Hopes and Traps on the Path to a Nuclear-Free Japan: The Fukushima Disaster and Civil Society

The Fukushima nuclear disaster, which caused complex societal damage, also led to a shift in Japanese public opinion supporting the move away from nuclear power. The nuclear phaseout movement has transcended the traditional framework of Japanese social movements and has the potential to become a new force for reform. However, the Japanese nuclear phaseout is also complicated by the Liberal Democratic Party’s style of rule, the link with nuclear weapons, and the relationship between Tokyo and the areas hosting the nuclear power plants. This article considers the future outlook for an energy shift and political reform in Japan with a focus on the roles of civil society and local leadership.

Japan’s military budget has held steady at below one percent of its GDP. Japan spends heavily on personnel for its Self- Defense Forces, support of U.S. bases in Japan, and development of its ballistic missile defense and space development. Yet in recent times, the Japanese business community has also demanded an amendment to Article 9 of the constitution for the promotion of military-civil integrated space development and an end to the ban on arms exports. With the future of Japan’s security policy still uncertain after the election of the new Hatoyama administration, innovative disarmament cooperation would better serve the stability of the region than Japan’s development of high-tech, offensive military capabilities. Fabrication of Artificial Crystal Architectures by Micro-manipulation of Spherical Particles

We newly designed and manufactured a new arranging system for a three-dimensional artificial crystal of monosized micro particles. In this system, a robotic micro-manipulator accurately locates the spherical particle onto the lattice point, and subsequently fiber lasers micro-weld the contact points between the neighboring particles. Actually, one- and two-dimensional arrays were constructed using monosized tin particles with the diameter of 400 m. Moreover, due to optimization of the process parameters, we successfully constructed the artificial crystals of simple cubic and diamond structures. In particular, the diamond structure which can represent a large photonic band gap is expected to progress toward a practical photonic crystal device.

<P>Multi-walled carbon nanotube (MWCNT) reinforced copper (Cu) matrix composites, which exhibit chromium (Cr) carbide nanostructures at the MWCNT/Cu interface, were prepared through a carbide formation using CuCr alloy powder. The fully densified and oriented MWCNTs dispersed throughout the composites were prepared using spark plasma sintering (SPS) followed by hot extrusion. The tensile strengths of the MWCNT/CuCr composites increased with increasing MWCNTs content, while the tensile strength of MWCNT/Cu composite decreased from that of monolithic Cu. The enhanced tensile strength of the MWCNT/CuCr composites is a result of possible load-transfer mechanisms of the interfacial Cr carbide nanostructures. The multi-wall failure of MWCNTs observed in the fracture surface of the MWCNT/CuCr composites indicates an improvement in the load-bearing capacity of the MWCNTs. This result shows that the Cr carbide nanostructures effectively transferred the tensile load to the MWCNTs during fracture through carbide nanostructure formation in the MWCNT/Cu composite. </P>
Fabrication of a Three-dimensional Terahertz Photonic Crystal Using Monosized Spherical Particles

Three-dimensional artificial crystals with periodicity corresponding to terahertz wave lengths were fabricated by self-assembling monosized metal spherical particles. The metal crystals were weakly sintered to utilize them as templates. The metal templates were inverted to air spheres crystal embedded in dielectric resin though infiltration and etching. The resulting resin inverted crystals clearly presented the photonic stop gaps within terahertz wave region and the frequencies of the gaps were confirmed to agree well with calculation by plane wave expansion method.
