        어장입지에 관한 고찰

        Since the middle of the 70s, the countries with the marine resources declared the exclusive water zone of two hundred miles. As a result, our country lacked many foreign fishing grounds. This awakened our perception of fishing grounds. The fishing ground is an important factor in the economical effectiveness of fisheries. The fishing ground must have the following basic. conditions. 1. It must be the place the fishery resources inhabit and wander. 2. Their catching or aquaculturing must be possible by the technical methods. 3. It must have economic worth in the management. The fishing ground that achieves the above basic conditions is affected by the following factors. This is the factor of the fishing ground location. A. Natural factor 1). Suitable climate 2). Abundant resources 3). Good quality of the sea-bottom 4). Not to be pollutted area B. Economic factor 1). Be adjacent to fishing port and fisheries market 2). Good working conditions 3). Be abundant of economical resources C. Social factor 1). Be possible to work legally 2). Be permitted in the political relations 3). Be acquainted with the customs of foreign countries The fishing ground location is mainly affected by the natural factor of the above factors. The abundance of resources depends on the natural resources. The resources in the fishing ground have the cycle of developing period, maturing period, and decaying period according to the fishing efforts. The point that we sustainably yield the maximum of fishery resources is the changing point of maturing period and decaying period. We call this point MSY, so the resources of fishing ground should be managed by the MSY. Therefore, when we select the fishing ground location. We should judge the natural factor, the economic factor and the social factor synthetically according to the situation and environment, so we can achieve the efficient management.

      • 수산물 수입 개방의 대응 방안에 관한 연구

        The purpose of this paper is to obtain effective measures for Korean fisheries marketing under the free trade system. GATT demanded every country to trade sea foods freely for mutual profit. After Korea was profitable on balance of payment in trade in 1989, Korea had gradually opened her fisheries market to foreigners as following tables and permitted fully her market on July 1, 1997. the rate of permission to import sea food ?? In 1990's, amount of import has been increasing 21.6% annually in fisheries product and fishermen could not help losing earning more than a quarter of billion dollar in 1995 by import. Fishermen thus need to develop special measures to compete with imported sea food. As food including fisheries porduct, futhermore, is a necessay goods, country should protect food industry improving competitive power from import. Sea food is, so to speak, improtant not only economical value but also social policy. I dare to suggest here several measures to Korean fisheries marketing in order to compete with imported sea food as folllow: Producers should : 1) have a business belief as if customer is a king. 2) work together to keep total allowable catches restricted by themselves. 3) find many different marketing channels including direct marketing to improve marketing effectiveness. 4) sell products together through co-op. to save sales expense and to improve bargain power. 5) sell not with origin fish but with processed fish to make more value. Fisheries wholesale market should : 1) collect fisheries product for auction considering producer's profit. 2) supply sea food to users like retailers being satisfied with price, time, quantity and quality. 3) sale not only auction base with consignment but also bargain base with direct purchasing. 4) expand Subsidiary business to increase added value. Government should support producer and distributor of physical distribution and marketing function like information financial and so on. We can expect that amount of import would increase more and compete with home product in recent future. I would like to say again that fisheries marketers should develop many effective measures for oneself.

        Now the fishery of korea is faced with a turning point by two important factors, Uruguay Round as internationl problems and localization age as domestic problems. Therefore we have to develop the distrct by using the district characters in order to contrive the development of district fishery. Yeosu has the most advantageous in the natural condition in Korea. Nevertheless, it doesn't give full play to its capability yet. Therefore the development of a fishing port and the adjustment of inshore fishery structure are requested for the development of based fishery city by using this natural condition. To give a fishing port ist full function, the following are need: 1. the expansion of berthing equipment 2. the disintergration of loading capacity 3. the rational arrangement of a fishing-port-related equipment and industry To adjust a inshore fishery structure, the following are need: 1. the attraction of purse seine and trawl large fishery 2. the adjustment of resource trouble between types of business 3. the conversion to the system of freezing and live fish catching 4. the consideration of management education scheme In conclusion, I belive that Yeosu district will develop as a prime fishery city in Korea if the problems as stated above is improved.

