        기초과학연구 활성화를 위한 성과측정 방법

        Basic science study has two characteristics. First, it requires immense of resources and investments. Secondly, because it is a study with core researcher as the central figure, it has a characteristic of frontier study which is free, long-term, creative, and diverse. Unlike other studies, in the study of basic science, it is difficult to achieve a fair evaluation based on a short period of quantitative assessments. Furthermore, the outcome is not visible. Building a new indicator to evaluate outcomes of basic science researches fairly and in balance, we did in-depth interview, the media report, telephone poll and e-mail questionnaire study targeting professional panels that had been formed through several years of experiences and abundant knowledge. The survey results are as follows: 1) Evaluation of quality such as originality and creativity based on according to peer-review of appropriate expert. 2) An appraisal board of result needs 30% to 50% of foreign scientist in relevant field. 3) Evaluation of research organization needs research organization and comprehensive evaluation of research organization. And evaluation indicators proposed are as follows: 1) The level of report and result from research in aspect of achieving of research goal. 2) The level of paper in quantitative and qualitative in aspect of excellence of result from research. 3) The level of budding scientist and increased abilities of researchers in aspect of fostering human resources. 4) The level of building facilities that based on advanced research in aspect of building of research facility. 5) The level of cooperation with Korean universities and research organizations in aspect of vitality of research. 6) The level of excellent scientific result and a ripple effect to follow-up research in aspect of scientific contribution of research.

        기초과학연구의 특성을 반영한 성과평가지표 도출 및 중요도 분석 -AHP, 기술통계 및 가설검증의 교차분석을 중심으로-

        The purpose of this study is to deduct performance evaluation index, considering the obvious contexts and the characteristics of basic science research. Not only has preceding research and interviews with scientists and engineers been carried out so as to perform those studies, but the deduction of the performance evaluation index, grouping and the performance on AHP analysis has been done, considering the features under the standard performance index which has been dealt with for the data with the result index by the national research development. Furthermore, through the statistical technique in surveys, the importance of the performance evaluation index on basic science study has been compared and analyzed. Cross analysis also has been conducted in setting up and verifying the hypothesis among respondents` cognitive differences between the basic science research and the result index as well. In our finding, the basic science research was determined into theoretical and experimental study under ‘the purpose of the new knowledgeable innovations as well as the improvement of understanding natural phenomenon and objects’, which are based on natural science. By supporting four major provisions and 28 results from the evaluation index, allowing for the characteristics of basic science research, this research presented an outline of the results in the basic science research more effectively. In addition, the priority of the performance evaluation index has been drawn by AHP and statistical technique of the academic achievement and the importance of the research circumstances. Moreover, in order to evaluate the performance outcomes in the basic science research, the performance assessments were not evaluated by the same level or by the weighted value number, but weighed by the priority following as the specific feature index under the research field more properly in scientific research.

        연구성과 활용성 제고를 위한 발전요인 분석

        The purpose of this paper is to identify the development factors that improve R&D performance and to prioritize these factors in Korea and UK using the Analytical Hierarchy Process (AHP). Through a literature review and interviews with R&D experts of firms, universities and governments, the factors of strategy, budgeted business, performance expansion source and systematics are identified. Moreover, the indicators of these factors are also identified. Then, these four factors and their indicators are used to establish the framework of the analytic hierarchy process model. The results indicated that the most important development factor for both countries is strategic, the second is performance expansion source, and then followed by budgeted business, and systematical factors. Moreover, Korea and UK are analyzed respectively as to verify whether each country results in different weight distributions for the factors and their indicators. The results indicate that the first and most important factor, and the fourth factor are given the same priority by both countries; however, there are some differences for the second most weighted factor and the third key factor among the two countries.
