올해는 광복과 분단 70주년이 되는 해이다. 남북한의 적대적 관계를 해소하고 민족통합을 실현하기 위해 한반도 통일은 반드시 이루어야 할 역사적 과제이다. 분단을 극복하고 평화통일을 실현함에 있어서 재외동포는 중요한 행위자로 등장한다. 이 연구는 해외 정착 재외동포의 저력을 분석하고, 나아가 이러한 저력을 기반으로 한반도 통일과정에서 재외동포의 역할을 분석하였다. 연구결과, 재외동포는 오랜 이주 역사와 현지적응과정을 거쳐 이미 한반도 통일에 일조할 수 있는 재외동포사회로 성장하였다. 그들은 대부분 한반도 통일에 직·간접적 영향을 미치는 주변 강국에 정착하고 있으며, 모국 정치참여는 물론 현지에서의 정치력 신장도 적극 도모하고 있다. 또한 재외동포는 거주국에서 경제적 기반을 마련하였을 뿐만 아니라, 글로벌 경제 네트워크를 구축해 모국으로의 기여도 확대하고 있다. 아울러 재외동포는 거주국에서 여전히 민족정체성을 유지하고 민족문화를 계승함으로써 한민족 문화와 현지문화를 한 몸에 융합시키는 문화중개, 문화전환 역할을 수행해 새로운 통일문화를 형성하고 있다. 재외동포는 바로 이러한 인구규모와 정치적·경제적·사회문화적 저력을 기반으로 동북아 통일환경을 조성하는 행위자 역할을 하고 있으며, 나아가 남북한의 경제·문화 교류를 추진하는 중개자, 북한 개방을 유도하는 촉매역할을 수행하고 있다. This year is the 70th anniversary of the liberation and division of Korea. There are certainly historical challenges to overcome in order to achieve reunification on the Korean peninsula and eliminate the hostile relations between North and South Koreas. In overcoming the challenges, overseas Koreans appear to be important actors in realizing peaceful reunification. This study analyzes the potential powers of overseas Koreans as well as the roles of the Koreans in the reunification process. According to the findings of this study, overseas Korean societies have grown to strong communities that can play an important role in the reunification of the Korean peninsula thanks to their long migration history and successful settlement in their adopted countries. Many of them have established their economic and political statuses in the neighboring powerful countries that have direct and indirect influences on the issues of the Korean peninsula. Not only are they active in the domestic politics of their adopted countries, but they influence the policy-making of their home country. The global economic network built by overseas Koreans is another asset with which they contribute to their home country. Many of the overseas Koreans still maintain ethnic identity and culture that are blended with the local culture of their new home which allows them to take an intermediary role between their adopted country and motherland. They create a new culture for Korea’s reunification by performing the task of culture mediation and transition. Overseas Koreans continue to be important actors in the making of reunification environment of the two Koreas based on the size of their population and their socio-economic, political and cultural potential powers. Furthermore, they are also playing a catalyst role for the economic and cultural exchanges between North and South Korea along with a role in inducing the opening of North Korea.
