      • Retaining Out-of-State Freshmen at ASU

        College completion has become a national priority in the United States. Before students can graduate from a college or university, however, they must survive their first year in higher education. The retention of out-of-state freshmen is a major piece of the larger college student retention puzzle due to recent national enrollment trends and the financial implications of out-of-state student enrollment. With public universities nationwide receiving less financial support from state governments, many of these institutions have used a strategy of aggressively recruiting and increasingly enrolling out-of-state students because the higher tuition these students pay can help offset the loss of state funding. Despite the importance of out-of-state students to the national higher education landscape, little research has been conducted on out-of-state student retention. This study examined the relation between a resource website and the engagement, sense of belonging, homesickness, and retention of out-of-state freshmen at Arizona State University (ASU). Mixed methods of inquiry were utilized; data sources included a pre- and post-intervention student survey, student interviews, student essay artifacts, website utilization records, and university retention reports. This study demonstrated that freshmen coming to ASU from another state experienced four main challenges related to being an out-of-state student. Those challenges were homesickness, adjusting to living in Arizona, managing finances, and making friends at ASU. Out-of-state students therefore needed extra support for their transition. The study found that an out-of-state student resource website had a positive association with co-curricular engagement and homesickness frequency reduction. Moreover, the site provided useful information on the challenges experienced by out-of-state freshmen. Discussion includes possible explanations for the findings and implications for practice and research.

      • From Exclusion to State Violence: The Transformation of Noncitizen Detention in the United States and Its Implications in Arizona, 1891-present

        This dissertation analyzes the transformation of noncitizen detention policy in the United States over the twentieth century. For much of that time, official policy remained disconnected from the reality of experiences for those subjected to the detention regime. However, once detention policy changed into its current form, disparities between policy and reality virtually disappeared. This work argues that since its inception in the late nineteenth century to its present manifestations, noncitizen detention policy transformed from a form of exclusion to a method of state-sponsored violence. A new periodization based on detention policy refocuses immigration enforcement into three eras: exclusion, humane, and violent. When official policy became state violence, the regime synchronized with noncitizen experiences in detention marked by pain, suffering, isolation, hopelessness, and death. This violent policy followed the era of humane detentions. From 1954 to 1981, during a time of supposedly benevolent national policies premised on a narrative against de facto detentions, Arizona, and the broader Southwest, continued to detain noncitizens while collecting revenue for housing such federal prisoners. Over time increasing detentions contributed to overcrowding. Those incarcerated naturally reacted against such conditions, where federal, state, and local prisoners coalesced to demand their humanity. Yet, when taxpayers ignored these pleas, an eclectic group of sheriffs, state and local politicians, and prison officials negotiated with federal prisoners, commodifying them for federal revenue. Officials then used federal money to revamp existing facilities and build new ones. Receiving money for federal prisoners was so deeply embedded within the Southwest carceral landscape that it allowed for private prison companies to casually take over these relationships previously held by state actors. When official policy changed in 1981, general detentions were used as deterrence to break the will of asylum seekers. With this change, policy and reality melded. No longer needing the pretext of exclusionary rationales nor the fiction of humane policies, the unencumbered state consolidated its official detention policy with a rationale of deterrence. In other words, violence. Analyzing the devolution of noncitizen detention policy provides key insights to understanding its historical antecedents, how this violent detention regime came to be within the modern carceral state, and its implications for the mass incarceration crisis.

      • A Comparative Analysis of the Health Status of Hispanic Children: The Cases of Washington State and Arizona

        For the last quarter century, Washington State has been ranked in the top third of the United States in health status while Arizona has been consistently around the bottom third. This gap can be partly explained by data related to traditional determinants of health like education, income, insurance rates and income. Moreover, Washington State invests three times more resources in the public health sector than Arizona. Surprisingly, however, Hispanic children in Washington State have poorer health status than Hispanic children in Arizona. This dissertation explores possible explanations for this unexpected situation, using as a conceptual framework the cultural competency continuum developed by Cross. The study consisted of analysis of health-related data from Washington State and Arizona, and interviews with state health administrators, local health departments, community-based organizations and university administrators in both states. This research makes a modest contribution to the role that cultural competence plays in the development and implementation of health policy and programs, and the potential impact of this approach on health status. The dissertation ends with recommendations for health policy-makers and program planners, particularly in states with a significant proportion of minority groups.

