        All earlier studies on the Integrated Staff Exercise, the essence of the United Nations Staff Officer Course, emphasized that the Integrated Staff Exercise should be conducted taking steps of the Military Planning Process. But there were no studies on the practical way required to apply the Military Planning Process to the Integrated Staff Exercise. Based on this awareness of the problem, this study describes each five steps comprising UN’s Military Planning Process for Peacekeeping Operations, and explains how each steps are connected systemically. The UN continues to emphasize the acquirement of competent staff officers for its successful missions, and competent staff officers should have the knowledge of Military Planning Process and should know how to apply it to the real situation. That’s because the Military Planning Process is a problemsolving methodology that any staff officers must have regardless of their staff functions.

      • A Study on the UNIFIL’s Crisis Management Performance: the Evaluation Based on the Fundamental Elements of Military Operations

        This study evaluates the crisis management performance of the United Nations Interim Force in Lebanon (UNIFIL) during the April 2023 crisis, based on the “Fundamental Elements of Military Operations.” The “Fundamental Elements of Military Operations” is the conceptual framework of the evaluation, which are contributing to the success of military operations, such as “Command and Control”, “Intelligence”, “Movement, Maneuver and Protection”, and “Sustainment.” With this framework, the evaluation covers various aspects of the response during the crisis. The study emphasizes the importance of effective coordination, communication, and situational awareness in crisis management, while highlighting the relevance of the “Fundamental Elements of Military Operations” during crisis management. Additionally, the study identifies areas for improvement, such as the need for more robust intelligence capabilities, enhanced interagency cooperation, and greater use of technology in crisis response. By leveraging the insights gained from this study, the UN can enhance its preparedness and responsiveness to future crises, ultimately contributing to the maintenance of peace and security in conflict-affected regions around the world.       • UN 평화작전 행위자 간 협력 증진 방안에 대한 연구 - 공공조직 협력 이론 적용을 중심으로 -

        This study aims to explore ways for enhancing collaboration between various organizations involved in UN peace operations. In general, UN peace operations involve participation from diverse organizations, where collaborative efforts tend to be more effective than independent activities. In this context, this study identified four main areas requiring collaboration: between the UN headquarters and field mission, members of the UN headquarters OMA, between DPO and DPPA, and between the UN headquarters and TCC. This study proposed the Public Organization Collaboration Theory as a theoretical tool to seek ways of enhancing collaboration. Specifically, this study applied Networked Governance Theory, Relational Contract Theory, Government Innovation Theory, and New Public Management Theory to each collaboration, respectively. The results show that by applying the appropriate theory tailored to the collaboration characteristics of each organization, more tangible methods of enhancing collaboration can be proposed. Additionally, the study confirms that ongoing efforts by the UN to foster collaboration in peace operations can be interpreted from the perspective of collaboration theories.

      • Interplay of Diplomacy and Military Functions at the UN Headquarters - Focused on the Evolutionary Nature of DPPA and DPO Relations -

        This essay critically examines the dynamic interplay between diplomatic and military functions within the United Nations (UN) framework, focusing on the evolving relationship between the Department of Political and Peacebuilding Affairs (DPPA) and the Department of Peace Operations (DPO). The purpose of this analysis is to understand how these key departments, in charge of peace and security activities in the UN, collaborate, adapt, and integrate their efforts to address the multifaceted challenges of global peace and security. To fulfill this objective, the essay explores a case study on the UN's strategic adoption of a Whole-of-Pillar approach to address challenges stemming from the separation of DPO from DPPA, ensuring coherence between diplomatic and military functions in the UN. This approach, which balances functional autonomy with unified regional offices, aims to enhance the UN's capacity for peace and security initiatives by creating a more cohesive operational framework. The analysis demonstrates how this approach facilitates a cooperative environment, seamlessly integrating the roles of diplomacy and military to effectively address global peace and security challenges.

        Inhibition of Angiotensin Ⅱ-Induced Vascular Smooth Muscle Cell Hypertrophy by Different Catechins

        A cumulative evidence indicates that consumption of tea catechin, flavan-3-ol derived from green tea leaves, lowers the risk of cardiovascular diseases. However, a precise mechanism for this cardiovascular action has not yet been fully understood. In the present study, we investigated the effects of different green tea catechins, such as epigallocatechin-3 gallate (EGCG), epigallocatechin (EGC), epicatechin-3 gallate (ECG), and epicatechin (EC), on angiotensin II (Ang II)-induced hypertrophy in primary cultured rat aortic vascular smooth muscle cell (VSMC). [3H]-leucine incorporation was used to assess VSMC hypertrophy, protein kinase assay, and western blot analysis were used to assess mitogen-activated protein kinase (MAPK) activity, and RT-PCR was used to assess c-jun or c-fos transcription. Ang II increased [3H]-leucine incorporation into VSMC. However, EGCG and ECG, but not EGC or EC, inhibited [3H]-leucine incorporation increased by Ang II. Ang II increased phosphorylation of c-Jun, extracellular-signal regulated kinase (ERK) 1/2 and p38 MAPK in VSMC, however, EGCG and ECG , but not EGC or EC, attenuated c-Jun phosphorylation increased by Ang II. ERK 1/2 and p38 MAPK phosphorylation induced by Ang II were not affected by any catechins. Ang II increased c-jun and c-fos mRNA expression in VSMC, however, EGCG inhibited c-jun but not c-fos mRNA expression induced by Ang II. ECG, EGC and EC did not affect c-jun or c-fos mRNA expression induced by Ang II. Our findings indicate that the galloyl group in the position 3 of the catechin structure of EGCG or ECG is essential for inhibiting VSMC hypertrophy induced by Ang II via the specific inhibition of JNK signaling pathway, which may explain the beneficial effects of green tea catechin on the pathogenesis of cardiovascular diseases observed in several epidemiological studies.
