    Among various negative effects on people dwelling in the areas of express automobile road, this research has been exercised to provide the groundwork of the countermeasure for "depreciation of land value" due to automobile noise by evaluating the measure of the financial damage. In order to study this research, I estimated the effect of automobile noise on the price of land, targeting on automobile noise sites near Inner Circulation Road, Seoul, Korea. This research also compared and analyzed in the case of near area of Circulation Line 7, Tokyo, Japan.
    This research borrowing Hedonic Price Method as the theoretical formula for the actual proof analysis, it analyzed the influence of automobile noise using publicly assessed value of land out of divers land prices. Land price of 328 direct Automobile noise sites near roadsides and potential noise sites near Inner Circulation Road and 490 sites near Circulation Line 7 has been sampled and analyzed as follows.
    Above all, special property variable of land price which is expected to have influence on the determination of land price has been classified into four characters: Location characters, Neighborhood characters, Structural characters, Environmental characters and so on and This also has been classified into 10 variables to find out the relationship between dependent variables and independent variables. Meanwhile, Correlation analysis has been performed ahead of multiple regression analysis in order to find out the relationship among variables. Results from the Correlation analysis showed that the relationship between variables or code match with estimate code in a good amount. Namely, a distance of straight line to Inner Circulation Road, a distance to radiate arterial road and auxiliary arterial road, a distance from subway, one day traffic volume of Inner Circulation Road and average traveling speed match, but time of downtown required, tunnel which is dummy variable, overpass and existence of soundproof wall don't match.
    Next, this research also has been applied and practiced by linear, semi-log, inverse semi-log, double log; four types of functions among the Multiple regression analysis in order to assume the potential value of automobile noise. Problem of multicollinearity, attentiveness of function types and suitability regarding to assumption of regression function has been synthetically considered to be double log has been selected as the most suitable function among the four types of function. Therefore, it is assumed as the social expenses of automobile noise. Comparison and analysis between the result of these processes and case study of Circulation Line 7, Tokyo, is as follows.
    First, general understanding that automobile noise creates negative effects on land price has been confirmed true, but not necessarily on all lands. In case of Seoul it is only limited to General Resident 1st Area or 2nd Area, and in case of Tokyo, it is limited to General Resident Exclusive 1st Area. Especially until now, all the domestic research has said automobile noise gives negative influence on land value regardless of the region, the fact that there is limitation has been verified.
    Second, in both cases of Seoul and Tokyo, automobile noise is strong only in 100m in distance from the road and diminishes surprisingly fast after 100m in distance. Thus, most public cost by automobile noise occurs in 100m boundaries.
    Third, in multiple regressive presumption via Hedonic Price Function, a regression coefficient on land price level regarding to noise level for Inner Circulation Road in Seoul Metropolitan Government was -1.3266, and for Tokyo, it was -0.4118, meaning that land price of sites near Inner Circulation Road are much more sensitive to noise level than the land price of Tokyo.
    Fourth, public cost by automobile noise were calculated to be KRW two thousand six hundred sixty four million for Inner Circulation Road and six hundred seventy two million yen (2002 year information) for Circulation Line 7 in Tokyo, which is about 3 times of Korean public cost. But, considering economical scale, currency and others, we can conclude that Korean society is spending more on public cost due to noise·
    Fifth, referring to the estimated methods regarding to calculation of outside effect on the automobile noise, there are involved in great possibility of some fallacy or errors with calculation methods in case of Korea which is the ordinary calculation method of double log functions and Yamazaki's calculation method in case of Japan. Thus, we need to study in order to support and develop to this research for ahead.
    Sixth, environmental value valuating a method by Hedonic price Function, which is the field of environmental economics and urban economics needs to be introduced to urban political science and can be applied to numerous fields. With this method, it is possible to apply for traffic policy like calculating economical efficiency of soundproof wall, securing the base of urban development and political measures for land usage, imposing tolls and speed regulation, build validity of road policy such as restraining overpass construction, ompensation of noise and apply to the adminstration of resident unity and propose reliable arguments verified by measured data to other urban political measures.