      • Exploring the Intersections of Local Language Policies and Emergent Bilingual Learner Identities: A Comparative Classroom Study at an Urban Arizona School

        This multilevel, institutional case study used ethnographic methods to explore the intersections of local language policies and emergent bilingual students' identities in dual language and structured English immersion (SEI) classrooms at one urban elementary school. Using a sociocultural policy approach as means to explore the ways that educational language policies are appropriated and practiced in schools and classrooms and an intersectional literacy identity framework, I engaged in a multilevel qualitative analysis of one school, two fifth-grade classrooms, and four focal emergent bilingual students. At the school and classroom levels, I sought to understand the ways educators practiced and enacted language policies as well as how they conceptualized (bi)literacy for emergent bilingual students. At the student level, I engaged in identity-text writing sessions designed around student interests yet aligned with the opinion/argumentation writing style the students were working on in class at the time of data collection. Additionally, I conducted one-on-one interviews with the participants at each level of analysis (i.e. school-level, classroom-level, and student-level). The primary data analysis sources included participant interviews, classroom observations, and student identity-text artifacts. Findings highlight the dynamic in-school and classroom-level realities of emergent bilingual students in an Arizona educational-language policy context. Specifically, at the school level, there was an ongoing tension between compliance and resistance to state-mandated policies for emergent bilingual students. At the school and classroom levels, there were distinct differences in the ways students across the two classrooms were positioned within the larger school environment as well as variation surrounding how language and culture were positioned as a resource in each classroom context. The role of teachers as language policymakers is also explored through the findings. Analysis of student texts revealed the centrality of intersectional student identities throughout the writing processes. The discussion and conclusions more broadly address implications for educational practice, policy, and future research directions.

      • Climate Change, Governance, and Risk Perceptions in Urban Contexts

        This dissertation provides a foundation for understanding who decides and proceed local climate change policymaking, how race and ethnicity, class, and political ideology inform climate beliefs, the role of personal exposure to heat-related illnesses in climate change beliefs, and finally differences in perceptions of local extreme heat and global manifestations of climate change.The first focus examines urban climate governance, the influence of state policy, and stakeholders’ climate agenda-setting in a state-centric urban governance structure. A new conceptual model is developed to explore climate governance in Istanbul, a Turkish megacity, under a unitary system of government, in a transcontinental country straddling Europe (in candidate status with the European Union) and Asia. The qualitative analyses show that swings in political leadership, the divergence between the existing laws and newly adopted urban climate agenda, and conflicting priorities between policy entrepreneurs generate barriers to long-run and tangible climate change actions in Istanbul.The second focus unveils the influence of personal heat exposure and sociodemographic characteristics affecting climate change perceptions in a large American city facing substantial climate change impacts, Phoenix, Arizona. Using the 2011 Phoenix Metropolitan Area Social Survey, a two-level logistic model examines what factors influence a belief that “global warming and climate change are already occurring.” The integrated econometric model of climate beliefs and justice shows that climate change and global warming are positively associated with non-white race and non-Latinx ethnicity, high levels of education, personal experience with heat-related illnesses, and liberal beliefs.The last focus of this dissertation explores how threats of extreme local weather conditions and global climate change are perceived differently by individuals depending on their vulnerability and adaptive capacity to the changing climate. Using the 2017 Phoenix Social Survey, the individual-level regression models demonstrate that greenspace and tight-knit communities, aspects of adaptive capacity, serve as protective elements reducing the perception of climate risk. Factors such as ethnic identity and connection to place are more closely associated with local versus global risks. In contrast, political ideology and personal experiences moderate perception of both local and global risks.

