2019년 7월부터 장애등급제가 단계적으로 폐지되었다. 기존 ‘장애등급’이 폐지되고 ‘장애정도’ 기준이 도입됨에 따라 「장애인복지법」개정에 따라 지자체에서 장애등급제 폐지가 반영된 조례 개정현황 파악이 필요하다. 이에 본 연구는 지방자치단체 조례 중 장애등급제 폐지가 반영되어 개정된 조례 현황을 분석하여 각 지자체 간 조례들의 공통점과 차이점이 있는가를 살펴보고 그에 따른 개선방안을 제시하고자 한다. 이를 위한 연구방법은 내용분석을 실시하였다. 연구결과는 다음과 같다. 첫째, 664개의 조례가 개정되었다. 이 중 일괄개정은 62.3%(414개)이며, 차등 개정 조례는 37.7%(250)개로 나타나 일괄개정의 비중이 더 높았다. 둘째, 장애등급제 폐지가 반영되어 개정된 조례내용은 여전히 의학적 기준에 의존한 지원 대상 기준으로 개정되었다는 한계점이 있어 이에 따른 개선방안이 필요하다. 셋째, 장애등급제 폐지에 따라 지원대상자 규모가 확대되었다는 점은 조례 개정 현황 분석결과 공통점이 확인되었다. 넷째, 일부 지자체는 장애등급제 폐지가 반영되어 지원대상 규모를 축소한 것으로 확인되었다. 이러한 연구결과를 통해 정책제언을 제안하였다. 이를 통해 지자체 차원에서 보다 장애등급 기준 대신 효과적인 대상자 선정 기준을 마련하는 데 중요한 기초 자료를 제공하고자 한다. The government will provide basic data that is important for local governments to come up with more effective criteria for selecting candidates instead of criteria for disability ratings.
