The Soviet Union and the Asia-Pacific Region in the 1990s

The dramatic transformation of the Soviet Union into a new pluralistic society based upon universal human values, democratic political institutions and a decentralized economic system will undoubt- edly influence the international political environment including the Asia-Pacific sector of world politics. Already some fundamental world developments have been trig- gered by the new political philosophy of M. Gorbachev and his administration. The existing structure of international order depen- dent on nuclear and ideological confrontation between the USSR and USA, East and West, is dissolving gradually in new ideas and predictions about the future of international relations. Rapidly- accumulated political confidence is emerging as a factor equally important to the years-long process of negotiations. Both image and content of the USSR-USA dialogue are in the process of change. In the new emerging era of non-confrontational approaches and policies, one of the so-called superpowers is demonstrating an increasing intention to abandon this status associated with such heavy burden. The other one also recognizes more clearly than ever before its own vulnerability and economic and financial weaknesses. In terms of Soviet security interests, current as well as long term, the existing situation is unique. The real or perceived level of external threat is lower than at any given moment in Soviet and Russian history, and gives an opportunity to redirect the potential and energy of socialist society towards its own development and integration into the global community. A political dialogue initiated in 1985 has finally provided answers to some fundamental quests. Between them is the notion that the physical security of the country from any source of external threat is well guarded; this can be considered as a most striking outcome of more than 70 years of history. The understanding that the Soviet Union can play a reliable and constructive partnership role in international affairs is a product of Gorbachev`s five years of leadership. Political recognition of this fact can open up a new era not only for the Soviet Union, but also for the United States; the formula for long-term perspectives of the Soviet-American relations may be found in a short and rather simple word "partnership." This new partnership, if it is to emerge, should not be designed to rule the world, but to serve legitimate national interests and help the democratization of international order, its stability and de- ideologization. An open partnership between the Soviet Union and the USA may become an important element in a wider structure of international order, based upon cooperation between Europe, India, China, Japan, other states and subregional groups of states.

Northeast Asia's heavy dependence upon net energy imports has caused several economic and environmental complications for the countries of the region. In an attempt to counter these problems and overcome the vulnerability of the energy supply and demand, countries such as China, Japan, and the Republic of Korea have been directing their attention to the energy resources of eastern Russia. However, prior to any formal implementation of Russian energy resource utilization, these countries must consider the issue in a joint, multilateral manner, ensure energy security in the region, protect the environment, and, lastly, establish viable and sincere political relations with the United States.

<P>Polyacrylamide gels and cryogels were prepared by the crosslinking reaction of polyacrylamide (a polymeric precursor) with glutaric aldehyde (a crosslinking agent) in liquid and moderately frozen aqueous media, respectively. Polymeric precursors of different viscosity- averagemolecular weights (0.3, 1, 3, and 9 MDa) were used. The molecular weight of the precursors, as well as the reaction temperature and concentration of the crosslinking agent, exerted a pronounced influence on the efficiency of gelation (gel fraction yield) and on the properties (swelling capability) and structural peculiarities of the resulting gels (reference samples) and cryogels. The highest efficacy was inherent in the cryotropic gelation process when the polymeric precursor had a molecular weight of about 3 MDa, whereas the implementation of polyacrylamides of lower (0.3 or 1 MDa) or higher (9 MDa) molecular weights diminished the gel formation efficiency. © 2007 Wiley Periodicals, Inc. <P>This article introduces a novel flexible mobile device reconfiguration classes (MDRCs) framework which is expected to be applicable to future generation mass market radio devices. This framework sets the scene for a vision of a smooth evolution of reconfigurability features in mobile devices, paving the way from current, mainly static implementation choices toward a fully flexible device platform environment. For this flexible mobile device framework, baseband interfaces are introduced as they are currently discussed in ETSI reconfigurable radio systems standardization. Furthermore, this technical solution is positioned with respect to security requirements and the basic regulatory framework which is currently under revision in Europe. Indeed, the future revised Radio Equipment and Telecommunications Terminal Equipment Directive is expected to allow for such advanced reconfiguration, enabling users to acquire and install so-called RadioApps software components which may affect the compliance of a mobile device to the essential requirements of the Directive.</P>

Purpose: This report presents the first known use of a rigid endoscope with augmented reality technology for the removal of an odontogenic cyst that penetrated the maxillary sinus and illustrates its practical use in a patient. Materials and Methods: In the preoperative period, cone-beam computed tomography was performed in a specially designed marker holder frame, and the contours of the cyst and the nearest anatomical formations were segmented in the 3D Slicer program. During the operation, a marker was installed on the patient’s head, as well as on the tip of the endoscope, which made it possible to visualize the mass and the movement of the endoscope. The surgical intervention was performed with the support of augmented reality in HoloLens glasses (Microsoft Corporation, Redmond, WA, USA). Results: The use of this technology improved the accuracy of surgical manipulations, reduced operational risks, and shortened the time of surgery and the rehabilitation period. Conclusion: With the help of modern technologies, a navigation system was created that helped to track the position of the endoscope in mixed reality in real time, as well as to fully visualize anatomical formations.

By means of magnetic pulsed compaction and sintering of weakly aggregated alumina based nanopowders the jet forming nozzle samples for the hydroabrasive cutting were fabricated. The ceramics was obtained from pure alumina, as well as from alumina, doped by , MgO and AlMg. It was shown that the samples sintered from AlMg doped powder have the best mechanical properties and structural characteristics: relative density , channel microhardness. - 18-20 GPa, channel surface roughness , average crystallite size .

<P>Nanopore sensors embedded within thin dielectric membranes have been gaining significant interest due to their single molecule sensitivity and compatibility of detecting a large range of analytes, from DNA and proteins, to small molecules and particles. Building on this concept we utilize a metallic Au solid-state membrane to translocate and rapidly detect single Au nanoparticles (NPs) functionalized with 589 dye molecules using surface-enhanced resonance Raman spectroscopy (SERRS). We show that, due to the plasmonic coupling between the Au metallic nanopore surface and the NP, signal intensities are enhanced when probing analyte molecules bound to the NP surface. Although not single molecule, this nanopore sensing scheme benefits from the ability of SERRS to provide rich vibrational information on the analyte, improving on current nanopore-based electrical and optical detection techniques.