      • Imagining Solar Communities: The Governance and Visuality of Urban Photovoltaics

        Concerns about the environmental and social impacts of anthropogenic climate change have called into question the efficacy, efficiency, and equity of energy systems. People committed to renewable energy transitions, and those who defend fossil-based systems, are simultaneously envisioning energy futures and seeking to build them. In the process, they are changing both energy technologies and how social life is organized around them. In this dissertation, I examine how ideas and materialities around distributed solar power become inscribed into energy policies, etched into urban landscapes, and embedded into city life. These processes engender particular kinds of embodied communities, which I define as solar communities. I study the visual and affective dimensions of emerging solar communities in Arizona and Italy using the qualitative methods of semi-structured interviews, photo-documentation, and observation. The dissertation consists of three papers. In Chapter 2, I explore how rooftops are constructed as newly productive sites for electricity generation through economic, legal, cartographic, and political negotiations, and how they become sites of struggle over who has access to them. I describe a case study in Phoenix about a proposed change in compensation for residential rooftop solar customers and the affective dynamics of a protest around it. In Chapter 3, I examine how a variety of photovoltaic applications are appearing in urban landscapes in Treviso, Italy and Flagstaff, Arizona. I investigate how aesthetic and environmental values are imbued in the physical forms those installations ultimately take, and the role that in/visibility plays in shaping these decisions. I use photography to document these emergent solar communities and argue that there is value to seeing photovoltaics in your city. In Chapter 4, I describe a workshop I led on the human dimensions and ethical trade-offs of renewable energy transitions using interactive activities and case studies from Ethiopia and Appalachia. I show how decisions about energy transitions have far-reaching impacts on people’s lives, health, the way they work, and geopolitical relationships. Together, these chapters begin to form a picture of the governance around, and visuality of, photovoltaic designs that emerge as fixtures of both landscape and society, which in turn inform solar communities.

      • GeoAI-Enhanced Techniques to Support Geographical Knowledge Discovery from Big Geospatial Data

        Big data that contain geo-referenced attributes have significantly reformed the way that I process and analyze geospatial data. Compared with the expected benefits received in the data-rich environment, more data have not always contributed to more accurate analysis. "Big but valueless" has becoming a critical concern to the community of GIScience and data-driven geography. As a highly-utilized function of GeoAI technique, deep learning models designed for processing geospatial data integrate powerful computing hardware and deep neural networks into various dimensions of geography to effectively discover the representation of data. However, limitations of these deep learning models have also been reported when People may have to spend much time on preparing training data for implementing a deep learning model. The objective of this dissertation research is to promote state-of-the-art deep learning models in discovering the representation, value and hidden knowledge of GIS and remote sensing data, through three research approaches. The first methodological framework aims to unify varied shadow into limited number of patterns, with the convolutional neural network (CNNs)-powered shape classification, multifarious shadow shapes with a limited number of representative shadow patterns for efficient shadow-based building height estimation. The second research focus integrates semantic analysis into a framework of various state-of-the-art CNNs to support human-level understanding of map content. The final research approach of this dissertation focuses on normalizing geospatial domain knowledge to promote the transferability of a CNN's model to land-use/land-cover classification. This research reports a method designed to discover detailed land-use/land-cover types that might be challenging for a state-of-the-art CNN's model that previously performed well on land-cover classification only.

