      • 草創期에 있어서의 韓·美外交關係 : 修交條約 締結을 中心으로

        Today, it is considered that anyone who sincerely aspire to secure the further improvement and expansion of friendship, cooperation and alliance between Korea and the United States of America, is under obligation to study on how Koreans and Americans accepted and understood such diplomatic relationship at each viewpoint and position, and also, on detailed negotiation between two countries, in an objective and realistic manner, through looking into historical facts concerned. It would be really meaningless, without modern significance only to describe already-known facts, such as formal negotiation history or diplomatic policy between the both Governments. So, it is the most important for us to understand the relationship between Korea and the United States on intelligent and emotional experience and it's people's image toward it's counterpart country. Therefore, in this study, I tried to analyze motivation and details on conclusion of Korea-the United States Friendship Treaty, based on the above viewpoints. The matter I found through this study is considered to be so simple, and it is concluded as follows: It is obvious that, as a whole, the Friendship Treaty had a strong, unilateral and unequal coloring, favoring the United States of America. Moreover, this Treaty guarantee that, for the primary object of U.S.A., the responsibility of American crew care in wrecked ship is liable to Korean Government, and also, America will be treated as "The Most Favored Nation", and consular jurisdiction, so-called, extraterritorial jurisdiction shall be given to Americans. We should consider the following characteristics of this Treaty: First, this treaty was Second one concluded with foreign country, which was followed by Kanghwa Treaty between Korea and Japan, and also, it was our first treaty concluded with European country. Second, the Treaty was not outcome concluded by the subject country, Korea's independent, subjective, diplomatic negotiation toward the United States, but by influence of Li Hung-Chang(1823-1901) of China. In addition, for Korean side, one of the major motivation for conclusion of this Treaty was it's own security preparedness sense originated from it's consciousness of crisis on confrontation between China and Japan in the wake of Japan's advance into Korean Peninsular. Considering the above facts, it can be well said that, on occasion of conclusion of this Treaty, the international political pressure had come even to the Hermit Kingdom of Korea. Anyway, it should be noted that there was a desire and intention in the hearts of mediator, Li, Hung-Chang, King Kojong and a group of Open Door Policy, who had cherished their Power-political ideal aimed at restraining the advance of influence into Korean Peninsular by Japan and Russia bent on their expansionism through arbitration of the United States of America.

        It is considered that those who wish for a continuous friendly relationship between Korea and the United States of America are obliged to understand and study how they recognized each other, and details on the diplomatic negotiations they had so far, by examining the concerned historical records first. Usually, we find it prosaic and having no modern significance to study only the widely known affairs, such as official negotiation history and foreign policies between the both Government authorities level. However, the most important matter is to understand the Korea-America relationship on each nation's intellectual and emotional experiences basis, by survering and examining the theory which forms a base for each foreign policy, or each people's recognition and image on their counter-part country and people. By doing so, we can grasp the mutual relationship between Korea and U.S.A. as a part of Korean history and American history, and also, our probable mistakes of superficial observation on Korea-U.S.A. relationship, just as shown in many study reports and documents on this theme, can be avoided. Accordingly, based on these standpoint even in this study, I tried to examine the American policy toward Far East, mainly by President, T. Roosevelt, expecially on the American View and policy on Korean Empire(Dai Han Jekuk). In the analysis of the American Policy Toward Korea, the emphasis was placed on the examining of American policy-makers, policy-determinators and policy-executors' image on Korea, which form a base for such foreign policy to Korea. In order to attain these established study object, I classified American's views in the turning point of the Century ranging from the end of 19th Century to the beginning of 20th Century into two types of so called, "Ideal Type, represented by H. N. Allen", and "G. Kennan Type" to secure the better effective study on the established theme. Based on this my study results, it is well concluded as follow. In the Ideal Type, what was H.N. Allen's view on Korea? He seems to have a strict view on the political situation in Korea, but, he was fortunate enough to expect a bright something for Korea at his viewpoint that Koreans have a characteristic of Obedience with her acceptability of Christianism. In a word, he seemed to hold an expectation that everything in Korea was heterogeneous, compared with that of America at that time, but, in it's possibility, Korea can be homogeneous. According to him, he had been holding a very friendly feeling on Korea at his viewpoint that Koreans can accept American system and mode of life (It can be said "possibility of Conformity"). After all, it can be said that American's view or consciousness on Korea had been growing stronger than ever before, in the standpoint that Korea might accept American political system and principle of life fully with her 100 percent alignment degree with the United States of America and that, Koran can be a satellite state of United States of America. Such view to Korea had not been made only by H. N. Allen, but, the smallest Pro-Korean Group in the United States of America. H. N. Allen was the most self-conscious person and a symbol of the same Group. On the other hand, G. Kennane's outlook on Koreans was considerably severe, which had a significant effect on the formation of the them President, Roosevelt's Outlook on Korea, G. Kennane's image to Korea was that Koreans had been a slave to the worst conventional and superstition and their mind became rotten with impossibility of their self-relief; The most Korean people had been groaning with the barbarous and autocratic exploitation by the aristocratic(Yangban class in Korean) class, and that, Korean people had been idle and unfaithful race. Thus, his view and conception on Korea was same one as that of American political leaders and the most of American people. G. Kennane was the most self-conscious forerunner and a symbol of his group.
