The problem of school violence is a time when fundamental treatment is needed over a long period of time, given that violence exists in schools as well as violence exists in society. Recognizing the problem that the current measures to prevent school violence cannot be effective, they looked at the concept and type of school violence, the damage experience and related laws, and the roles of teachers, schools, students, and parents and police. It is necessary to operate a unit program for families and schools such as school violence offenders and family camps for young people outside of school. Through cooperation with the prosecution and the court, it is necessary to strengthen education on the prevention of crimes against crimes at the initial stage of crime and on the prevention of crimes in the community. Proper disposal and guidance measures are needed by diagnosing the causes of crimes against juveniles, such as those subject to protection from school violence. The effectiveness of youth crime prevention functions should be enhanced through close cooperation with relevant institutions such as education offices, schools, youth organizations, courts, prosecutors and police, and through business links and mutual information exchange. 본 연구는 사회에 폭력이 존재하듯 학교에도 폭력이 불가피하게 존재한다는 점에서 학교폭력 문제는 장기간에 걸쳐 근본처방을 필요한 시점이다. 현재의 학교폭력 예방 대책으로는 실효성을 거둘 수 없다는 문제점을 인식하고 학교폭력의 개념과 유형, 피해경험과 관련법령, 그리고 바람직한 교사, 학교, 학생, 부모의 역할과 경찰의 역할에 대해서 살펴보았다. 비행 초기단계 청소년의 성행개선 및 일반 학교학생의 올바른 법의식 형성 필요와 학교폭력 근절을 위해 가해학생 및 보호자 교육에 대한 사회적 요구 증대에 부응하여 학교폭력 등 청소년비행 예방기능을 강화하여야 한다. 학교폭력 가해학생, 학교 밖 청소년 대상 가족캠프 등 가정, 학교 단위 프로그램 운영이 필요하다. 검찰 및 법원과의 협업을 통해 비행 초기단계 청소년의 맞춤형 재범방지 교육과 지역사회 내 비행예방기능을 강화해야 한다. 학교폭력으로 인한 보호처분 대상자 등 비행 초기 단계의 청소년에 대한 비행원인 진단을 통해 적정한 처분 및 지도방침이 필요하다. 교육청, 학교, 청소년단체, 법원, 검찰, 경찰 등 유관기관과 업무연계 및 상호 정보교류와 긴밀한 협력을 통하여 청소년비행 예방기능의 효과성을 제고하여야 할 것이다.

북한이탈주민의 신변보호에 관한 연구

김일성-김정일-김정은으로 이어지는 세습통치체제의 억압과 북한내부의 극심한 경제적 어려움 등으로 북한 주민들은 계속적으로 북한을 벗어나 남한사회로 들어오고있다. 그간 폐쇄사회 속에서 북한주민들은 제한적이지만 압록강, 두만강 등 국경 주변을 통한 외부정보의 유입과 기존 북한이탈주민들과의 연계를 통한 외부세계, 특히 남한사회에 대한 동경과 개인과 가족을 중심으로 한 경제적 풍요 등을 중요시하는 가치관의 변화를 보이면서 목숨을 걸고 북한을 탈출하여 남한사회로 입국하는 북한이탈주민이 매년 증가하고 있는 바, 신변보호는 북한이탈주민이 거주지에 편입된 이후 그들에게 가해질 수 있는 각종 위해로부터 안전하게 보호하기 위한 신변보호기관의 활동을 말하는데 북한이탈주민에 대한 신변위해요소 사전 제거 및 위해로부터 신변을 보호하고, 자유민주체제와 자본주의에 대한 이해를 도와 안정된 생활을 할 수 있도록 전반적인 일상생활의 애로사항 등을 청취하여 성공적인 조기정착지원과 신변위해 정보수집 활동과 북한이탈주민의 범죄예방 및 사회일탈 행위 방지와 위장 북한이탈주민 등 안보위해 세력 색출이라는 이중적인 임무를 수행하고 있다. 북한이탈주민들의 신변보호 및 사회정착이 중요한 이유는 이들의 원활한 대한민국정착은 북한이탈주민 개개인의 문제만이 아니고, 나아가서는 미래 통일시대에 남북한주민이 서로 융화하여 잘 살기 위한 방법을 모색하는 과정으로서 남북한 간 무력사용이나 혼란의 시기가 도래했을 때, 남한사회에 적응하지 못하고 불만세력으로 전락한 북한이탈주민들이 국가안보에 큰 위해 요소로 작용할 수도 있으므로 평소 북한이탈주민들의 안정적 정착을 위한 정부의 노력이 중요한 것이다. 특히 경제적인 면에서 이들이 우리나라의 일반 국민들과 비교해 보았을 때 전혀박탈감이나 소외감을 느끼지 않도록 하기 위해서 정부당국의 보다 적극적인 지원정책이 모색되어야 할 것이다. 또한 보안경찰은 북한이탈주민에 대한 신변보호담당관으로서의 역할과 이들이 대한민국 국민으로서 빠른 시일 내에 적응할 수 있도록 돕는 조정자 및 안내자의 역할을 수행함과 동시에 보다 효율적인 업무수행을 위해서 보안경찰의 역량을 집중하여 국가안보의 불안요소로 자리 잡지 않도록 해야 할 것이다. 북한이탈주민 조기정착 방안에 관한 연구

