      • 영국 지방 도시계획에서의 건강영향평가 통합과 시사점

        - 도시계획은 건강결정요인을 다루는 여러 정책을 포괄한다는 점에서 건강영향평가를 통해 도시건강을 개선할 수 있는 중요한 부문이다. - 영국 잉글랜드는 도시계획과 보건 분야의 법제도를 통해 지역의 도시계획에 건강영향평가를 통합하고, 잉글랜드 보건부는 공간계획에 대한 건강영향평가에 대한 실무적인 지침을 제공한다. - 도시계획에 건강영향평가를 통합하기 위해서는 도시계획과 보건 분야의 법제도 개선이 모두 필요하다. The purpose of this study was to review the health impact assessment system in local planning in England and to make recommendations for the integration of health impact assessment in Korea. Health impact assessment is a combination of procedures, methods, and tools to identify the potential health impacts of a policy, plan, program, or project and the distribution of these impacts across different sub-populations. Local planning covers various health determinants of health and therefore, can be a useful vehicle to incorporate health in local planning. In England, the National Planning Policy Framework and Health and Social Care Act set the stage for health impact assessment at the national level in the planning and the public health, respectively. According to these national legal frameworks, both planning and public health sectors provide guidance for health impact assessment for local practitioners. The discussion section provides specific recommendations for each of planning and public health sectors in order to integrate health impact assessment into local planning.

      • 도시건강 연구에서 도시건강학회의 역할

        Urban is an important determinant of health and health is analyzed and problems are solved through lens of urban in urban health. Since various stakeholders from multi-levels and multi-sectors are involved, urban health is intrinsically complex. In order to deal with the complexity of urban health, systems approach is needed. Urban health emerged with the efforts of improving the miserable situation of the urban poor in the late 19th century, which, however, was suppressed by biomedical model of health. As urbanization began in mid 20th century, various international agencies, philanthropic institutes, and academic societies came into play in urban health. Climate change and COVID-19 pandemic have greatly impacted urban health. Although the importance of urban health is well-noticed, urban health research has not gained much political supports and we discussed six reasons why. Finally, we suggested the role of Academy of Urban Health in urban health research in 3 ways. First, the Academy should be a venue of intellectual collaboration among scholars of different expertise and backgrounds. Second, priority research agenda in urban health need to be addressed. Third, urban health education needs to be developed.

      • 도시계획학 연구에서 도시건강학회의 역할

        Urban planning and public health have a common goal of improving the health of citizens. Although these two disciplines have not made special efforts to find a contact over the past few decades, it is time for interdisciplinary approach efforts in both fields to achieve the common goal. This study proposes the following discussions on the urban health to be addressed in urban planning perspective: 1) active living research and environmental design, 2) healthy cities in response to aging, and 3) sustainable and healthy cities in response to environmental threats such as climate change and pandemic. Meanwhile, this study provides three roles of academy of urban health: 1) an outpost of cooperaton with various academic fields such as urban planning, environmental studies, economics, and public health, 2) a think-tank for multidisciplinary research topics, and 3) to grow into an international academy that links urban planning and public health. We can expect that the Academy of Urban Health will become a sustainable academic association where interdisciplinary research activities can be promoted.

      • 건강도시 진주시 사례보고

        Although Healthy City Jinju has relatively long history among Korean Healthy Cities academic case reporting has not been done yet. Using the SPIRIT checklist of Alliance for Healthy Cities, evaluation was conducted with practitioners of Jinju. The SPIRIT checklist is formal evaluation tool of Alliance for Healthy Cities for Healthy Cities since its foundation. Healthy City Jinju has three stages of development. Some elements of the SPIRIT checklist showed very good performance but according to the leadership change of the city and the lead agency, the framework of Healthy Cities programmes were substantially changed. According to the amendment of Korean Health Promotion Act in 2021, a full-fledged Healthy Cities approach based on international standards is required.

