在高质量发展的背景下,普惠性幼儿园的建设和发展显得尤为重要。这不仅关乎教育公平,也是社会进步和人口政策的重要体现。普惠性幼儿园旨在缩小城乡、区域间的教育差距,提供均等的教育机会,特别是对中低收入家庭的儿童。面对的主要挑战包括城乡资源分配不均衡、财政投入的结构性失衡以及办园体制的显著差异。解决这些挑战的关键在于精细化资源配置、建立需求与供给的预警及协作机制、优化公平合理的资源分配机制,以及利用政策工具构建完善的激励机制。此外,强化质量评估和内涵发展、提升教育和保育服务水平也至关重要。 Under the background of high-quality development, the construction and development of inclusive kindergartens are particularly important. This is not only about educational equity, but also an important embodiment of social progress and population policy. Inclusive kindergartens aim to narrow the education gap between urban and rural areas and between regions and provide equal educational opportunities, especially for children from low- and middle-income families. The main challenges include the unbalanced distribution of resources between urban and rural areas, the structural imbalance of financial input, and the significant differences in the management system of parks. The key to solving these challenges lies in the fine allocation of resources, the establishment of early warning and cooperation mechanism between demand and supply, the optimization of fair and reasonable resource allocation mechanism, and the use of policy tools to build a sound incentive mechanism. In addition, it is essential to strengthen quality assessment and content development, and improve the level of education and childcare services.

我国托育服务刚刚起步,面临着很多问题和挑战。目前,我国托育服务发展存在一些亟待解决的问题,如托育服务供给与需求矛盾依然存在、托育服务政策落实存在地区差异、国家与地方财政的投入与补贴不足、管理部门责任不明确以及托育服务质量良莠不齐等问题。为解决市场化托育服务的负面影响,政府将托育服务纳入建立健全社会福利体系的战略规划之中。在托育服务发展的路径上,可以通过倡导新办和改办托育机构、打破传统托育二元类型体系、实施托育价格管制以及完善托育服务综合监管体系等来推动托育服务发展的政策意图,旨在促进我国托育服务的健康、快速发展,满足社会和家庭的需求。 The childcare service in our country has just started and is faced with many problems and challenges. At present, there are some urgent problems to be solved in the development of childcare services in China, such as the contradiction between supply and demand of childcare services, regional differences in the implementation of childcare service policies, insufficient national and local financial investment and subsidies, unclear responsibilities of management departments, and uneven quality of childcare services. In order to address the negative impact of market-oriented childcare services, the government has included childcare services in the strategic planning of establishing a sound social welfare system. In the path of the development of childcare services, the policy intention of promoting the development of childcare services can be promoted by advocating new and changing childcare institutions, breaking the traditional dual type system of childcare services, implementing price control of childcare services and improving the comprehensive supervision system of childcare services, so as to promote the healthy and rapid development of childcare services in China and meet the needs of society and families.
