeding were; no previous bleeding history in 16.1, and two and mare previous bleeding histories in 6.5%. 4) 13. 0 of the patients had possible precipitating 'Factors of bleeding. Alcohol waa the moat commian precipitating factor with its incidence of 5.4. 5) Three main types of bleeding on admission were; hematemesis in 36. 7, melena in 34. B%, and the two combined in 28. 5 , 6) The patients given a transfusion were 78.9. The patients receiving more than 10 pinto of blood were i4.6. 7) The ABO blood groups were; group 0 in 35.6, group A in 29.6, group B in 20.9, and group AB in 9.5. 8) 90.8% of the patients were treated medically and 9. 2 o of the patients received operations. The treatments on the rupturod oesophageal varices were; medical treatments in 16.1 %, endoacopic injection aclerotherapy in 8.5, and olrerations in 1.5%. 9) Among 460 cases, 76. 5 of the patients improvesi, 14, 3'/0 of the patients discharged under the poor condition, and 9.1 of the patients expired during the hospitalisation. Important factors; affecting the prognosis were the caqaes of bleeding, the types of bleeding on admission, the systolic blood pressure on admisaron, the BUN level on admission, and the amounts of blood transfused.
동서독 보험제도의 통합을 통해 본 남북한 보험산업의 협력 및 발전에 관한 연구

본 논문에서는 동서독의 보험제도 및 보험산업의 통합을 연구하여 그 시사점을 남북경협에 관심이 있는 국내 100개 기업을 상대로 설문조사를 하였다. 그 결과 다음과 같은 결론을 도출하였다. 첫째, 남북경협의 안전성 확보 및 남한 기업의 투자활성화를 위해 남북한 보험감독기관간에 상호 교류 및 구체적 협정체결이 필요하다. 보험권에서도 구체적으로 보험담보 및 손해사정 등 구체적 보험실무 처리를 위한 「남북한 보험합의서」 체결과 같은 제도적인 준비가 필요한 시점이다. 둘째, 독일과는 달리 남북경협은 북한의 경제특구 내에서 활발하게 이루어질 것으로 예상된다. 따라서 신의주나 개성공단과 같은 북한의 경제특구에서 보험담보가 제공될 필요가 있다. 셋째, 현재 남한은 정부 및 민간이 남북교류협력기금을 조성하여 남북경협을 지원하고 있다. 그러나 그 내용을 살펴보면 대부분 경상지원에 지출되고 있으며, 북한에 진출하는 남한기업이 필요로 하는 투자위험에 대한 보증은 하지 못하고 있다. 남북경협이 보다 활성화되기 위해서 북한에 진출하는 남한기업에 대해서 정부가 위험보장을 할 필요가 있다. 이 경우 독일의 사례를 참조하여 위험보장은 직접투자에 한하며 북한의 정치적 위험 및 신용위험을 보장하는 방안을 고려할 수 있다. Der Handel zwischen Nord- und Su¨dkorea wa¨chst ja¨hrlich. Die koreanischen Versicherungsuntemehmen bieten keine Produkte fu¨r die Handels - und Kreditrisiken zwischen Nord- und Su¨dkorea an. Deshalb nehmen viele koreanische Untemehmen ohne Versicherungsru¨ckdeckung an dem Handel zwischen Nord - und Su¨dkorea teil. Durch die Analyse der deutschen Wiedervereinigung und den Erfahrungen, die in diesem vereinigten Markt gemacht wurden, soli es den koreanischen Versicherungsuntemehmen ermo¨glicht werden, Erfahnmgswerte aus Deutschland fu¨r sich und Hire Ansa¨tze im koreanischen Wiedervereinigungsprozess zu nutzen. Um die Versicherungsbedarf der koreanischen Unternehmen, die am Handel zwischen Nordund Su¨dkorea Interesse haben, herauszufinden, wurde eine Umfrage durchgefuhrt. Durch das Benchmarking von Deuschland und durch das Ergebnis aus Umfra¨ge wurden 3 Vorschlage fu¨r Korea gemacht. Erstens, Man braucht eine Vereinbarung im Versicherungswesen zwischen Nord - und Su¨dkorea. In einigen Wirtschaftsbereichen, z.B. Seetransport, Tourist, etc., wurde schon eine Vereinbarung realisiert. Zweitens, Man braucht Versichenmgsprodukte, die die Handeirisiken zwischen Nord - und Su¨dkorea abdecken werden ko¨nnen. Mit Versichenmgsruckdeckung werden die koreanischen Unternehmen zunehmend am Handel teilnehmen. Drittens, Man braucht eine Unterstu¨tzung von der Regierung. Fu¨r die Direktinvestition in Nordkorea brauchen besonders die koreanischen Unternehmen eine direkte und indirekte Subvention von der Regierung. In diesem Fall kann das Benchmarking aus Deutschland sehr hilfsreich sein.
