본 연구는 성인지 예산제도의 성공적 안착을 위해 추진체계와 실행방안의 다양한 대안들을 제시하고 이를 분석함을 연구목적으로 하였다. 이를 위해 추진체계의 기본적 모형을 제시하고 구체적인 거버넌스 구성의 대안들을 검토, 분석하였으며, 실행방안의 대안적 전략들을 제시하고 실행과정상 주요 활동들의 내용과 대안을 분석하였다. 주요 연구결과는 다음과 같다. 첫째, 성인지 제도의 추진체계 형태와 추진활동의 범위 등은, 기획재정부와 여성부의 파트너십을 전제로 전문가 집단과 시민단체의 역할을 어떻게 규정할 것인가에 따라 달라진다. 추진체계 구축 시 전문가 집단과 시민단체의 역할을 점차적으로 확대할 필요가 있다. 둘째, 성인지 예산분석과 예산반영을 실제로 담당하는 사업부처의 역할분담 체계화가 요구된다. 초기에는 여성정책 담당부서의 실질적 지원이 필요하며 추후 그 형태가 변화될 필요가 있다. 셋째, 성인지 예산제도의 실행과 관련해서는 하향식, 상향식, 절충식 실행전략의 장단점을 면밀히 분석하고 제도적 현황을 고려하여 전략을 선택할 필요가 있다. 또한 실행의 단계를 구분하여 각 단계별로 실행전략을 설정함이 타당할 것이다. 넷째, 실행과정 관련 주요 활동들 - 과제선정, 부처선정, 사업선정, 예산분석 등 - 에 대해서도 각각 다양한 대안들이 제시될 수 있다. 특히 성별영향평가와 연계 문제, 그리고 성별분리통계 확보 문제 등을 고려하여 가장 적절한 대안을 선정할 필요가 있다. This study explores diverse alternatives on organizational systems and on implementation plans for gender-responsive budgeting. For this study purpose, the study provides basic models of organizational systems and analyzes the pros and cons of alternative governance types. Additionally, this study demonstrates alternative strategies of implementation plans and analyzes the major contents and issues of those alternatives. Major study findings are as follows. First, the types of organizational system for gender-responsive budgeting are different according to the roles of professional groups and NGOs. The roles of these two supporting groups should be expanded as the gender-responsive budgeting system matures. Second, systematic role division rules should be established among teams responsible for analyzing gender budgeting in the government administrations. Third, the pros and cons of implementation strategies such as bottom-up, top-down, and mixed, should be comparably analyzed. Also proper strategies should be selected according to the institutional level of gender budgeting. Fourth, the alternatives on the ways to select main tasks, responsible teams or administrations, and policy programs should be extensively analyzed. Especially, these analyses should unfailingly contain the ways to link these activities with" gender impact analyses" and to secure" gender disagregated statistics."
온라인 플랫폼 기업의 경쟁법 적용 타당성에 대한 논의 ―표준필수특허권자와의 상관관계를 중심으로―

A new anti-competitive issue has been raised for online platform companies that use big data and artificial intelligence, but there are characteristics that are difficult to solve by existing regulations alone, so a new approach is needed. Therefore, this paper analyzes the characteristics, pro-competitive benefits, and anti-competitive risks of online platform companies that use big data and artificial intelligence. In addition, this paper will compare the pro-competitive benefits and anti-competitive risk assessment cases of standard essential patent holders, which are precedents for gaining market dominance by creating new markets through technological innovation, with online platform companies. It is analyzed that the business method of an online platform company that uses big data and artificial intelligence corresponds to a de facto standard, and has market power and anti-competitive risks that are quite similar to standard essential patents. Based on such an analysis, it seems that the day when the application of the competition law for standard essential patents will be taken for granted even for online platform companies in the era of big data and artificial intelligence. However, since the existing framework of competition law is difficult to apply to online platform companies that use big data and artificial intelligence, competition authorities must establish a new legal framework which considering the characteristic of technological advancement and the process of gaining market dominance.
드론 물류 서비스 상용화를 위한 항로 최적화 모델 시뮬레이션 연구

In this study, we propose a method to generate optimized route for logistics service drones through the route optimization model applying SBAS technology and the simulation analysis for model application. The results of this study can be used to develop safe and accurate logistics service business model in commercialization of drone logistics service in the future. It is also expected to be useful in the development of new technologies for drone logistics services such as the utilization of SBAS technology and the optimal algorithm of drone flight in the whole drones industry. We also verified the usefulness of the designed model by developing simulator. Simulation results show that drone applying SBAS has excellent results in terms of accuracy, speed and reliability compared to drones applying GPS in total distance, total flight time, and outage rate of drone which is the main criteria of drone logistics service provision. This implies that the application of SBAS technology is reasonable when developing and operating the drone logistics service in the future, and proved that the key criteria of the model presented in the research can be usefully applied in the field.
