The policy of bicycle transportation has been strengthened since the year of 1993. Many cities try to get the more comfortable situation of bicycle road and invest the huge public funds. But the ratio of bicycle trips to total grows very slowly in contrast to the improvement of facilities of bicycle roads. The the slow increasing of bicycle users come from an insufficiency of safety in the bicycle road environment. In this context, The bicycle user`s safety network system is needed especially to protect traffic accident for the students using bicycle. This study aims at the suggestion for the guideline of bicycle user`s safety network system. The bicycle user`s safety network system composes the two principal sub-systems. One is the hardware(physical/technical system) which consists of the bicycle road, sign board, painting safety line, street lighting spot, speed hump, safety crossing facility, etc. The other is the software(institutional/organizational system) which consists of the parking regulation, bicycle insurance, bicycle traffic rule, bicycle registration, bicycle safety education, and civil participation etc. On conclusion, Making the bicycle user`s safety network system is the most important task for the green transportation policy. For this purpose, first of all, the comprehensive planning of safety design for bicycle in the district level should be set up in regard to the school zone project and TSM etc. The second, oneway road system should be induced for reducing the parking problems in inner district. The third, the government should increase the public budget for the bicycle transportation. The forth, bicycle users safety network system should be supported by the related departments in local level authorities.

In Korea, the extensional expansion of historic cities has resulted in the doughnut pattern. Due to that, people began to have interest in urban regeneration in terms of their attention to declined cities as well as efficient land use. Also, to solve problems related to aging society or population decrease we are facing now, there are various efforts being made. The purpose of this study is to recognize the aged as regional resources for urban regeneration and find out ways to regenerate cities through the aged. As a way of it, this author intends to find out ways to regenerate regions by vitalizing senior houses in declined cities. This researcher sets up a model for urban regeneration realized by vitalizing senior houses and utilizes Fuzzy-AHP analysis to suggest ways for urban regeneration realized by vitalizing senior houses based on the results drawn. First, it is needed to support house remodeling projects preferentially. Second, it is necessary to use house mortgage. Third, it is required to maintain environment for walk safety so that the aged can move safely. Fourth, it is needed to establish a senior welfare service system such as medicine and education in the aspects of residential welfare. Lastly, it is necessary to induce maintenance technique for small-scale block-unit residential regeneration and cultivate housing cooperatives for it.
