FMSS를 이용한 자율운항선박 충돌회피능력 정량화 평가 기법에 관한 연구

최근 자율운항선박(Maritime Autonomous Surface Ship, MASS) 기술개발에 관련 연구들이 활발하게 수행되고 있다. MASS의 핵심 기술 중 하나는 해상에서 항해사를 대신하여 조우하는 선박에 대한 충돌회피기술이다. 기존 자동 충돌회피기술 개발관련 연구들을 조사한 결과, 자동충돌회피기술을 객관적으로 정량화 할 수 있는 평가모델에 대한 연구는 없다. 따라서 본 연구에서는 MASS의 충돌회피 능력을 객관적으로 검증하기 위한 평가모델을 개발하였다. 연구방법은 COLREGs에 대한 전문지식과 실무조선 경험이 많은 선박조종전문가가 Full Mission Ship-handling Simulator(FMSS)를 이용하여 선박 조우형태별 선박조종시뮬레이션을 수행하고 그 결과 데이터를 계측하고 기술 통계 처리하여 것이며, 개발된 평가모델을 통해서, MASS의 운항능력을 정량적으로 평가하고자 하였다. 연구결과, 본 연구에서 개발된 충돌회피 평가모델을 이용하여 해상에서 MASS의 충돌회피 능력을 정량 평가 할 수 있는 것으로 나타났다. 향후 이 모델을 이용하면 자율운항선박의 충돌회피능력을 객관적으로 평가 가능하고 부족한 부분을 수정· 보완하는데 이용함으로서 자율운항선박 기술개발에 많은 도움이 될 것으로 사료되며, 또한 항해사의 충돌회피능력 평가에도 도움이 될 것으로 판단된다. Research related to the technology developed for the Maritime Autonomous Surface Ship (MASS) is currently underway. Although one of those core technologies is collision-avoidance technology for ship operators at sea, no research has been done to objectively quantify its effectiveness. Therefore, this study was conducted to develop an evaluation model to examine the collision-avoidance ability of MASS. Ship-control experts performed a ship-handling simulation for each ship encounter type using the Full Mission Ship-handling Simulator (FMSS). We used the resulting data and technical statistics, to develop an evaluation model that utilized FMSS to quantify the operational capability of the collision-avoidance technology. This evaluation model also can be used at sea to assess deck officers ability to use the technology and to improve and develop other MASS technologies.
선원법 개정에 따른 선원안전교육 수요분석 및 수용능력에 관한 연구

This study estimates the demands for safety training courses with reference to research on safety training records, seafarer statistics, target groups for safety training, expiry dates of existing safety courses, seafarer employment rates, the retirement age, etc. These results are compared with the seating capacity of the maritime training institute to analyze the anticipated increase in and convergence of demand can be accommodated. The average annual safety training needs for the next five years according to the Seafarers Act include approximately 10,444 people, and the proper annual seating capacity of the maritime training institute is approximately 7,280 people at present. Thus, in order to respond to an increasing demand for safety training, it is necessary to expand the capacity of the safety training facility. 이 연구는 과거 안전교육 실적, 선원통계연보, 안전교육대상자, 안전교육증서의 유효기간, 선원의 취업률 및 정년퇴직 연령등의 여러 요소를 고려하여 안전교육대상인원을 예측하고, 선원안전교육 수행 기관의 교육 수용능력을 분석하여 안전교육 수요증대와 집중화 문제를 해소할 수 있는지 분석하였다. 향후 5년간 연평균 안전교육 수요는 선원법 기준으로 약 10,444명으로 예상되며, 현재 안전교육기관이 수용할 수 있는 적정 인원은 연평균 7,280여명으로 조사되었다. 따라서 선원법 개정에 따른 안전교육 수요증대에 효율적으로 대응하기 위해서는 안전교육시설을 확충하여 안전교육 수용능력을 확대할 필요가 있다.

