이 연구는 특성화 고등학교에서의 교육의 질을 관리하고 평가하기 위한 평가준거를 개발하고 각 평가준거의 상대적 중요도를 구명하는 데 그 목적을 두고 수행하였으며, 이러한 연구의 목적을 달성하기 위하여 문헌연구와 델파이 조사에 의한 연구방법을 적용하였다. 그리고 이론적 배경이 되는 관련 문헌과 선행 연구들을 조사하여 특성화 고등학교 평가준거 초안을 구안하였고, 델파이 조사를 통하여 평가준거에 대한 타당화를 거쳐 최종적으로 내용이 확정된 평가준거의 상대적 중요도를 계층화 분석법으로 분석하였다. 최종 확정한 특성화 고등학교 평가준거는 '특성화 교육 추진 계획', '특성화 교육과정', '특성화 교육기반', '특성화 관련 학생 지도 및 지원', '특성화 관련 교원 지원', '특성화 교육성과' 등의 6개 평가영역에 15개 평가항목과 56개 평가지표로 구성하였다. 계층화 분석법에 의한 상대적 중요도 분석 결과, 평가영역의 경우 '특성화 교육과정', '특성화 교육 추진 계획', '특성화 관련 교원 지원', '특성화 교육 기반', '특성화 관련 학생 지도 및 지원', '특성화 교육성과' 영역 등의 순이었다. 평가항목의 경우 전체 15개 평가항목 중에서 '특성화 교육과정 편성·운영', '학교장의 리더십', '특성화 교육계획 추진의지', '특성화 교수-학습 활동' 항목 등이 상대적 중요도가 높게 나타났으며, '특성화 교육에 대한 만족도' 항목이 가장 중요도가 낮았다. 평가지표의 경우는 전체 56개 평가지표 중에서 '특성화 교육에 대한 학교장의 경영방침의 명확성', '특성화 교육에 대한 인식 공유 활동의 적극성', '특성화 분야 교육 내용의 선정 조직의 적절성', '특성화 교육과정에 대한 산업체 등 현장 요구 반영 정도', '특성화 교육 계획의 타당성' 지표 등이 상대적으로 중요한 것으로 나타났으며, '특성화 담당 교원의 업무 부담 경감 노력 정도' 지표가 중요성이 가장 낮은 것으로 나타났다. The purpose of this study was to develop criteria to evaluate and oversee the quality of education in specialized vocational high schools and to determine the weight of each evaluation criterion. Based on the literature review and the Delphi method, the validity of the drafted evaluation criteria was confirmed and the weight of each evaluation criterion was determined by analyzing their relative importance. The six evaluation areas for specialized vocational high schools are; "implementation plan for specialized vocational education", "curricula of specialized vocational education", "infrastructure for specialized vocational education", "guidance and support for specialized vocational education students", "support for specialized vocational education teachers", and "achievements of specialized vocational education." In addition, 15 evaluation items and 56 evaluation indicators were identified. To analyze the relative importance of identified evaluation criteria, a stratification analysis(AHP ; Analytic Hierarchy Process) was conducted for the third Delphi survey. The result of the AHP showed the order of the importance of evaluation areas as following; "curricula of specialized vocational education", "implementation plan for specialized vocational education", "support for specialized vocational education teachers", "infrastructure for specialized vocational education", "guidance and support for specialized vocational education students", and "achievements of specialized education." Among the total 15 evaluation items, "organizing and managing curricula of specialized vocational education", "leadership of school principals", "will to implement plans for specialized vocational education", and "teaching and learning in specialized vocational education" were of more importance while the item of "satisfaction level of specialized vocational education" was of least importance. Among the 56 evaluation indicators, "clarity of school principals' management guidelines for specialized vocational education", "the degree of efforts to raise awareness of specialized education", "relevance of organizations which select the content of specialized education", and "the degree of accommodating requests from industries in the curricula of specialized education" were of more importance while the index of "efforts to reduce workload of specialized vocational education teachers" was of least importance.
