가로활성화를 위한 노천카페거리 디자인가이드라인에 관한 연구

최근 들어 상업가로를 중심으로 노천카페가 자연발생적으로 확산되어 시민들에게 교류와 휴식의 장을 제공하며 가로활성화에 기여한다. 그러나 국내의 경우 제도적 상젓과 구체적인 지침 부재로 체계적인 관리 운영이 어려운 실정으로 보행안전이 위협받고 가로경관이 저해되는 등의 문제가 발생하고 있다. 이를 개선하고 노천카페의 순기능을 활용할 수 있는 가이드라인이 필요하다. 따라서 본 연구는 디자인가이드라인을 통한 가로활성화의 긍정적 사례로 뉴욕과 뉴캐슬, 시드니를 선정하고, 취지 및 목적, 허용대상 가로, 설치 및 운영기준, 허가절차 및 관리기준으로 분석체계를 분류하여 분석을 진행하였다. 그 결과 첫째, 가로활성화를 위해 가로공간의 민간이용을 장려하되 공공성을 저해하지 않는 범위 내에서 허용해야 한다. 둘째, 지역과 장소의 상황을 고려하여 적합한 가로를 선정하고 안전성 및 쾌적성 확보를 위한 구체적인 물리적 기준 제시가 필요하다. 셋째, 공공의 주도로 민간의 참여와 협력을 이끌어 낼 수 있는 허가절차 및 관리기준을 제시해야 한다. 이는 단순한 환경개선의 차원을 넘어 새로운 장소문화 창출로 이어질 수 있다. 따라서 관련제도 검토는 물론, 분석대상 도시들의 공통적 사항을 우선적으로 고려하여 수립방향을 설정해야 한다. Recently, the number of walkside cafes have expanded on a commercial district, which offers a place for communication and contributes to street revitalization. However, this phenomenon makes several problems in a nation, such as pedestrians safety issues and degrading street scenery due to conflicts between institutions and no specific regulations. Therefore, it is time to establish guidelines to solve such problems and use benefits of outdoor cafes. This paper presents New York, Newcastle and Sydney as positive examples of street revitalization with guidelines and analyzes their guidelines by goal, permitted streets, criteria of installation and operation, management regulations. The findings are as followings. First, walkside cafe is permitted within the scope of public place. Second, specific criteria shall be proposed to decide a street suitable for outdoor cafes with consideration of location. Third, licensing and management procedures shall be proposed to encourage participation and cooperation of the private sector. This project could create new place and culture beyond just improvement of environment. Therefore, guidelines shall be established, considering common elements between target cities as well as review of relevant systems.
