조망경관에서 구릉지의 역할에 따른 관리 방법에 관한 연구 -진주시를 대상으로

본 연구에서는 구릉지의 지형적 특색과 이용자의 특성 및 의식을 분석하여 그동안 구릉지 경관지구에 제기되었던 문제점에 대해 해결책을 제시하고, 우리 도시의 구릉지를 어떤 시점에서 어떤 방법으로 관리할 것인가에 대한 논의를 하였다. 먼저 선행 연구와 연구의 전제를 통해 기존 연구의 한계점과 본 논문의 독창성을 밝혔으며, 조망경관 관리 수법과 선진 사례를 비료 분석하였다. 또, 구릉지의 형태에 따른 특징과 개발의 진행을 분석해 보았다. 그리고 구릉지를 이용하는 실제 이용객들에게 설문 조사를 실시하여 자료를 모았고 이를 분석하였으며, 이 결과값을 토대로 경관 시뮬레이션을 해보았다. 진주시의 구릉지 조망경관 관리를 위해서는 파노라마적 관점과 시퀸스적 관점 모두를 고려해야 할 필요가 있으며, 기존의 앙각에 의한 경관 관리와 함께 부감에 의한 경관 관리도 효율적이라는 사실을 알 수 있었다. 특히, 앙악에 의한 규제는 개발의 규제가 심하여 진주시와 같이 개발의 수요가 큰 구릉지에 있어 항상 문제를 제기해 왔다. 기존의 조망경관 관리를 바탕으로 하여 관리하되, 개발의 수요가 높은 지역이나 경관적인 문제가 발생하지 않는 지역에 한해, 부감에 의한 조망경관 관리를 실행하게 되면 개발의 양을 기존의 개발량보다 더 제공해 줄 수 있게 된다. 이는 개발과 보존의 합리적 대안이 될 수 있다는 사실을 밝혀내었다. This study is to analyze the geographical characteristics of hillsides, and the characteristics and awareness of the users to provide solution for the problems of the hillsides landscape management zone and to discuss when and how to manage the hillsides in our city. Through preliminary preliminary studies. we have verified that this study is different compare to the existing researches, so we have only pointed out the terms associated with the view landscape, management techniques of the view landscape and case studies. In addition, we have analyzed the characteristics and progress of development of the hillside. Then, we have performed a survey and analyzed the actual users of the hillsides to collect data; we have done landscape simulation with its result. In order to manage the view landscape of the hillsides in the Jinju City, we must consider the panoramic views and sequence view and sequence view and must effectively perform landscape management on the existing Angle of Elevation and landscape management on the Angle of Depression. Especially, the regulation for Angle of Elevation is so strict, so strict, so it has been an issue for hillsides like Jinju City, where the demand is high. These hillsides should be managed by existing view landscape management but should perform view landscape management on the Angle of Depression for the areas that has high demand for the development or that does not have any landscape issues; then we’ll be able to provide much more benefits. This has been proved to be the reasonable alternative for development and preservation.

경관지구지정 이후의 경관인식의 변화에 대한 연구 ― 진주시 사례를 중심으로

본 연구는 전국의 지자체 중에서 선도적으로 2001년 3월부터 도시계획조례로 경관지구를 지정하고 시가지의 대부분에 걸쳐 고도관리를 실시하여 온 진주시를 대상으로, 경관지구의 지정 전과 후의 도시경관에 대한 인식의 변화와 경관지구에 대한 평가를 1997년 경관계획 당시의 설문조사와 비교분석을 통하여 바람직한 경관관리의 틀을 찾고자 하였다. 전체적으로 경관지구 지정 이후 경관에 대한 인식은 높아졌으며, 경관지구의 고도제한에 대해서도 대체로 긍정적인 평가를 내리고 있다. 그러나 시민, 공무원, 건축사 등의 조사 대상의 주체별 경관인식 및 경관평가에는 차이가 있으며, 특히 건축사의 경관평가에 대해서는 부정적 의견이 높게 나타났다. 그럼에도 불구하고, 진주성, 남강변, 진양호 주변 등 역사, 자연적 경승지에 대해서는 고도관리의 필요성이 높게 인식되고 있음을 알 수 있다. This study focuses on the changes of public opinion to recognize the necessity of the view control and the evaluation of the control after the assignment of the landscape-control zone, in 2009 the public recognized both for the control itself and needs for the control, much highly compared to the 1997 survey. In the result of the survey, the public generally agree with the assignment of the landscape control and in the landscape analysis, the higher rate is given to the controlled buildings in the zone. However there was a divergence of opinion according to respondents, the largest opponents were, since the assignment of the control zone, the architects. Nevertheless in the landscape analysis, the Architects gave relatively high rate to the view controlled zone and the lower buildings, which shows the contrast in understandings and assessments. This possibly can be explained as the reason to oppose is because of their professions.
