      • [Working Paper] Justice in the Age of AI: Applying Political Philosophy to Address Ethical Challenges in AI Governance

        ( Chee Hae Chung ),( Daniel Schiff ) 한국행정학회 2023 한국행정학회 학술발표논문집 Vol.2023 No.3

In the rapidly advancing era of artificial intelligence (AI) systems, the discourse on AI ethics has become increasingly important, leading to the release of several ethics guidelines. However, to ensure justice in an era of rapid change, it is crucial to establish the specific social values that the government’s policy direction should pursue before presenting abstract guidelines. This study proposes Rawls’s theory of social justice as a guideline to mitigate the limitations of AI algorithms and address the need to establish justice in the age of AI. It highlights the unique challenges posed by the AI operating system, including issues of data path dependency, proximity, bias, and the black box problem. The study argues that Rawlsian justice theory can counterbalance bias in data input by AI algorithms and past dependency or bias in results by safeguarding the rights of individuals who may not be part of the majority. To tackle these challenges, the study suggests that the government take the lead by preemptively supplementing input values that cause problems in AI algorithms and regulating outputs derived from AI’s automated algorithms. The study will conduct a comprehensive investigation into potential challenges associated with AI algorithms. A deliberate emphasis on the infusion of political philosophy into AI ethics discussions serves as a foundational exploration. Diverse political philosophy dialogues, ranging from traditional ethical discussions from Hutcheson, Bentham, Mill, and Rawls, as well as relatively Sandel, Sen/Nussbaum, Nozick, to critical theories,, will be scrutinized for nuanced insights. The work plan extends to critically assess the relevance and potential criticisms of Rawlsian ethics in the contemporary AI ethics era.
