This study is designed to understand how the competency of members in an organization is applied and utilized in the competency-based educationtraining programs, and to analyze the influence of each individual characteristics and organizational characteristics of learners especially in a business environment where organizations as well as individuals are required of drastic changes. To this end, following tasks were reviewed.First, what influence do individual characteristics of participants on the competency-based educationtraining programs have on the efficacy of educationtraining? Second, what influence do organizational characteristics of participants in the competence-based educationtraining programs have on the efficacy of educationtraining?In an attempt to probe on these tasks, a survey was conducted against restaurant operations managers of Company ''A'' which pioneered to introduce and establish core competency. Based on the collected questionnairesof the survey, diverse statistical methodologies were adopted for technical statistical analysis, frequency analysis, T verification, credibility analysis, factor analysis and recovery analysis, and followings outcomes were identified after going through previously mentioned processes.First, individual characteristics of participantsof educationtraining programs such as achievement desire and sense of self-efficacy turned out to have a significant influence on the efficacy of competency-based educationtraining programs.Second, organizational characteristics having a significant influence on the efficacy of competency-based educationtraining programs are affected by supports from bosses, colleagues, transfer opportunities, and expectation of compensation. In the meantime, possibility of changes turned out not to have any significant statistical influence on the programs. Eventually, this study shows the efficacy of competency-based educationtraining programs are more affected by such individual characteristics as achievement desire and sense of self-efficacy as well as such organizational characteristics as supports from bosses and colleagues, transfer opportunities and expectation on compensation.Accordingly, following conclusions can be made based on the research outcome. First, in planning and operating educationtraining programs, a favorable and supportive environment should be created by securing required resources including tools, facilities, and financial assistance, or timely help or advice from boss and colleagues so that acquired knowledge, skills and attitude changes could be transformed into behavioral changes in the actual work sites. Second, individual characteristics including achievement desire, and sense of self-efficacy can be developed in the course, but it may be more beneficial to hire individuals who are already equipped with these attributes. Thus, a recruiting system to select individuals with these competencies in the first place should be developed and operated accordingly. Third, a pivotal part of the competency-based educationtraining programs is to provide a continuous feedback, and to reinforce concepts and techniques that have been learned at the work site. As is the case with Company ''A'', competency-based educationtraining programs should be operated by integrating it into the company''s HR systems to garner company-wide supports, and manager educationtraining systems to train management level who can help competency development of employees also should be established.Fourth, given the factors of organizational characteristics for promoting efficacy of educationtraining, diverse competency development systems should be utilized. One of the examples can be assigning new responsibilities or tasks or utilizing mentoring system for the competency development. In order for the competency-based educationtraining programs to be more effective, all the solutions for training and coaching should be integrated into one system to reinforce and promote one another for synergic effects. This way, learners can aware supportive environment of the organization to encourage to practice what was learned during the class to the working sites so that achievement desire and sense of self-efficacy could be enhanced, eventually leading to performance of individuals and organizations.Following recommendations for the further study can be offered based on the research outcome and conclusion. First, for a more generalized verification, a variety of enterprises, organizations, classes and industries should be included for a repetitive study. Second, in the future study, competency of an organization, in particular, the core competency factors should be probed as variants to verify efficacy of competency-based educationtraining programs. On top of this, analysis of difference in the performance of individuals and organizations and competences before and after the programs should be included. Fourth, another survey tool should be developed to more extensively reflect organizational characteristics affecting the efficacy of educationtraining programs, going beyond the self-report format survey.
