The paper examines the agricultural situation of Azerbaijan and provides some strategies for successful accession to the WTO and sustainable development of its agricultural sector after the WTO accession. Azerbaijan has been negotiating accession to the World Trade Organization (WTO) for fourteen years since Azerbaijan applied to WTO for admission in June 1997. However, many experts guess that Azerbaijan`s accession to WTO will probably require a long time. It is mainly because Azerbaijan`s legislation and system do not meet the WTO standards and accession conditions in many areas. Azerbaijan`s government should make serious efforts towards fulfilling the WTO accession conditions if Azerbaijan government wants to join in the WTO as soon as possible. In preparation of WTO accession, Azerbaijan government should work on the action plan for the sustainable development of its agriculture as follows: 1) Enhancing the capacity to produce its staple crop, 2) Promotion of value-added production and export, and 3) Enhancing the viability of rural areas. These seem to be three main goals that the Azerbaijan government should focus on in agricultural sector.

인구압축도와 교통에너지와의 관계 연구: 압축지표를 활용하여

Although many studies have introduced the concept of efficiency in compact cities, there are number of issues need to resolve for application in Korea. The purpose of this study is to find out whether compact developments are relevant for energy efficiency in Seoul metropolitan area (SMA). In order to examine the relationship, several indices (Dissimilarity, Theil, Entropy, Moran's I and Geary C) are first estimated, which can standardize the pattern of compactness of urban region. Secondly, we generate commuting volume and Vehicle Kilometer Traveled (VKT) which can represent an energy efficiency of the regions in SMA. Finally, we analyze the correlation between compact indices and VKT. The results in this study indicate that SMA has diverse urban structures. It is shown that Seoul CBD area showed compact city pattern. The southern part of Gyeong-gi area showed compact pattern and northern part of Gyeong-gi area showed sprawl pattern. Incheon area showed a energy efficient pattern. In order for SMA to be more energy efficient, more satellite towns need to be created around 40 kin outskirt of Seoul area.

An Empirical Exploration of the Endogenous Dynamics of Urban Neighborhood Indicators

본 연구는 도시근린지표(urban neighborhood indicators)의 내생적 동태(endogenous dynamics)를 실증적으로 분석하는 것을 목적으로 한다. Schelling의 티핑포인트(tipping point) 가설에 대한 논의를 바탕으로 도시근린지표의 동태적 변화에 관한 많은 이론적 연구가 있어 왔지만, 도시근린지표의 일시적, 외생적 충격에 따른 해당 지표의 내생적 조정과정(endogenous adjustment process)에 관한 실증적 분석은 미흡하였다. 도시근린지표의 내생적 조정과정 및 동태적 안정성(dynamic stability) 그리고 임계불안정성(threshold instability)에 관한 실증적 분석 결과는 도시근린지역 관련 공간계획정책을 추진하는 데에 있어서 해당 지표가 임계수준에 도달한 도시근린지역에 보다 지속적인 정책적 관심을 기울여야 할 것을 말해 주고 있다. 본 연구는 미국 클리블랜드시의 근린지역을 대상으로 근린지표 중 1990-2004년간 범죄율의 내생적 동태과정을 차분방정식(difference equation)에 바탕을 둔 동태적 패널 모형(dynamic panel model)을 이용하여 분석하였다.

지속가능한 교통정책의 일환으로 자전거 이용의 보편화와 생활화가 한 가지 대안으로 떠오르고 있는 바, 자전거 이용자들의 쾌적 함과 즐거움을 조성하기 방안들이 요청된다. 이 중 자전거도로 꽃길 조성은 환경친화적 요구에 부합하는 동시에 자전거 이용의 증 가를 위한 방안이 될 수 있다. 본 연구는 자전거도로 꽃길 조성의 활성화 방안을 구축하기 위해 자전거도로 꽃길 조성에 대한 가치 를 추정하고자 하였다. 순서형 프로빗 모형을 통해 자전거도로 꽃길 조성의 주관적인 경관보전적 가치 인식에 대해 분석한 결과 자 전거도로 꽃길 조성의 주관적인 경관보전적 가치와 관련하여 연령, 소득, 주변 자전거도로 경관수준, 자전거 이용 여부의 항목들이 통계적으로 유의한 것으로 분석되었으며, 이에 따라 자전거도로 꽃길 조성이 자전거 이용 활성화를 위한 유의미한 수단이 될 수 있음을 알 수 있다.

생물다양성을 고려한 기업 공유가치창출전략의 소비자가치 측정

본 논문은 한국 기업들이 나고야 협정을 준수하게 하고 생물다양성을 고려한 경영을 하도록 유도하고자 생물다양성 표시제품에 대한 가상가치법을 사용하여 생물다양성에 대한 소비자 가치를 추정하였다. 본 논문의 연구 가설은 생물다양성 표시제의 사용가치와 존재가치가 소비자 가치의 감정 가치, 조건 가치, 그리고 지식 가치를 통해 소비자의 지불의사액에 긍정적인 영향을 미친다는 것이다. 분석대상 제품은 우유(실용재)와 화장품(선호재)이다. 분석 결과, 생물다양성표시가 있을 경우, 우유는 35.7% 화장품은 6.3%의 추가금액을 지불할 의사가 있는 것으로 분석되었다. 특히, 생물다양성 표시제를 실시한 기업에 대한 영향도를 높게 평가한 사람 일수록, 생물다양성 표시에 대한 이해도가 높을수록 추가 지불의사액이 높아짐을 알 수 있었다. 이는 기업이 생물다양성을 고려한 공유가치전략을 실시할 경우, 소비자는 기업의 상품에 더 큰 지불을 할 의향이 있으며 이는 기업이 나고야 협정을 준수하게 하는 유인이 될 수 있음을 암시한다. 또한 생물다양성을 고려한 기업경영이 자리 잡기 위해서는 국가차원에서의 제도에 대한 지속적인 교육과 홍보도 필요함을 시사한다. Nagoya Protocol came into effect October of 2014. For Korean companies to follow Nagoya Protocol with ease, this research conducts the survey to figure out consumers’ additional willingness to pay for bio-diversity. The hypothesis that the bio-diversity label will make an impact on willingness to pay through emotional value, conditional value, and epistemic value is based on consumption value theory. The survey is conducted for two product categories; first one is utilitarian product (milk) and the other one is hedonic product (cosmetics). The analysis result shows the bio-diversity label on both product categories incur additional willingness to pay. Especially, expectation on effectiveness of bio-diversity label increases the additional willingness to pay on biodiversity label. This implies for easy following on Nagoya Protocol, the education and promotion of bio-diversity is need to increase consumers’ additional willingness to pay, which can be the attraction for companies to obey the Nagoya Protocol.
