Sustainable Energy Cooperation between CLMV Countries and Korea

While Korea’s commitment for ODA in CLMV countries (Cambodia, Laos, Myanmar, and Vietnam) has mainly focused on economic infrastructure and services, its aids in the energy sector have been low with only 3.2%. To maximize Korea’s ODA for CLMV countries, this study aims to build a concrete cooperation programs in energy sector for each of these countries. After analyzing energy conditions in four countries, the study suggests that (1) constant communication between partner countries, (2) consideration of energy’s synergistic effect with other sectors, (3) community involvement, and (4) institutional strengthening and capacity building are essential for successful cooperative programs.

Planet ODA Strategy and Action Plans

Global environmental problems are diversifying and complicating. Various detailed issues related to the environment and climate change require global solutions. The environmental issues that had been relatively minor compared to their importance were expanded as they were recognized as key areas with the establishment of the Sustainable Development Goals (SDGs). Planet is a global environment that can be discussed as a physical and biological public goods at a wider global level than the ’environment’ that was used or mined in the course of economic activity or that was perceived to be protected or preserved by preventing misuse. We need to understand the development paradigm shift from competitive and governance-oriented resource-consuming development to resource-circulating one and the phenomenon of the virus transfer and the spread of infectious diseases due to the collapse of the temporal and spatial boundary in Planet. This study suggests the KOICA’s strategy of implementing Planet ODA in three strategic directions based on the principles of sustainability and inclusiveness for the sustainable peace and prosperity of the earth and humanity. First, it is necessary to promote Planet ODA to respond to structural transitions of the society in line with the New Normal era issue. Second, it is necessary to explore representative environmental-related topics or programs suitable for Korean specific situations and national agenda. Finally, integrated approaches and mainstreaming of Planet in the management and actions of KOICA are required.

<P><B>Abstract</B></P> <P>This paper proposes a systematic procedure for the quantitative analysis of the surface changes caused by ablation of carbon-based ablators using a high-resolution non-contact profilometer. The ablation tests were performed under high enthalpy flow conditions using a 0.4MW arc-heated wind tunnel. The high-resolution profilometer was used to measure the surface data of carbon-based ablators. The key parameters for the analysis of the surface changes, such as surface recession and roughness, were calculated by the proposed procedure. In addition, a finite element model of the sample after the ablation test was constructed from the measured surface data. The proposed procedure can be effectively used to perform various analyses of the ablated surface using the measured data and numerical analysis method.</P> <P><B>Highlights</B></P> <P> <UL> <LI> Carbon-based ablators were tested in an arc-heated wind tunnel at a maximum heat flux level of 9.6MW/m<SUP>2</SUP>. </LI> <LI> A surface data of carbon-based ablators were measured by a high-resolution profilometer. </LI> <LI> A systematic procedure using the measured surface data was proposed. </LI> <LI> The key parameters of the surface changes were calculated by the proposed procedure. </LI> <LI> A finite element model was developed from the measured surface data using proposed procedure. </LI> </UL> </P> <P><B>Graphical abstract</B></P> <P>[DISPLAY OMISSION]</P>
