Objectives: The purpose of this study is to develop a performance measurement tool for public health center information system and to apply the tool in evaluating the information systems currently in operation. Methods: We designed a performance measurement model of public health center information system using IS-BSC conceptual framework which consists of 4 perspectives; Business Value Perspective, User Orientation Perspective, Internal Process Perspective and Future Readiness Perspective. Within the framework we developed a performance measurement tool consisted of 35 questionnaires and examined its validity by administrating a survey to the system users. Results: The validity of the performance evaluation tool was supported by the results of statistical analysis such as factor analysis, Chronbach`s α test and regression analysis. The relative importance of the 4 performance perspective was analyzed by regressing the perspectives` scores on two overall performance indicators; a job performance indicator and an organization performance indicator. The results show that impact of business value perspective to job performance and the impact of future performance were the primary determinant. Conclusions: The public heath center information system performance measurement tool suggested was found to be conceptually sound and methodologically valid. Also, based on the result of performance evaluation on current information system, we suggest more investment to the education and training of heath center personnel of the system utilization.
원전 기기 건전성의 온라인 검사를 위한 유도 초음파의 실험적 연구

기기 건전성의 온라인 검사 및 감시 기술은 기존의 원전의 가동 중 검사의 효율적 수행에 필요한 정보를 제공한다. 유도 초음파는 온라인 검사와 감시에 활용 가능성이 있는 기술 중의 하나로 알려져 있다. 본 연구에서는 온라인 검사 및 감시 기술 개발의 일환으로 유도초음파를 이용하여 파이프의 건전성을 검사/감시하는 기술을 개발하고자 한다. 이를 위해 증기 발생기 세관을 실험 대상으로 하여 분산 선도 및 특정 모드에 대응하는 초음파 입사각을 계산하였다. Short time Fourier transform을 이용한 시간-주파수 분석을 통하여 유도초음파 모드를 확인하였으며, 유도 초음파가 증기발생기 세관의 곡관 부분을 통과할 때 모드 변환이 발생하지 않는 것을 실험적으로 확인하였다. 유도 초음파를 이용한 증기발생기 세관의 최적 검사 모드를 제안하고 실험에 의하여 이를 확인하였다. Deployment of an advanced on-line monitoring of the component integrity offers a prospect of improved performance, enhanced safety, and reduced overall cost for nuclear power plants. Ultrasonic guided waves have been known as one of the promising techniques that could be utilized for on-line monitoring. The present work is aimed at developing a new method for on-line monitoring of the pipes during the operation period of nuclear power plants. For this purpose, the steam generator (S/G) tube was selected as an object of the experiment. Dispersion curves and the incident angles corresponding to the specific modes were calculated for the S/G tube. The modes of guided waves were identified by the time-frequency diagrams obtained by the short time Fourier transform. It was experimentally confirmed that there was no mode conversion when the ultrasonic guided waves passed over the curved region of the S/G tube. An optimum mode of guided wave for the S/G tube was suggested and verified by the experiment.
