난민 WASH 분야의 인도적 지원 프레임워크 현장 수용성 연구: 난민캠프와 정착촌의 비교분석을 중심으로

국제사회는 최근 난민 증가 및 인도적 위기의 장기화에 대응하여 난민 보호 원칙을 강화하고 난민 수용국의 부담을 줄이는 다양한 방안을 강구하고 있다. 그중 가장 주목받고 있는 난민정착촌(Settlement)은 중장기적 관점에서 난민들의 자립 및 지역사회로의 통합을 목표로 한다는 점에서 본국 송환을 전제로 한 단기적 관점의 난민캠프와 근본적인 차이를 보인다. 본 연구는 난민대응 패러다임 전환 과정에서 인도적 지원 프레임워크의 변화가 어떻게 실천적으로 수용되는지 분석하기 위하여 케냐의 카쿠마 난민캠프와 칼로베예이 난민정착촌의 사례를 물과 위생 규범에 초점을 맞추어 비교한다. 케냐 국경의 근접한 지역에 위치한 캠프와 정착촌을 현장 조사하여 비교 분석한 결과, 인도적 지원 프레임워크가 ‘단기적 최소 기준’ 중심에서 ‘장기적 자립 지원’으로 전환되면서 현장에서의 지원 양상도 최소기준 중심의 매뉴얼과 가이드라인은 유용성이 낮아지고 있는 변화를 확인하였다. 또한, 지속 가능한 난민 자립을 위하여 난민과 지역사회의 공존을 위한 규범적 논의를 진전시켜야 한다는 시사점을 도출하였다. Responding to the recent surge of refugees and chronic humanitarian crisis, the international community has been seeking various ways to strengthen the principles of refugee protection and reduce the burden on host countries. Refugee settlement which is one of the most notable of these, is fundamentally different from a refugee camp based on the premise of repatriation. The settlement aims at self-reliance of refugees and their integration into the community. This study compares the cases of the Kakuma refugee camp and the Kalobeyei refugee settlement in Kenya with the focus on WASH norms in order to analyze how humanitarian assistance norms are accepted in the camps and settlements during the paradigm transition of the humanitarian refugee norms. This paper, through a field research on the refugee camp and settlement in the vicinity of each other in the Northwestern Kenya border, argues that humanitarian assistance has shifted from “short-term minimum standards” to “long-term self-reliance support” and the manuals and guidelines focusing on the minimum standards are becoming less useful among the stakeholders, which implies that a discussion for new refugee norms should be advanced for the coexistence of refugees and indigenous communities in order to achieve sustainable self-reliance of refugees.
