본 논문은 급격한 사회변동으로 한국사회구조의 변화와 더불어 경찰문화의 전통적인 행태에서 볼 수 있는 쟁점과 이를 민주화·개방화·상호작용성을 증가시키기 위한 전략적인 선택을 확인하기 위함이다. 이러한 목적을 달성하기 위해 경찰문화에 대한 종합적이고 체계적인 방법을 통해서 자율과 타율이 동시에 작동되어지는 경찰문화를 모색하고자 한다. 경찰조직에서 발생하는 경찰문화의 일반성과 특수성, 다양성 및 조직사회화를 확인하고 이를 지역사회서비스와 상호의사소통을 강화하고, 분권화와 권한위임을 근무환경을 모색하기 위해서이다. 21세기의 조직패러다임은 정보기술의 도입을 통해 수평적으로 연결된 네트워크를 수평화는 전통적인 조직의 계층제를 완화하거나 제거하는 방향으로 진행되고 네트워크화는 환경의 변화에 유연하고도 신속하게 적응할 수 있는 신축성을 확보할 수 있게 해야 한다. 경찰문화와 조직은 다음과 같은 점이 변화에 가장 중요하게 고려되어야 한다. 첫 번째, 고객지향적인 정부조직은 정부의 주인인 동시에 고객인 국민에게 고품질의 행정서비스를 능동적으로 제공해야한다. 두 번째는 참여민주주의의 실현을 통해 보다 많은 시민들이 조직의 운영에 참여가 확대됨으로써 민주성과 공개성, 그리고 분권화와 자치성이 보장되어야 한다. The article first considers controversies and problems that can be found in the traditional traits of the police culture, and then seeks for strategic choices that will progress such traits to a more democratized, open, interactive way in the midst of rapid change in the Korean Society. To achieve this goal, this article looks for enhancement in community service within the police force, reinforcement in mutual communication with the mass media, decentralization, and entrustment of authority through an contingency adaptive and practical approach in which autonomy and heteronomy can both function. Through information-technology, organization-paradigm in the twenty-first century tends to exhibit a from of a horizontally connected network; horizontality proceeds in the direction of ameliorating, or removing the hierarchy of the traditional organization, and network secures the flexibility which allows fast adaptation to changes in the environment. As for the resistance of an organizational degree toward the new changes, this article seeks to minimize lack of information, inapproprate distribution of resource, restrictive trust toward change itself, lack of faith and trust toward leadership, and distrust toward the organization itself. This article demands the police culture and organization to change in following ways. First, the government organization should convert to a more client-oriented organization, thus providing top-quality administrative service actively to the citizens who function as the owner of the government as well as the client. Second, through the realization of participative democracy which expands the participation of citizens in the management of the government organization, democracy itself, openness, decentralization, and autonomy must be guaranteed.

In capitalist society, businesses tend to use human beings as a resource and tool for them to achieve the goal of maximizing profits of the businesses. As a result, the phenomenon of human alienation and polarization of wealth has been cited as serious social problems. Today, the conventional wisdom that material affluence and prosperity resulting from economic growth will bring happiness to the human society is shaken by the problem of spiritual(consciousness) poverty in material affluence. To play a role as an economic system that contributes to the happiness and co-prosperity of the human society, capitalism must also evolve in keeping with the changes of the times. In this article, to discuss the alternative of capitalism to fit the new era, we pursue a new realm of possibility through the new scientific discipline of MOSEE; Management Of allSelves Enlightenment and Empowerment that Dr. Jae Yoon Rhee, the authur of this article, has founded in 1990, while at the same time announcing the new 5<SUP>th</SUP> dimensional factors of the spirit resource and asset (SRA) of human beings of the MOSEE. This aims to achieve a 5th-dimensional MOSEE revolution for the creation of the 21st century Universe Human Spirit Science Civilization by analyzing and evaluating the inherent structural constraints of the modern business philosophies and theories, such as CSV (Michael Porter), In other words, it will continue to carry out academic research, education, and human society activities that lead to the creation of the Universe Human Spiritual Science Civilization of 21 Century, beyond the Advanced Scientific Informative Civilization of 20 Century. We, the co author of this article, are trying to conciliate the modern management philosophies and theories of the following prominent scholars such as CSV of Michael Porter and Mark Kramer in the U.S.A. in this article because of the required limitation of page numbers by the Association involved now. Thus other prominent scholars’ theories such as the Strategic Intent (SI) of Dr. Gary Hamel and Prahalad in the U.K., the Complexity Economics (CE) of Dr. Brian Arthur in the U.S.A. and the Vertuous-Based Management (VBM) of Ikujiro Nonaka and Gono Novru in Japan are to be left sometime in the future. (*Note: Spirituality may be called High level of Human Consciousness or High level of Spirit, As Spirit is more common in english, it is called Spirit in this article.)
