우리나라에서 농촌개발사업이 본격적으로 추진된 지 10여 년의 시간이 지났으며 그 사이 농촌계획을 표방하는 조사ㆍ연구도 활발히 진행되어 왔다. 하지만 농촌계획분야는 그 범주가 다방면에 걸쳐져 있어 조사ㆍ연구의 종합적인 방향성을 파악하기 힘들고, 그로 인해 각 부문별 조사ㆍ연구의 자리매김이 어렵다는 지적 또한 꾸준히 제기 되어 왔다. 따라서 지금 다시 한 번 초심으로 돌아가 농촌계획의 실체에 대해 재검토해 볼 필요가 있으며, 이를 위해서는 도시계획제도와 대치하는 형태로서 농촌계획제도 연구를 본격적으로 시작해 보는 것도 하나의 좋은 방법이라고 생각한다. 최근 「국토의 계획 및 이용에 따른 법률」의 제정(2002)을 계기로, 농촌계획제도에 관한 연구 실적이 충분히 축적되기도 전에 농촌도 도시계획의 대상으로 편입해야 한다는 주장이 도시계획 측에서 간간히 제기되고 있다. 이러한 주장의 배경에는 종래 국토계획체계상에서 도시ㆍ농촌을 엄격히 분리함으로써 발생했던 도ㆍ농간의 계획적 단절에 대한 문제인식이 자리 잡고 있는 듯하나, 그전에 먼저 우리나라의 도시계획은 기본적으로 도시화를 전제로 하고 있으며, 지역사회 또한 도시의 확대와 고밀도화를 지역 발전으로 간주하려는 경향이 강한다는 점에 대해서도 분명히 인식해야 한다. 한편으로는 도시계획 측에서 제기하고 있는 농촌지역의 도시계획화는 그 이면을 좀 더 자세히 살펴보면, 종래 도시계획에서 시행해왔던 토지이용계획의 범위만을 단순히 초월한 것이 아니라, 중심 시가지와 그곳에 크게 의지하는 주변 농촌을 일체로 하는 시가지 형성을 의도하는 소위 도시형의 지역개발 패턴을 기본으로 하고 있어 자칫하면 농촌부의 특색을 경시할 수 있는 소지가 다분히 있어 보인다. 이러한 지역개발 패턴 하에서 만일 ‘농촌지역의 도시계획으로의 편입’ 의견들이 충분한 검토와 논의 없이 빠른 시일 내에 공론화되고 뒤이어 법제화로까지 이어진다면 주변 농촌은 도시에서 필요로 하는 범위 하에서 종속적으로 편입 되어버릴 가능성은 매우 크다고 말할 수 있다. 지금까지 농촌계획의 법적 구속력을 가능하게 하는 제도에 대해서, 구미 선진국에 대해서는 많은 연구가 소개되었지만 일본을 제외한 아시아 각국에 대해서는 매우 드물었다. 하지만 최근 일본을 제외한 아시아에서도 계획적 농촌정비를 가능하게 하는 농촌계획제도에 대한 연구가 활발히 진행되고 있다. 특히 대만에서도 오래 전부터 연구가 진행되어 1991년 5월에 「중국농촌발전계획학회」에 의해 「농촌계획법」초안이 발표되었다. 이 보고에서는 초안 단계이지만, 대만「농촌발전계획학회」의 오랜 연구 끝에 작성된 농촌계획법 초안전문(全文)을 소개함으로써 농촌계획법의 실체적 형상을 구체적으로 파악하고, 이를 통해 우리나라의 농촌계획제도에 관한 연구를 활성화 시키는 계기로 삼고자 한다.

To establish planning theories for farmland preservation, management and effective use within and around urban area, recent literatures about farming and farmland in urban area were reviewed. The international comparison of existing planning systems regarding the preservation, management and use of urban farmlands are employed to find the appropriate planning system. The results showed that it is difficult to accomplish the rational use and conservation of the urban farmland with the current planning system. Thus, it is necessary to seek effective co-ordination system of land use planning integrated with Urban Planning. As recommendable case of preserving farmland as one of city policies, Exclusive Districts for Agriculture System(EDAS) in Yokohama-City was suggested.

The purpose of this study aims to providing policy recommendations that could solve a job creation problem in rural areas in Gyeongbuk by analyzing employment structure, and case studies of job creation. Statistical results show that the employment problem in rural areas of Gyeongbuk needs to be approached not by unemployment but by underemployment. Moreover, the study found out that agricultural sector plays significant role in a Gyeongbuk"s labor market, and it emphasizes protection and giving a role for small-income farmers. The study draws policy implications from job creation case studies. Firstly, there is a Key Person who can design and run the whole process of job creation. Secondly, the company with co-funding has more probability of success than other companies. Thirdly, the substantiality of company is reached by maintaining proper size of company and gradual investment in facilities. Fourthly, the integration and linkage between agricultural(live stock) production and processing within regional boundary. This concept can be extended to economic system of regional circulation. Conclusionally, job creation policy of rural areas should consider the uniqueness of rural areas. It also needs to build economic system of regional circulation, and increase the inner capacity of the region at the same time.

고해상도 위성영상을 활용한 농촌어메니티 자원 사전조사 연구

These days, the region has problems such as a decrease in population or income. Also, the public facilities like a hospital are insufficient in regions. As increase of recognition about the problems, the rural amenity resources including the character of regions have been important in terms of planning. Therefore, the purpose of this study is to improve the efficiency of the rural amenity resources survey using GIS and RS. The high-resolution satellite imagery is applied to analyze a location and scale of rural amenity resources. In addition, the estimated site of landscape resources such as a forests landscape is selected by using satellite imagery and ArcGIS programme. The survey area is Godeock-Myeon in Yesan-Gun where the rural amenity resources survey is working in 2008 and the high-resolution satellite imagery offered by internet site(http://www.congnamul.com) is applied.