        Why are auctlons so prevalent in fisheries iields? One answer is, perhaps, that ?!sheries products have no standard value. The price ()f any catch of fish (at least of fish destined for the fresh fish market) depends on the demand and supply conditions a1. a s:~ecihc moment of time, mfluenced by prospective market developments and prices must be remade for each transactlOn. There are various auction schemes including wntten-bld rnethod in Korea like other countries . It IS dlfficult to make decision the app!tcation of auctlon sellin앙 in market distribution. One reason is the absence of adequate data on which to base flrrn statements. There is very little precise mformatlon about the relative volume handled by auction scheme as cornpared with other sales schernes. Because of the pauClty rehable data, one rnust depend largely on Cjua!itative in attempting to above thlS problern. This paper is designed to examme WhlCh auction scheme is more efficlent as a econornlC tool by introducing the three auctions, as sarnples, utllized in Koheung penmsula. Koheung coast wlth abundant fisheries resource, locates on the Mlddle-South part m Korea and has three auction firrn operating by fisheries coop. for sellmg of dry fish included sea weed, \ive fish and fresh fish respectively. As a result, 1 found that there 긴re three interesting auction ~;c''lemes as follow 1. More than one winners are sεlected as buyers.

        Fishery is classified into catching, processing, and distribution. Importance to catching is attached till now. But the distribution issue will be embossed an important it hereafter. Because now the following problems occur:Uruguay Round negotiation, localization age, and the expansion of live-fish-demand. Especially, beacuse Yeosu is a specialized fishery city, the issue is very important. In the paper, first, I indicate the problems of fisheries distribution in Yeosu and second, will offer improving proposals to solve them. The problems are the same of following: 1. the relative insufficiency of commission sale facility 2. the multistage of distribution channel 3. the imperfection of producting district distribution-system 4. the lack of distribution-creation function 5. the matter that Yeosu fisheries coorperative undertakes a joint market To solve the problems, the following improving proposals are need: 1. the enlargement of auction room-facility 2. to achieve the reduction of distribution channel, the following are need: 1) the expansion of the coorperative and direct sale of producting fisheries cooperative 2) the stage relief of the compulsory listed institution of producting disrict 3) the relief of auctioneer eligibility 4) the computer system instroduction of auction processing 3. the construction of producting district cooperative organization 4. the standardization of products and the improvement of packing technical 5. to achieve the rationalization of joint-market management, the following are need: 1) the reinforcement of powerful commision merchant 2) the increment of co-partner's investments 3) the temporary borrowing of deposit and another usage funds In conclussion, the fisheries distribution of Yeosu district will improve and the curtailment of distributive cost, the composition of competitive price system and the stabilization of price will achieve if the improving proposals as stated above is realized perfectly.

        기업지원사업 평가체계 구축을 위한 소셜 네트워크 분석과 정량 평가의 단계적 적용

        본 연구에서는 지역 내 경제 활성화를 담보할 핵심주도자(Keystone player)를 선별하기 위한 평가체계로서 소셜 네트워크 분석과 정량평가를 단계적으로 적용하는 프레임워크를 제시하였다. 즉, 기업지원사업 수혜기업 선택 단계별 평가방법을 제안하였다. 기업지원사업 수혜기업을 선정하기 위하여, 자격을 갖춘 지원자들을 식별하고자 소셜 네트워크 분석과 정량 평가를 단계적으로 적용하였으며, 사업성과가 우수한 기업일지라도 기업생태계 측면에서 지역경제에 미치는 영향이 낮을 수 있음을 실증하였다. 본 연구는 기업의 사회적 책임을 평가체계에 반영할 수 있음을 제시했다는 점에서 학술적 의미를 가지고 있다. 실무적으로 본 연구는 기업지원 및 육성 정책 관련 당국자에게 유용한 시사점을 제공한다. 그러나 본 연구는 특정 산업(BT)에 한정된 표본의 한계 등을 기반으로 향후 연구방향을 제시하였다. Corporate welfare is a government's financial incentives or favorable treatment on firms to invigorate the economy. This study proposes the evaluation method of this program for selecting phase. We apply the stepwise approach with the social network analysis to identify the qualified candidates and quantitative approach to select the beneficiaries. The findings show that even if business performance was excellent enterprise, it can a small effect on the local economy in terms of business ecosystem. This study has theoretical implication in that it presents that the corporate social responsibility can be reflected in the evaluation system . Practically, this study suggests some useful implications for policy makers. But, this study has imitation of the limited samples to specific industries(BT). This study suggest some future research future research directions on the basis of limitation of the limited samples to specific industries(BT).