본 연구에서는 북한이탈주민의 현황, 정착지원 체계와 문제점을 알아보고 이들이 대한민국사회에 조기정착할 수 있도록 개선방안을 모색하고자 하였다. 북한이탈주민의 조기정착이 중요한 이유는 이들의 원활한 대한민국사회 정착은 북한이탈주민 개인의 문제만이 아니고, 나아가서는 미래 통일시대에 남북한 주민이 서로 융화하여 잘 살기 위한 방법을 모색하는 과정으로서 북한이탈주민의 안정적 정착을 위한 정부의 노력이 중요한 것이다. 북한이탈주민의 보호 및 정착지원은 제도적으로는 상당히 완비되어 있는 편이지만 현실적으로는 애로사항이 많은 바, 우선적으로 북한이탈주민의 보호 및 정착지원에 관한 기본원칙이 먼저 정립되어야 하며 그에 기초하여 북한이탈주민을 위한 정착지원 정책은 대한민국 내의 복지제도와 연계하여 추진되어야 하고 금전적 지급위주의 정책은 제고되어야 할 것이다. 향후 북한이탈주민 거주지 신변보호지침 등 관련 법령․지침의 개정으로 북한이탈주민과 신변보호경찰관과의 연락체제가 반드시 유지되도록 하여야 신변보호의 효율성이 제고될 수 있고 대상자를 각종 위해로부터 신변보호, 신상변동사항 및 범죄가담 등 관련 자료수집과 사회에 조기정착할 수 있도록 계도 및 지원 활동이 용이하도록 하여야 할 것이다. In this study, the status of North Korean defectors, resettlement support system and find out the problems they were to seek the improvement to early settlement in the Republic of Korea society. Metabolite profiling of enzymatically hydrolyzed and fermented forms of Opuntia ficus-indica and their effect on UVB-induced skin photoaging

Fermentation of natural products is emerging asan important processing method and is attracting a lot ofattention because it may have the advantage of having anew biological function. In this study, fruits of Opuntiaficus-indica were enzymatically hydrolyzed and then fermentedwith two species of yeast. We identified novelprominent markers in enzymatically hydrolyzed O. ficusindica(EO) and fermented O. ficus-indica (FO) samples byusing an ultra-performance liquid chromatography/quadrupoletime-of-flight mass spectrometry. We also evaluatedthe effect of EO and FO on photoaging of skin cellsexposed to ultraviolet radiation. We identified the majorfermented metabolite in the FO as ferulic acid. Our in vitrostudy indicated that FO significantly enhanced the concentrationof pro-collagen type 1 than the EO, byincreasing the TGF-b1 production.

