        The purpose of this paper is to suggest some policy implications to improve the organizational competence through comparative analysis between hierarchical norm and job stability of public organizations. For accomplishing the research goal, we accepted the hypothesis that the above 2 factors may affect the organizational competence and analyzed several related factors. As a result, it is necessary to enhance the job stability and reduce the hierarchical norms for improving the organizational competence. It means that humanitarian approach would be needed rather than task orientation and professionalism. Humanitarianism should be introduced to improve the organizational competence of public organizations avoiding the recent performance oriented approaches. According to the result, to improve the organizational competencies of the frontier agencies, it is necessary to improve job stability and reduce the hierarchical norm.

        This study purposed to compare the organizational culture of the public agencies such as community center and firefighting station focusing on the hierarchical norms meaning the job stability proposed by Z theory of Ouchi from the perspective of humanitarianism and the hierarchical authoritarianism which is the bureaucratic form of Weber and tried to find the organizational competency improvement method. While firefighting organization is a field of specialty public servants with class culture and up to down hierarchy, community center performs civil complaints as well as community self-ruling. Therefore, if difference between two organizations are to be found through the organizational culture comparison, the direction and the strategy of the organizational culture to enforce the competency of the organization can be reestablished based on the difference. From the analysis, it was found that in order to improve the organizational competency of frontier administrative agencies it would be necessary to enhance the employment stability and reduce the hierarchical norms by accommodating humanitarian perspective proposed by Ouchi’s Z theory. In particular, when the relation between organizational culture factors (task orientation, authority orientation, relationship orientation and professional orientation) and organizational competencies was analyzed, it was found that relationship orientation culture made the biggest influence on the improvement of the organizational competency, which shows the perception that humanitarian approach would be needed rather than task orientation and professionalism. In other words, humanitarianism should be introduced to improve the organizational competencies of frontier agencies avoiding the recent performance oriented approaches.