      • 낮엔 경로당, 저녁엔 아이들 사랑방 ‘꿈미소’: 서울특별시 강동구 사례연구

        - 강동구의 꿈미소는 타 지자체에서는 찾아보기 힘든 독자적 모델로써 관내 구립 경로당을 활용, 어르신 세대와 아동·청소년 세대가 효율적으로 공간을 공유하고 그 속에서 소통하여 세대 공감을 추진하고 있다. - ‘강동구 꿈미소’ 사업은 모든 정책에서의 건강을(Health in All Policies, HiAP) 실현하기 위한건강도시 강동 중점추진 64개 사업 중 하나인 경로당 공유사업이다. 아동‧청소년의 건강한 성장과 강동구 주민 모두가 건강한 삶을 살 수 있도록 사업 추진 부서에 대해 건강도시 관련 컨설팅을시행하고, 추진과정을 모니터링하여 관리하고 있다. - 꿈미소는 월 1회 ‘꿈꾸다’란 자치회의를 통해 희망하는 문화, 체육 등 프로그램에 대한 안건을 제시하며, ‘꿈쟁이’란 자치위원회를 통해 제시한 안건이 진행될 수 있게 프로그램을 기획한다는 특징을가져 다른 아동‧청소년 시설과 달리 이용자 주도형 공간을 확립하였다. The Gangdong-gu Dream Smile project is an innovative initiative that was developed based on the input of residents in the community. The goal of the project is to support the healthy growth of children and address any gaps in care by providing a dedicated space for children and youth activities at senior centres after hours. This project is an excellent example of how private resources can be leveraged to create a child-friendly and healthy city. The project was developed with the active participation of local residents and the community. However, there were some challenges in securing facilities due to objections from the senior centres. Nevertheless, through extensive engagement and consultation, such as providing briefings to residents, improving the internal environment, and collecting feedback, the project was able to garner support from seniors, children’s Guild Movement Group, local child welfare experts and activists, and local residents. Additionally, the project established a user-led space for children and youth, which sets it apart from other facilities. Overall, the Gangdong-gu Dream Smile project is an excellent example of community-driven innovation that promotes healthy growth and wellbeing of children. The project’s success was made possible through collaboration and engagement with the local community, and it serves as a model for other communities looking to create child-friendly and healthy spaces.

      • 스마트 건강도시 개념 구성을 위한 개념도 그리기: 사전 연구

        Purpose: This research aims to creating a concept map to construct the concept of smart healthy city in a scholarly and precise manner. Methods: Concept mapping methodology was employed to construct the concept of a Smart Healthy City, involving stages such as concept map preparation, generation of final statement statements, statement structuring, concept map analysis, and concept map organization and interpretation. Multidimensional scaling and hierarchical cluster analysis were performed during concept map analysis. Results: Eight experts participated in this study, contributing to the development of the concept map. The constructed concept map demonstrated a good model fit based on stress values and was organized into a two-dimensional structure. Based on the results of hierarchical cluster analysis, a total of eight hierarchical clusters were identified, with the number of clusters within each hierarchy ranging from two to a maximum of twelve. Conclusion: This study contributes to establishing the concept of a smart health city and presenting a comprehensive conceptual structure considering various perspectives. In future research, there is a need to classify concepts based on similarities and elaborate on their names for further development.

      • 세계보건기구 서태평양지역 건강도시 지침의 비교와 의의

        Although Korean Healthy Cities have shown rapid growth in number, there is still no official Healthy Cities guideline developed in Korea. Before the Healthy Cites article of Korean Health Promotion Act comes into effect in 2023 December, it is important to review the two official Healthy Cities guidelines published by World Health Organization Western Pacific Regional Office(WPRO). The first official guideline which reflects actions during the early pilot Healthy Cities projects is written by pioneers from academia and by staff at the WHO. The guideline still has implications today regarding the common steps according to the three phases of developing a healthy city. The second official guideline added many useful tools for partner mobilization and situation analysis in addition to strategic objectives and other resources. By reviewing these official Healthy Cities guidelines, the Korean Healthy Cities Partnership and the Academy of Urban Health would be able to add value to the development of Korean Healthy Cities.

      • 보건복지분야 도시건강 관련 연구의 동향

        This paper discusses the trend of research on urban health in the disciplines of health and welfare by reviewing publications on urban health. Publications were searched using city and health related keywords in Korean Health and Welfare Institute’s open access repository. Research on urban health mainly discussed social issues, including family, housing, homelessness, socio-economic and physical environments in urban and rural areas. Local governments’ health and welfare policy budgets were also commonly addressed in studying the wellbeing of the residents in disadvantaged urban areas. Research on health impact assessments were found to address the broader social and environmental determinants of health in cities. As the findings illustrate, urban health research needs to continuously address those environmental and social determinants of urban health with a focus on transforming policy and governance through community empowerment.