형사사법 시스템 속에서 가장 가시적인 존재가 바로 ‘경찰’이다. 경찰은 노인, 장애인, 아동 등 사회적 약자를 도와주고, 범죄를 저지른 범인을 체포·수사하는 등 다양한 기능을 수행하는 매우 중요한 사회안전 지킴이이다. 무엇보다 ‘국가’와 ‘국민’은 경찰의 존립근거이자 존재목적으로서, 국가와 국민이 경찰에 바라고 요구하는 역할을 충실히 수행하기 위해서는 단순히 범죄예방을 넘어 국민의 불안과 위해요인까지 사전에 배제하는 경찰로 거듭남으로써 국민의 신뢰를 확보하여야 할 것이다. 또한, 증가하는 치안수요와 환경변화에 따른 경찰의 능동적인 대응이 필수적이다. 즉 국민의 생명과 신체 및 재산의 보호, 범죄의 예방과 진압 및 수사, 사회공공의 안녕과 질서유지를 위한 경찰의 각종 활동과 함께 최근 사회적 이슈로 떠오른 무동기범죄와 성폭력, 학교폭력에 적실성있게 대처해야 한다. 아울러, 사회적 약자가 안전하게 살 수 있는 사회를 만들고자 경찰뿐만 아니라 여성가족부, 보건복지부 등 관계부처, 관련 시민단체와 학계 등이 함께 참여하는 범정부적인 안전 네트워크가 필요하다. 향후 한국 사회안전을 위협할 수 있는 각종 테러리즘 발생의 위험성, 위험사회 도래에 따른 자연재난과 인적재난, 사회적 재난 발생에 따른 대응, 그리고 다문화사회에 따른 문제점 등 급변하는 치안환경 변화에 따른 대응방안이 수립되어야 한다. 경찰은 시민의 가장 가까운 곳에서 범죄예방과 진압, 치안서비스를 제공하는 형사사법기관으로서, 각종 범죄뿐만 아니라 테러리즘, 각종 재난발생 등 위기상황에서도 제일 먼저 현장에 도착한다. 이들의 역량강화가 무엇보다 중요하다. 아울러 단순히 범죄에 대응하기 보다는 범죄사건이 언제, 어디서, 어떻게, 왜 발생하는지를 이해하고, 문제해결을 위한 적극적인 행동이 중요하다.

북한이탈주민의 정착지원 방안에 관한 연구

대부분의 북한이탈주민들은 주요 탈북 동기로는 북한 통치체제에 대한 정치적․사상적 불만이나 자유민주주의 체제에 대한 신념보다는 굶주림과 생활의 빈곤 등 생존과 직결된 경제적 문제를 주요 배경으로 하고 있다. 우리 정부는 정부차원에서 이들 북한이탈주민들에 대한 정착지원을 통하여 많은 노력을 기울이고 있으나, 대부분의 북한이탈주민들은 남한사회 적응과정에서 많은 어려움을 겪고 있다. 즉, 먼저 국내에 입국한 가족이나 친지, NGO단체, 브로커의 도움 등이 복합적으로 작용하여 입국한 이후, 남한 사회에서의 정착과정에서 성장 과정과 문화적 이질감 및 경제적 어려움 등으로 사회 적응의 실패로 인한 각종 범죄에 연루되거나, 극빈층으로의 전락 등 많은 문제가 발생하고 있다. 북한이탈주민이 성공적으로 남한사회에 정착할 수 있도록 제도적으로는 북한이탈주민들을 지원하는 프로그램이 구비되어 있지만 현실적으로는 부실하게 운용되고 있는 바, 본 연구에서는 북한이탈주민의 정착현황과 정착지원제도를 살펴보고 북한이탈주민의 애로사항과 이를 극복하기 위한 정착방안을 제시하면 다음과 같다. 첫째, 사회적응 교육 및 프로그램 개선, 둘째, 경제지원과 사회적 기업 육성, 셋째, 사회보장적 차원의 지원정책 개선, 넷째, 신변보호관련 문제점 개선 등이다. 무엇보다 이들을 통합하는 종합지원체계가 필요하다. 또한 보안경찰은 북한이탈주민에 대한 신변안전관리와 동향관찰의 어려움 해소와 뿐만 아니라 신변보호 지침을 개선하는 등 보안경찰의 역량을 집중하여 국가안보의 불안요소로 자리 잡지 않도록 해야 할 것이다. Most North Korean defectors said that economic systems of North Korea such as extreme poverty and hunger was the first reason than belief in liberal democracy. The government makes lot of efforts on settlement services, however, most North Korean defectors in South Korea have difficulties settling in South Korea. In the other words, the North Korean defectors get involved in crime and leave destitute from cultural differences and economy problems with earlier entry family, relatives, NGO and brokers. There are some settlement service programs for North Korean defectors, the effectiveness of them are being questioned. The purpose of this study is to address the issues and settlement present condition of North Korean defectors. The following are the settlement services for North Korean defectors: 1. improve social adjustment educational programs 2. concern about vocational education and promote social enterprise 3. provide institutional strategy to support them 4. resolve protection problems Above all, the most important thing is the total support system. Lastly, preservation polices use their abilities to improve protection and observation trends problems for North Korean defectors so that these may not be national security problems.
