        User-oriented service and policy innovation in shared research equipment infrastructure: an application of the QFD and Kano's model to the Gyeonggi Bio-Center

        The asymmetry of knowledge with regard to user requirements for a shared research equipmentservice makes it difficult to develop user-oriented strategies and policies. To resolve this issue,we developed a framework using the Quality Function Deployment (QFD) process and Kano’smodel for application to a case study on innovation in the shared research equipment service atthe Gyeonggi Bio-Center. Kano’s model allows us to define which service quality requirementsare attractive, one-dimensional or must-be qualities in the shared research equipment service. The QFD process has rarely been applied to the shared research equipment service (which isclosely related with technology infrastructure policy). The newly developed frameworkconsists of three actors: ‘user’, ‘service institution’ and ‘provincial government’. The QFDprocess in the framework is performed by a two-step deployment of service deployment andpolicy deployment that bridges the knowledge gap among the three actors in the regionalinnovation system. Alternatives and implications for shared research equipment service witha focus on user-friendliness have been systematically produced through application of thesuggested framework.

        지역 연구 공용장비 운영체계 개선을 위한 특성 분류 연구

        본 연구는 지역 소재 과학기술 연구 공용장비에 대한 중복투자 방지와 산학연 협력 활성화를 통한 지역내 R&D 효율성을 증진을 위해서 지역 연구 공용장비 운영체계의 특성 도출을 목적으로 하였다. 이를 위해 기술하부구조정책 및 지역혁신체제의 관점에서 R&D투자와 R&D활동이 상대적으로 활발한 경기도 지역의 사례를 분석하였다. 본 연구는 개별사례분석과 교차사례분석의 2단계 프로세스로 수행된다. 우선, 경기도 소재 주요 R&D 기관별 공용장비의 구축?활용 사례 조사와 운영 관련자 인터뷰를 통해 공용장비 운영 특성을 조사하였다. 다음 단계에서는 전(前) 단계에서 조사된 특성들을 공용장비의 운영주체의 조직거버넌스 특성에 따른 3가지 분류와 4가지 이슈를 매트릭스 방식으로 범주화하여 지자체 차원의 정책적 접근이 가능하도록 이슈를 정리하였다. 교차사례분석에 따라 각 운영체계별로 도출된 주요 이슈는 ① 지자체 주도 운영체계의 경우 ‘공용장비 사용 수수료 체계’ 및 ‘공용장비 운용의성과 지표 정립 및 성과 측정 방법’, ② 국가/지자체/공공연구기관 등 공동 운영체계의 경우 ‘공용장비 운용 성과’ 및 ‘사업부별 공용장비 회계시스템 구축’, ‘예산 지원방식 변경’, ③ 대학 운영체계의 경우 ‘사업종료 후 지속적 공동활용 촉진 방안’ 등으로 나타났다. This study aims to draw the characteristics of the regional operation system of the shared research instrument service, which contributes to the R&D investment efficiency by the avoidance of duplicated research instrument investment and the enhancement of the network collaboration. So from the perspective of technology infrastructure policy and regional innovation system, Gyeonggi region of Korean metropolitan area has been analyzed for the case study. The case study has been conducted by 2 step process of within-case analysis and cross-case analysis. Firstly, the characteristics of operation system of the shared research instrument have been examined through various research methods. Secondly, in the cross-case analysis, the examined issues and problems have been organized by the matrix of 3 organizational governance characteristics and 4 issues to facilitate the regional policy approach. The issues deducted by the cross-case analysis have been deducted as ① ‘usage fee charge system’, ‘relevant method for the performance index and measurement of the instrument service management’ for the regional policy led case, ② ‘performance management issue’, ‘financial and managerial accounting system for the instrument operating division’, and ‘change of budget support scheme’ for the joint operation case and lastly ③ ‘usage facilitation after the expiration of research lab support project’ for the university led case.

      • IoT-Based Smart Garbage System for Efficient Food Waste Management

        <P>Owing to a paradigm shift toward Internet of Things (IoT), researches into IoT services have been conducted in a wide range of fields. As a major application field of IoT, waste management has become one such issue. The absence of efficient waste management has caused serious environmental problems and cost issues. Therefore, in this paper, an IoT-based smart garbage system (SGS) is proposed to reduce the amount of food waste. In an SGS, battery-based smart garbage bins (SGBs) exchange information with each other using wireless mesh networks, and a router and server collect and analyze the information for service provisioning. Furthermore, the SGS includes various IoT techniques considering user convenience and increases the battery lifetime through two types of energy-efficient operations of the SGBs: stand-alone operation and cooperation-based operation. The proposed SGS had been operated as a pilot project in Gangnam district, Seoul, Republic of Korea, for a one-year period. The experiment showed that the average amount of food waste could be reduced by 33%.</P>

      • Variable Window Function Based on Frame Energy and Periodicity for Robust Speech Recognition

        This paper presents a new feature extraction method for speech recognition that is robust to additive background noise. The proposed method is based on the autocorrelation mel frequency cepstral coefficients (AMFCCs) and a variable window. The proposed method applies a variable window to higher-lag autocorrelation coefficients, depending on the frame energy and periodicity. The performance of the proposed method is verified using an Aurora-2 task, and the results confirm a significantly improved performance under noisy conditions.

