지역공동체 활성화를 위한 선진영 행•재정적 지원체계 연구

우리사회는 경제성장으로 산업화, 도시화가 크게 진전되면서 빈부격차의 심화, 무관심, 범죄, 사회갈등, 이기주의 등 각종 사회문제가 야기되고 있다. 이러한 사회변화의 대안으로서 지역공동체에 대한 관심과 공동체 실현의 욕구가 증대되고 있다. 지역공동체의 중요성이 강조되고 역할이 증대됨에 따라 정부에서는 그간 다양한 지원정책을 추진하였으나, 공급자 중심의 관행에서 벗어나지 못한 채, 획일적인 정책이라는 문제가 제기되고 있다. 이러한 정부지원체계에서 제기되는 문제로 인해 자율적이고 원활해야 할 지역공동체 활동 및 활성화에 걸림돌이 되고 있다. 이에 현재의 지역공동체 사업의 현황과 문제점을 진단하여 지역공동체 활성화를 위한 선진형 지원체계로써 체계적인 지원방안으로의 전환이 요구되고 있는 실정이며, 아울러 지역공동체의 지속가능한 발전과 주민자치를 위한 구체적인 지원방안이 필요한 시점이다. 현대사회는 다양한 이해관계자들로 구성되어 있으며, 매우 복잡하고 다양한 양상을 보이고 있다. 이러한 특성을 고려한 주민주도의 지속가능한 지역공동체 활성화를 지원하기 위해, 최근 공동체를 자연생태계의 관점에서 이해하고 파악 하려는 논의가 활발히 진행되고 있다. 생태계 관점에서 지속가능한 지역공동체 활성화를 위해서는 핵심원리로써 회복력(resilience)의 개념이 전제되어야 하며, 다양한 이해관계를 가진 사람들이 유기적인 관계망을 형성하여 사회·경제적 생태계를 조성하고 이를 지원하여야 한다. 따라서 지역공동체 생태계조성 및 회복력에 대해 논의함으로서 지역공동체 활성화를 위한 행·재정적 지원체계를 재정 비하여야 할 것이다. 본 연구는 이러한 맥락에서 수요자중심의 회복력있는 지역공동체 생태계 조성 및 활성화를 지원하기 위한 연구이다. 이론적 논의와 현행 지원체계의 문제점 및 선진형 지원체계관련 사례를 분석하였다. 분석결과를 바탕으로 “지역공동체 활성화를 위한 선진형 행·재정적 지원체계”의 기본방향을 제시하고 있으며, 그에 따른 국내도입방안과 추진전략 및 절차를 제시하고 있다. 따라서 본 연구가 지역공동체 활성화를 위한 지원방안과 추진전략을 수립하고 실행하는데 유용한 참고자료 될 것이며, 지역공동체의 육성과 발전에 큰 보탬이 되기를 기원하며, 연구에 심혈을 기울여 준 연구진의 노고에 감사를 전한다. Recently to desire for community implementation and citizen autonomy, community is regarded as an alternative that was associated with the government and market failure for various social problems of modern society. Accordingly, the government is set to government agenda to "strengthening of decentralization and community activation of civil society", is promoting a variety of local community business. Korean ministries are preparing and promoting the enactment of laws and regulations that related directly or indirectly local community activation. Therefore, this study is to identify the problem of the existing community policies and supporting systems and to improve it, and to provide "advanced local community activation support system" for the achievement of the activation of a sustainable community. For this reason, the complex and diverse modern society recognizes as "adaptive complex systems", was discussed redevelopment of support systems for the local community activation from the point of view of interdisciplinary science. Specifically, this study was to understand and review the highly complex modern society with a variety of stakeholders from the point of view of natural ecosystem and theoretically investigated. In other words, we discussed that ecosystem included the resilience as a practical concept of sustainability and an important principle of the ecosystem. So, resilience must become a prerequisite for sustainable community activation. In addition, we have identified a modern society in terms of ecosystem, and described the need to ensure resilience that various stakeholders make active ecosystem to form the organic vital network in it. So we indicated that supporting system for activating the community should be present as a system to support the community ecosystem composition and was proposed an advanced administrative and financial support systems focusing on community ecosystem composition and activation. We have presented firstly the approach to the application of public policy marketing theory. Secondly, we examined the status of existing support systems, and derived the problems of public policy and their optimization and improvements. Thirdly, we studied the case such as the UK and the EU, Japan, North and Central America, and deducted implications. Specifically, we investigated and analyzed the practices relating to the public policy marketing strategy. Finally, we presented the basic direction of the support system for activating the local community from a public policy marketing standpoint and proposed the introduction of advanced support system in korea, its strategies and procedures. This study has a signification that recognizes the modern society in the perspective of the ecosystem, and that presents the rationale for a sustainable community through community ecosystem activation in interdisciplinary science perspective on the basis of the resilience theory. In additional, this study has implications that presented an advanced administrative and financial support system for activating local communities and offered a strategy with an emphasis on the consumer to access an application of public policy marketing.

뿌리혹 선충에 대한 선충 포식성 곰팡이의 생물학적 방제효과 검정

Arthrobotrys cladodes, A. conoides, A. oligospora 3종의 선충 포식성 곰팡이를 선발하여 온실에서 뿌리 혹 선충의 방제효과를 검정한 결과, 곰팡이를 처리하였을 경우 뿌리혹의 형성이 감소하였고 공시작물의 생장이 증진되었다. 공시균주 모두 4가지 처리농도에서 대조구와 비교하여 뿌리혹의 형성이 감소되었으며, 특히 Arthrobotrys cladodes 처리구가 그 효과가 높았다. 공시작물의 지상부의 생육은 Arthrobotrys cladodes, A. condides, A. oligospora 접종원을 처리하였을 때 모두 증가되었으나, 뿌리부분의 생육은 유의적인 차이는 없었다. Three nematophagous fungi, Arthrobotrys cladodes, A. conoides, A. oligospora, were evaluated for nematicidal effect on Meloidogyne hapla in greenhouse. Treatment of the aforementioned fungi reduced the gall formation by M. hapla and increased the growth of host plants. Number of galling were significantly less in all pots in four different inoculum densities of the fungi compared with the control. Especially, the treatment of A. cladodes showed the significant effect on the reduction of root gall formation. The increased shoot growth was significantly higher by all tested fungi, although there were no significant effect on the root weight by the fungi.