이 연구는 선원안전(재)교육과정의 교육대상, 교육내용, 교육예상인원 및 외국 교육기관의 교육운영방법을 분석하여 국내 선원안전(재)교육과정의 효율적인 운영방안을 제안하였다. 향후 우리나라 전체 선원 37,000여명이 5년마다 주기적으로 선원안전(재)교육을 수료하여야 하므로 선원의 편의를 위하여 STCW 협약에서 인정하는 선상에서의 교육을 활성화하고 선상교육프로그램을 표준화하여 육상교육을 축소할 뿐만 아니라 선원 안전교육의 지속적인 개선을 위해 교육 분야 투자가 지속적으로 진행되어야 한다. 또한 국내 선원안전(재)교육과정과 STCW협약과의 차이점을 개선할 수 있는 방안을 검토할 필요가 있으며, 선원이 안전(재)교육을 적시에 이수할 수 있는 환경을 마련하기 위하여 안전교육시설 및 가상현실 교육프로그램 개발에 대한 투자가 이루어져야 한다. This study suggests improvements for the effective operation of refresher courses by reviewing the target groups for each refresher course, the contents of these courses, the estimated number of delegates for each refresher course and the operation methods of training institutes overseas. Approximately 37,000 people need to complete the maritime safety refresher courses every 5 years. For the convenience of seafarers, it is necessary to reduce the land training by activating and standardizing on-board training recognized by the STCW Convention and promote investment in the training sector to continuously improve the seafarer safety training. It is also necessary to examine ways to improve the difference between the curriculums of the domestic refresher courses and the one of the STCW Convention. In addition, investments in the development of safety training facilities and virtual reality training programs are required in order to provide an environment where seafarers can take safety refresher courses in a timely manner.

Due to the increasing disposable income of Koreans, interest and demand for experiential marine leisure activities such as motor boat and yacht, etc. are increasing. Accordingly, accidents occurred in the engine-powered leisure watercrafts are increasing rapidly. However, after the Sewol accident, only the interest in safety of passenger ships has been risen and there is still little interest in the safety of leisure watercrafts such as motor boats, yachts and water bikes, etc. Since the engine-powered leisure watercrafts are also operated at sea, it can be exposed to various marine environment in the event of an accident at sea. Therefore, basic water-related safety education is essential in order to carry out safe marine leisure activities. Current water-related safety education which is carried out in accordance with the Water-related Leisure Activities Safety Act, is mostly theoretical education and there is no practical training on emergency response ability in various marine environment. Therefore, this study analyzed the engine-powered leisure watercrafts related accidents, accidents prevention measures, domestic and foreign water-related safety training courses and proposed the improvement plan of the water-related safety education for personnel who wants to operate the engine-powered leisure watercrafts. The efficient and prompt response in the marine emergency situation is based on repetitive and accurate training, so practical in a realistic environment is necessary. And safety in marine leisure activities can be ensured when the person involved in the activity has safety consciousness. Thus, it is necessary to improve the safety consciousness of the marine leisure activity participants through realistic education about the risk of the activities and coping methods in case of accident at the stage of license acquisition.

A 45-year-old, multigravida woman who had been pregnant with dichorionic twins after in vitro fertilization (IVF) was referred due to early onset of severe preeclampsia. Ultrasonographic findings were multicystic tumor and normal placenta with a live fetus appropriate for 14 weeks of gestation. After therapeutic abortion, the multicystic tumor showed hydropic feature. The fetus had no anomalous finding. Histopathologic analysis revealed complete hydatidiform mole and normal placental tissue attaching three vesseled umbilical cord. Gestational trophoblastic disease (GTD) was diagnosed due to rising levels of serial β-hCG values and abnormal sonographic findings. The patient treated with combined chemotherapy. We report a case of a complete hydatidiform mole and coexisting normal live fetus after IVF, which was complicated with early onset severe preeclampsia and persistent GTD.