      • The Mauritian Diaspora in Toronto, Canada: Identity and Transnational Processes

        It is estimated that 3000 Mauritian immigrants live in the Canadian province of Ontario, yet despite this relatively small number they are culturally distinct in the city of Toronto. Using ethnographic methods, this dissertation examines immigrants’ changing identities, engagement in transnational politics, and transnational relationships with family members still in Mauritius. Mauritian immigrants in Toronto tend to conceptualize of a unified Mauritian community, created out of a sense of pride that Mauritians are doing well economically, as well as through shared cultural practices like speaking the Mauritian kreol language. However, there are also divisions within the diaspora along ethnic and religious lines, mirroring those in Mauritius. Immigrants also identify as Canadian to a degree, even though what it means to be Canadian varies. Mauritian immigrants’ engagement with Canadian governance influences their likelihood of engaging in transnational politics, even though this is further mediated by the context of migration. Those who migrated as adults with a fully established social network are more likely to try and actively engage in transnational politics compared to those who migrated as young adults to pursue higher education. The latter tend to show an aspiration to engage in transnational politics or a complete lack of engagement from the Mauritian state. Finally, family relationships, including transnational family ties, are an important factor in migration decisions, both in choosing to migrate and choosing to return home. The decision to migrate to Canada is not taken simply at the individual level but is made with input from other family members, or for the children’s welfare. Immigrants retain transnational ties to other kin through internet technologies, frequent visits back to Mauritius, and the sending of remittances. Immigrants are ambivalent about returning home because they do not wish to leave behind their children or grandchildren who have an established life in Canada. This dissertation contributes to the immigration literature by showing that there are generational factors in how immigrants identify and engage in transnational relationships. It also provides policy implications both for the Mauritian government and receiving countries concerned with culturally distinct diasporic populations.

      • "A University with Better Roots": Tracing the Public Value of Engineering Universities in Cameroon

        Engineering higher education is growing rapidly across the world, especially in the Global South. For many of these countries, the dominant engineering university models were imported and established by colonial European empires. These imported systems of higher education and engineering evolved to meet the local contexts of Europe and the United States in response to political and technological change. Today, engineers are being seen by national and international policymakers as key for innovation and technological development. Given that these models are exogenous to these countries and may carry embedded design values that correspond to the needs of the Global North, this study explores how engineering universities are aligned with societal values in Cameroon, a country with three colonial legacies, a highly diverse institutional landscape, and an engineering university system that is rapidly expanding.To assess the alignment of the Cameroonian engineering education system with Cameroonian perceptions of the common good, this dissertation employs a modified public value mapping method, comparing exogenous public values with endogenous perceptions of public value success or failure. Exogenous values embedded in global engineering education are determined using historical analysis of the evolution of engineering and higher education models in Europe and the United States. Endogenous perceptions of public value success or failure associated with Cameroonian engineering education are determined using a grounded analysis of 49 semi-structured interviews and focus groups. These two sets of values are mapped using historical narrative analysis to illuminate the social impacts of exogenous educational models.This study finds that the engineering curriculum, institutional models of innovation, and methods of academic advancement are all perceived by Cameroonians to be misaligned with the public good. While a grassroots technology start-up culture, inspired by Silicon Valley, has been modified to meet the perceived common good. Furthermore, there is evidence that private grassroots engineering universities may hold stronger ties with their surrounding community than state supported institutions, thus addressing a societal value that would otherwise be neglected. This study suggests that both endogenous and modified exogenous models are more likely to meet perceptions of the common good, while models which are developed outside of a culture are more likely to be perceived as misaligned with societal goals.

      • Growing the Green Goddess Commercial Marijuana Growers on the Edge of Legality

        This study is an in-depth examination of thirty-one commercial marijuana growers in four states in the United States. Presently, federal law prohibits marijuana production, but twenty-five states and the District of Columbia allow some provision for marijuana production. Despite massive federal campaigns against marijuana growth, the growers themselves have received comparatively little attention. This study investigates three questions: 1) to what extent do commercial marijuana growers meet life-course criminology's expectations of offenders; 2) how do growers learn the requisite norms, knowledge, and skills to be successful; and 3) to what extent do growers comply with state laws, and why? The results find little-support for life-course variables. While social learning theory is supported, the results also indicate that independent learning through trial and error and learning through various media are relevant to knowledge and skill acquisition. Respondents adopted a variety of strategies regarding state laws, with partial-compliance in order to minimize risk being the most common. Implications for both theory and policy are discussed.
