Education of Student with Mental Retardation in Korea : Current Status and Future Efforts

The field of education of students with mental reardation in Korea has grown steadily sine the 1890s, which marks the beginning of era of special education in Korea. This report aims to present the current status of the education of students with mental retardation in Korea and future efforts considered necessary for providing more appropriate educational services to the students. The present report consists of three sections: (a) school education of students with mental retardation, (b) academic organizations related to mental retardation, and (c) other organizations related to mental retardatio. In the following, the three sections will be presented in terms of current status and furure efforts, respectively.
Curriculum Management Strategies for Quality Education of Mentally Retarded Children

The purpose of this study is to investigate curriculum management strategies for quality education of mentally retarded children. For identifying this problem, a view of curriculum for quality education of curriculum development and strategies for quality management of the mental retardation were studied. Quality management strategy for mental retardation curriculum was investigated into the three different sides, which were the organization and system of school, curriculum individualizing strategy, and the implementation strategy based on that strategy and the result, the following conclusions were arrived.
The Current State and Prospects for Fully Inclusive Education

Recent fully inclusive education accepts the criticism and pursues a fully inclusive education environment where students with disabilities and non-disabled students learn and set together in their community. In genral, what should be of fully inclusive education in discussed in the following aspects: Frist, ti fits the assurance of fundamental human rights and social justice pursued bu most countries. Second, education is natural in terms of a constitution that is based on equity and the integration of curriculum for school education is naturally pursued for social intergration and proper education. Third, it complements a society is given on the integration of the isolated. Fourth. it is natural as a historically changing process.
An Analysis of Characteristics of Korean Hearing-Impaired Students' Reading Sub-Sklls

This study was conducted to analyze and evaluate characteristics of hearing-impaired students' reading sub-skills. The purpose of this study were to : (a) compare rhe reading achievement of hearing-impaired students with that of normal students in reading sub-skills, and to (b) investigate improvement hearing-impaired students make in reading sub-skils as they progress from fifth to ningh and to twelfth grade, and to (c) compate the reading, performance of hearing- impaired students of normal parents in reading sub-skills. For this study, five reading sub-skils were selected from models of reading and several previous studies. These skils included : decoding skil, vocabulary knowledge, syntactic knowledge, prior knowledge, and inferencing skill.
Early Intervention: Role of Families and Community

There is a growing realisation about childhood disabilities and its impact on family, community and the government. Therefore, the need for prevention of disabilities and early intervention, services is as pressing as it has ever been But in India not much is being done about providing these services. The majority of population living in areas of poverty are still not very conscious of the problem and continue to remain under the influence of traditional beliefs and practices. The lack of services within accessible distance coupled with the lack of awareness and sensitivity to the problems faced by persons with disabilities, their families and the community further aggravate the situation. Therefore, there is a need for expansion of outreach services through early intervention by involving the families and the community. This paper describes the work of a non-governmental organisation in India. SAMADHAN, which caters to families living in areas of low income with infants and children who are mentally handicapped or at risk of becoming developmentally delayed if early intervention services are not easily available. The paper also describes the early intervention model of service delivery through community based rehabilitation approach with the active and positive involvement of families and community.
Diagnostic Perspective of Fetal Alcohol and Tobacco Syndromes

Maldevelopment of the brain in offspring whose methers drank and/or smoked during pregnancy was evaluated using Japanese data. The diagnostic criteria for feral alcohol syndrome or fetal alcohol effects revealed that FAS infants exhibited a severer degree of CNS involvement than FAE infants. Learning difficulties and mental retardation could be key indicators of alcohol exposure in utero, In addition to the criteria for fetal tobacco syndrome, we proposed the term " fetal tobacco effects" for when the gestational age is less than 37 weeks. Maldevelopment of the brain was not severer in FTS than FTE, to which factors other than smoking causing a reduction in the gestational period, and ones dudring pregnancy and delivery may contribute. The effects on the CNS of alcohol were more frequent and severer than those of tobacco. CNS involvement was shown to increase with increasing consumption of alcohol or tobacco. In conclusion, the causal relationship between prenatal alcohol and/or tobacco consumption and maldevelpment of the brain of offspring has to be investigated together with factors modifying these effects.
Integration of Adults with Mental Handicaps into the Community of Hong Kong

The exten and factors of the integration of adults with mental handicaps into the community of Hong Kong is an uncharted area for rigorous investigation. To conduct the investigation, this study surveyed a representative sample of 692 adults, aged 15 or above, from the end of 1998 through early 1999. The survey sapmle sufficient numbers of adults of the three levels of handicaps, mild(n=234), moderate(n=337), and severe grades(n=121). To measure community intergration, the study employed a comprehensive set of scales, which demonstrated satisfactory reliability. With data weighted to best represent the population adults with mental handicaps in Hong Kong, the study found that being accepred was the highest.

The purpose of this study was to investigate the definitional structure of self-determination abilities and to standardize the Self-determination Scale for developmental disability adolescent. Using the responses of 710 adolescents, reliability, validity, and other related statistical analyses were done. The findings from the study were as follows; 1. The Self-Determination ablilties is an ability to find the meaning of life and control self spontaneously; is an ability of raise the attitude, personality, and ability to control life, to interact with environment appropriately, and to get free and Self-reliant funtion: and is an ability to recognize the value of self and to select and determine something with subjectivity. Self-determination behaviors consist of four elements: autonomous behavior based on self-protection and self-direction; self-regulated behavior to spontaneously determine how to behavior and to evaluate achievements and outcomes; psychological empowerment including efficacy. control attribution.

The aims of this study are to find out the current status of management and improving directions in the post-highschool class. As to the problems and improving directions, the issue about the post-highschool class are the un-relatedness with job training and only one line of selection in job training. The issue that the transitional education program have are the shortage in social skills, job-based training and performance.
