The purpose of this study is to identify issues for an effective safety culture assessment by conducting a case study of an electronics manufacturing plant in Korea. Cooper’s safety culture model was used as the assessment method, and Fleming and Hudson’s safety culture maturity models were applied as assessment criteria. The results of the safety culture assessment showed that there needs to be a design optimized for study purposes. For example, the correlation between the questionnaire survey and in-depth interview needs to be analyzed. The result of the behavior monitoring should show the relationships with other dimensions. A safety culture maturity model has to be developed to customize the study factors and questions.

The purpose of this study was to investigate the factors that influence safety rule violation at work. Semi-structured interviews were conducted with 337 participants from nine manufacturing plants. The results of the content analysis revealed the following six categories: Individual characteristics, safety commitment, safety support and resources, safety competence and communication, production pressure, and problems with rules. Among the 14 factors in the six categories above, indirect accident experience in the individual characteristics category and no action for complying with laws in the problems with rules category had not been identified in previous studies. However, some factors, such as age, peer pressure, pay type, the lowering of risk, a masculine way of working, and supervisor position were not found in this study. The implications and limitations are discussed.

산업동태론 모형을 이용한 효율적인 안전정책 수립에 관한 연구

본 연구는 효율적인 안전정책을 수립하기 위한 방법론으로 산업동태론 모형인 시스템 다이내믹스를 이용하여 시스템 요소들간의 인과관계 및 대표적인 요소인 재해율, 위험도, 투자비용, 신뢰도의 시간에 따른 변화 행태를 분석하기 위해 추상적인 개념을 정량화하는 시스템 다이내믹스의 한 방법론인 기초관계 균등단위 모델링(NUMBER)방법을 사용하였다. 본 시뮬레이션을 구체적으로 분석하기 위해서는 정확한 자료와 세부적인 변수선정이 필요하지만, 방법론을 소개하려는 목적으로 핵심이 되는 몇 가지 요소들로 제한하여 시뮬레이션을 수행하였다. 시뮬레이션 결과는 시간에 따른 각 변수의 변화 행태 파악과 변수들간의 상호 영향관계를 파악하는데 활용될 수 있다. 향후 시스템 다이내믹스 방법론이 효율적인 안전정책 수립뿐만 아니라 기업자체적으로도 위험을 최소화하고 이윤을 극대화하여 기업의 경쟁력을 강화하는데 활용되어 안전 및 리스크 관리가 기업에서 핵심분야가 되도록 하는데 많은 도움을 줄 것이다. This paper analyzed a dynamics of accident rate, risk, cost, and reliance of core variations of Safety System using System Dynamics as to establish an Effective Safely Policy. To analyse specifically the simulation, correct data and many variations are needed. But, the paper aims at introducing a NUMBER methodology of System Dynamics so we limited only to important parameters in the model. The results of a simulation may be used in identifying dynamics of each variations and analysing to effect of between variations. Using a System Dynamics methodology will be helpful to establishment of effective safety policy, to minimization of risk, and to maximization of benefits of firms.
