      • Modern Information Technologies in the Organization of Educational Work in Secondary Institutions of Great Britain

        The article considers current information technologies in the organization of educational work in secondary schools in Great Britain. The forms and types of organization of educational work in secondary schools of Great Britain with the help of modern information technologies are covered. The purposes of education with the help of modern information technologies are singled out. Mental, physical, labor, moral, aesthetic and other types of education, merged in a holistic educational process, provide an opportunity to achieve the main goal - the formation of a comprehensive and harmoniously developed personality. All forms of educational work have their pedagogical significance, and each of them is valuable in the process of education. Democratization and partnership development are the leading principles of education in British schools at the present stage; multiculturalism and student independence. This is the ability to promote the role of different types of education, such as: labor, moral, legal, religious, family, environmental, aesthetic, civic, physical, mental education, which is now possible with the help of current information technology. The article considers current information technologies in the organization of educational work in secondary schools in Great Britain.         Economic transformations have led to an increase in the role of creative assets and their central role in public life. Changes in creative activity have led to a change in the organization of the work of institutes engaged in the training of specialists, in particular teachers of labor education. Methods and approaches to training determine the development of creative industries, being the basis for models of professional training of future teachers of labor training. The purpose of an article was to develop a modern model of professional training of future teachers of labor training based on the concept of creative economy. The methodology is based on the concepts of holistic craft and creative economy. Based on the integration of pedagogical learning models "Craft as design and problem-solving", "Craft as skill and knowledge building", "Craft as product-making" and "Craft as self-expression" developed and experimentally confirmed the conceptual model of professional training of future teachers of labor training. The proposed model forms a practitioner with professional, technical, digital and creative skills who is able to transfer the experience to students. The training course "Creativity and creative thinking" has been developed. The model provided for the development of a course based on the strategy of developing professional creativity, flexibility, improvisation, openness, student activity, joint practice, student-oriented approach. The practical value implies the adaptation of the developed model of professional training of future teachers of labor education during the training of teachers in higher education, which is confirmed in the experiment.

      • Fiscal Policy Effectiveness Assessment Based on Cluster Analysis of Regions

        The efficiency of the regional fiscal policy implementation is based on the achievement of target criteria in the formation and distribution of own financial resources of local budgets, reducing their deficit and reducing dependence on transfers. It is also relevant to compare the development of financial autonomy of regions in the course of decentralisation of fiscal relations. The study consists in the cluster analysis of the effectiveness of fiscal policy implementation in the context of 24 regions and the capital city of Kyiv (except for temporarily occupied territories) under conditions of fiscal decentralisation. Clustering of the regions of Ukraine by 18 indicators of fiscal policy implementation efficiency was carried out using Ward's minimum variance method and k-means clustering algorithm. As a result, the regions of Ukraine are grouped into 5 homogeneous clusters. For each cluster measures were developed to increase own revenues and minimize dependence on official transfers to increase the level of financial autonomy of the regions. It has been proved that clustering algorithms are an effective tool in assessing the effectiveness of fiscal policy implementation at the regional level and stimulating further expansion of financial decentralisation of regions.