      • 용접열영향부 충격시험편 노치 위치에 따른 파괴거동

        Numerical studies were performed to examine the effects of notch location of impact specimens on the failure behavior of HAZ (heat affected zone) when Charpy V-notch impact test were made at a low temperature (1℃). Carbon steel plate (SA-516 Gr. 70) with thickness of 25㎜ for pressure vessel was welded by SMAW (shielded metal-arc welding) and specimens were fabricated from the welded plate. Charpy tests were then performed with specimens having different notch positions of specimens varying from the fusion line through HAZ to base metal. A series of finite element analysis which simulates the Charpy test and crack propagation initiating at the tip of V-notch was carried out as well. The finite element analysis takes into account the irregular fusion line and non-homogenous material properties due to the notch location of the specimen in HAZ. Results reveals that the energies absorbed during impact test depend significantly on the notch location and direction of specimen. Finite element analysis also demonstrates that the notch location of specimens, to a great extent, influences the reliability and consistency of the test.

        Experimental and numerical studies were performed to examine the effects of notch position on the failure behavior and energy absorption when the Charpy V-notch impact test is made at 1℃. For this purpose, carbon steel plate (SA-516 Gr. 70) with thickness of 25mm usually used for pressure vessel was welded by SMAW (Shielded Metal-Arc Welding) method and specimens were fabricated from the welded plate. The Charpy impact tests were then performed with specimens having different notch positions varying within HAZ. A series of three-dimensional FE analysis which simulates the Charpy test and crack propagation are carried out as well to examine the reproducibility of test results. The FE analysis takes into account the heterogeneous mechanical properties with complex microstructures in HAZ. Results reveal that the absorbed energies during impact test depend significantly on the notch position.

      • The Economic Effectiveness of Public R&D Investment in Environmental Technologies: The Case of Korea

        public environmental R&D investment; total factor productivity (TFP); economies of scale; factor substitutability Korean government has invested huge amounts of public money (approximately 871 billion wons from 2001 to 2010) in environment R&D projects. However, research has not been systematically conducted to evaluate the effectiveness of public environmental R&D investment. Thus this paper tries to evaluate the effectiveness and productivity of public environmental R&D investment, using a hybrid translog cost function approach. In doing that, it employs total factor productivity (TFP), supply elasticity of cost and economies of scale, price elasticity of input demand, and Morishima elasticity of substitution. It also analyzes differences in TFP, economies of scale, and factor substitutability across environmental project research areas and across R&D research launching agents. Empirical findings indicate that (1) environmental projects failed to achieve efficiency and productivity gains, and (2) when accounting for both measures of outputs (i.e., number of peer-reviewed articles, and number of patents obtained), the size and magnitude of an environmental project need to be expanded to save average costs and improve efficiency. In addition, this paper found large variations in productivity gains, supply elasticity of cost and economies of scale, own- or cross-price elasticity of input demand, and Morishima elasticity of substitution across environmental project research areas and across R&D research launching agents.

        가스텅스텐 아크용접용 타이타늄합금 플럭스-메탈 코어드 와이어 제조기술

        At present, flux or metal cored wires are widely used in iron-based materials for flux cored arc welding in order to reduce the cost of welding production. However, the development of flux or metal cored wire for titanium materials, which are widely used in the petrochemical, power plant and marine vessel fields, has not been done yet, and development is required. In this study, manufacturing process of titanium alloys flux-metal cored wire for gas tungsten arc welding was investigated by FEM simulation and experimental analysis. FEM simulation of tube welding process was carried out with initial three preform-types (butt tube, overlap tube and welded tube). In the FEM simulation results, tube welding process using initial welded tube was evaluated to cause cracking of the specimen during the process. In actual making process of titanium alloys flux-metal cored wire for gas tungsten arc welding, overlap-type tube was evaluated to be the most suitable initial preform shape. In addition, it was confirmed that the filling ratio of the flux-metal was maintained uniformly at over 70%.
