지방의회 지원기능의 강화방안에 대한 분석 : 의회사무 기구를 중심으로 Focused on Council Clerks Office

1991년 지방의회 부활이후 열악한 자치기반 하에서 지방의회는 한국의 지방자치발전을 위하여 나름대로 많은 노력을 기울여 왔으나, 제도적 한계로 많은 좌절을 경험하고 있다. 이러한 제도적 한계를 극복하기 위해 다양한 노력과 연구가 진행되었지만, 아직까지 지방의회 사무기구에 대한 체계적인 연구는 드문 실정이다. 본 논문의 목적은 지방의회 사무기구운용의 실태를 파악하고, 실태파악을 통해 정리된 문제점을 중심으로 지방의회가 보다 효과적으로 의정활동을 수행할 수 있도록 지방의회 사무기구의 지원기능강화를 위한 종합적 개선방안을 탐색하는 데 있다. 지방의회 사무기구의 지원기능 실태파악을 위해서 본 연구는 크게 두 가지의 접근을 시도하였는데, 하나는 법·제도 등의 공식적 측면에서의 실태조사이며 다른 하나는 인식조사연구이다. 4개의 광역자치단체와 8개의 기초자치단체의 지방의회 사무처와 관련 주요 이해관계자들을 대상으로 한 본 연구의 인식조사 분석결과를 살펴보면, 전체적으로 '지방의원의 의정활동 보좌'가 지방의회 사무기구의 지원기능으로서 가장 중요하다고 인식하고 있는 것으로 나타났다. 그러나 다른 한편으로는 집행기관 공무원의 경우' 의회와 집행기관간 연락 및 조정업무'가 중요하다고 응답한 비율이 상대적으로 높에 나타나, 기관대립형 자치제도 하에서의 지방의회와 집행부간의 상호견제와 균형의 조화를 중시하고 있는 점이 주목된다.

본 연구에서는 웹에서 사용자가 방문하고자 하는 곳을 찾아가는 엔트리 페이지 검색을 위한 메타검색 방식을 제안한다. 기존의 연구에서 메타 검색이 여러 검색 엔진에서 많이 나타나는 중복된 문서를 강조하는 방식인 반면에 비해, 본 연구에서는 문서의 중복 개념을 확장하여 특정 도메인 및 디렉토리에서 나온 문서들도 중복되었다고 가정하여 메타검색에 이용하는 방식을 보인다. TREC에 제출된 시스템들의 결과물과 상용 검색 엔진의 결과물을 이용하여, 확장된 중복을 이용한 메타 검색의 유용성을 실험한다. 수행된 실험을 통해서 문서의 단순 중복을 이용하는 기존의 방식이 내용 기반 검색에 유용한 반면, 엔트리 페이지 검색에 있어서는 본 연구에서 제안하는 확장된 중복 방식이 기존 방식의 성능보다 $10\%$ 이상의 성능 향상을 얻을 수 있음을 알 수 있었다. In this paper, a MetaSearch algorithm for navigational queries is presented. Previous MetaSearch algorithms focused on informational queries. They Eave a high score to an overlapped document. However, the overemphasis of overlapped documents may degrade the performance of a MetaSearch algerian for a navigational query. However, if a lot of result documents are from a certain domain or a directory, then we can assume the importance of the domain or directory. Various experiments are conducted to show the effectiveness of overlap of a domain and directory names. System results from TREC and commercial search engines are used for experiments. From the results of experiments, the overlap of documents showed the better performance for informational queries. However, the overlap of domain names and directory names showed the $10\%$ higher performance for navigational queries.

Dwelling unit planning should be focused on the supplement of adequate dwelling type through the examination and analysis for two factors: the user and the physical characteristics. This study aims at searching for the socio-demographic characteristics in user groups and user needs that become differentiated into the low and the high rised apartment that may be samely treated because of same size and plan type by planner, but having different physical conditions of the low and the high rised apartment. Thus, through identifying socio-demographic characteristics and needs of user groups, we can provide planning scheme for each of the low and the high rised apartment.

A modern electronic system located at a certain distance form the discharge may respond with unexpected sensitivity ot that phenomenon, even if the phenomenon is so slight as to have been ignored in the port. It has been found that electromagnetic wave energy is emitted as a results of this electrostatic discharge between metallic objects. In order to theoretically examine the peculiar phenomenon, we propose an analytical approach to model the indirect ESD effect. A soruce model is given here using the spark resistence presented by rompe-weizel. A model experiment for indirect eSD is also conducted to express ESD detection rate by the statistical estimation. We verify that the statistical estimations agree the theoretical curve resulted from the rompe-weisel resistence.

사각형 동축선로의 Slot Coupling Characteristic을 이용한 마이크로 웨이브 대역통과 여파기

본 논문은 사각형 동축 선로의 스롯트 결합 특성을 이론적으로 해석 하였으며, 그 구조에 대한 EVEN MODE와 ODD MODE 임피던스를 COMPUTER SIMULATION 하여 구하고, 또한 실험적으로 무부하 공진 주파수(Unloaded Resonance Frequency), 부하 공진 주파수(Loaded Resonance Frequency), 3 ㏈ 대역폭, 삽입 손실(Insertion Loss)을 측정하여 EVEN MODE와 ODD MOOE 임피던스를 계산하였다. 해석적인 방법에 의해 구한 결합 특성을 이용하여 전기적인 등가회로를 구하여 대역통과 여파기를 설계하였다. 여파기의 중심 주파수는 1470(MHZ)이고 대역폭은 50(MHZ)였다.