      • Problems of Applying Information Technologies in Public Governance

        The relevance of research provides the necessity to identify the basic problems in the public governance sphere and information technology relations, forasmuch as understanding such interconnections can indicate the consequences of the development and spreading information technologies. The purpose of the research is to outline the issues of applying information technologies in public governance sphere. 500 civil servants took part in the survey (Ukraine). A two-stage study was conducted in order to obtain practical results of the research. The first stage involved collecting and analyzing the responses of civil servants on the Mentimeter online platform. In the second stage, the administrator used the SWOT-analysis system. The tendencies in using information technologies have been determined as follows: the institutional support development; creation of analytical portals for ensuring public control; level of accountability, transparency, activity of civil servants; implementation of e-government projects; changing the philosophy of electronic services development. Considering the threats and risks to the public governance system in the context of applying information technologies, the following aspects generated by societal requirements have been identified, namely: creation of the digital bureaucracy system; preservation of information and digital inequality; insufficient level of knowledge and skills in the field of digital technologies, reducing the publicity of the state and municipal governance system. Weaknesses of modern public governance in the context of IT implementation have been highlighted, namely: "digitization for digitalization"; lack of necessary legal regulation; inefficiency of electronic document management (issues caused by the imperfection of the interface of reporting interactive forms, frequent changes in the composition of indicators in reporting forms, the desire of higher authorities to solve the problem of their introduction); lack of data analysis infrastructure (due to imperfections in the organization of interaction between departments and poor capacity of information resources; lack of analytical databases), lack of necessary digital competencies for civil servants. Based on the results of SWOT-analysis, the strengths have been identified as follows: (possibility of continuous communication; constant self-learning); weaknesses (age restrictions for civil servants; insufficient acquisition of knowledge); threats (system errors in the provision of services through automation); opportunities for the introduction of IT in the public governance system (broad global trends; facilitation of the document management system). The practical significance of the research lies in providing recommendations for eliminating the problems of IT implementation in the public governance sphere outlined by civil servants..

      • Normative-Legal and Information Security of Socio-Political Processes in Ukraine: a Comparative Aspect

        The aim of the article is to investigate socio-political processes in Ukraine on the basis of institutional and behavioral approaches, in particular their regulatory and informational support. Methodology. To determine the nature and content of sociopolitical processes, the following approaches have been used: 1. Institutional approach in order to analyze the development of Ukraine's political institutions. 2. The behavioral approach has been used for the analysis of socio-political processes in Ukraine in the context of political behavior of citizens, their political activity which forms the political culture of the country. Results. The general features of the socio-political situation in Ukraine are as follows: the formed model of government, which can be conditionally described as "presidential"; public demand for new leaders remains at a high level; the society has no common vision of further development; significant tendency of reduction of real incomes of a significant part of the society and strengthening of fiscal pressure on businessmen will get a public response after some time. Increasing levels of voice, accountability, efficiency of governance and the quality of the regulatory environment indicate a slow change in the political system, which will have a positive impact on public sentiment in the future. At the same time, there has been little change in the quality of Ukraine's institutions to ensure political stability, the rule of law and control of corruption. There are no cardinal changes in the development of the institution of property rights, protection of intellectual rights, changes in the sphere of ethics and control of corruption. Thus, Ukraine's political institutions have not been able to bring about any change in the social-political processes. Accordingly, an average level of trust and confidence of citizens in political institutions and negative public sentiment regarding their perception and future change can be traced in Ukraine.

        The study identifies the importance of informational and legislative support in ensuring gender equality. It determines the relevance of gender inequality, the main problem, which is confirmed by research and statistical information. The study aims to determine the methods of collecting information and legal regulation of gender issues and the possibility of solving them by public authorities. The main methods of gathering information are census surveys, questionnaires, surveys on public service websites, work with local communities, surveys in nursing homes and orphanages, special survey programs, and election polls. The paper considers the legal regulation of gender inequalities at the international, state, local and organizational levels. According to the analysis of the problem of gender inequality, it is established that the problem is practically eliminated in many developed countries, while countries with low incomes face gender inequality constantly.

      • Features of Work in the Senior Classes of the Lyceum on the Basis of an Activity Approach to the Study of the Ukrainian Language

        The main purpose of the article is to study the peculiarities of the work of the Ukrainian language in the upper grades of the lyceum based on the activity approach. Despite the fact that a number of scientific studies and applied developments on teaching Ukrainian as a foreign language have recently appeared in Ukrainian linguistics, significant problems in this area should be recognized (organization of the educational process when learning a language as a foreign language, general methodological principles, psycho- and sociolinguistic foundations, communicative approaches), the non-resolution of which leads to methodologically unreasonable teaching of the Ukrainian language as a foreign language, the use of methods of teaching the language as a native language or the study of the language as a subject (linguistic aspect). In addition, due attention is not paid to the development of communication skills, which, firstly, worsens the quality of teaching and learning. Based on the results of the analysis, the key aspects of the work on the Ukrainian language in the senior classes of the lyceum were analyzed on the basis of an activity approach.
