건축물경관심의 단계에서의 전문가별 평가항목에 대한 중요도 분석

건축물 경관심의는 주변 지역과 해당 계획과의 경관적 조화를 확인할 수 있는 심의도서로 작성하는 것이 중요하다. 그러나 심의도서 작성시 발생하는 지속적인 문제로 경관심의 운영방식과 개선방안에 관한 연구가 진행되고 있으며, 경관심의와 건축물 경관심의를 분리하여 경관심의의 역할을 정립해 가고 있다. 경관의 단계별 심의의 지속가능한 경관계획을 위해 건축물 경관계획 평가항목의 기준을 결정하는 중요한 요인에 대해 도시(설계)계획, 경관(환경)계획, 건축(설계)가들의 의견을 수렴하여 상대적 중요도에 대한 전문가별 우선순위를 도출하고 가이드라인을 제시하였다. 전문가 집단별 중요도를 비교 · 분석한 결과 대학 및 연구소, 공무원은 건축계획 부문을 엔지니어링 실무자는 외부공간계획 부문을 중요시하는 것으로 전문 직업별 특성이 나타났다. 이러한 특성을 통해 대상지 주변과의 연계성을 정확히 파악하고 외부공간을 고려하여 도시경관과의 조화를 이룰 수 있는 높이, 규모, 형태에 관한 요인들의 중요성이 검증되었다. 또한, 주변지역과의 조화를 위하여 건축물의 일조권을 고려하고 기존 보행자들과의 통행이 단절되지 않도록 체계적인 가로계획이 건축물 경관계획과 조화를 이루고 있는지 검토한다. 외부공간 계획 시 공개공지는 통합하도록 유도하며 보행자를 위한 동선(차량 · 주차 · 보행) 요인이 용도별로 적용되었는지 검토하고 주·야간에서도 주변과의 조화를 고려하여 건축물로 인한 빛공해가 발생 되지 않고 조화를 이룰 수 있는 요소들의 평가항목 우선순위를 제시하였다. 향후 구체적이고 차별화된 가이드라인 연구를 통해 단계별 경관심의의 기준이 좀 더 실현화된다면 경관심의가 실제 우리나라의 도시경관 향상에 기여할 수 있는 경관계획으로 정착될 것이다. Writing a deliberation book confirming the surrounding"s current status and the landscape"s harmony with the site plan is important for building landscape review. Since there are problems in writing a deliberation book, research is conducted on landscape review"s operational method and improvement plan. Their role is established by separating landscape and building landscape reviews. For maintainable landscape planning, this study collects opinions from urban and landscape planners and architectural designers on crucial factors determining the criteria to assess experts" priorities and to present a guideline. As a result, each professional"s characteristics were distinguishable: universities, research institutes, and civil servants valued architectural planning, whereas engineering practitioners valued external space planning. These characteristics verified the importance of factors related to the height, size, and form that connect with the surroundings and consider the external space . Additionally, it is advised to consider structure"s right to sunlight and assess if systematic street planning is in concordance, preventing current pedestrian passage"s disengagement. While planning exterior space, it is necessary to encourage the integration of public notices, evaluate whether factors of passages for pedestrians were purposefully applied, and pursue a plan to attain coordination without building"s light pollution. If these criteria are realistically used through detailed guideline research in the future, the landscape deliberation process can improve Korea"s urban landscape.
