농촌지역 정보화 증진 방안에 관한 연구 : 전남 농촌지역을 중심으로 = (A) study on improving ways for rural regional information : centered on Jeonnam's rural province

국문 초록 (Abstract)

현대사회를 정보화 사회라고 한다. 정보처리에 대한 기술이 발달하고, 정보가 매우 중요한 자원으로 인정되는 사회인 것이다. 정보화 사회에서는 지식 및 정보의 검색, 응용, 창조, 보급이 중요시되며, 원하는 정보를 상시 손쉽게 얻을 수 있는 능력이 필수적이다. 오늘날 정보문맹과 정보격차는 사회적 불평등을 증폭시키는 요인이 되고 있어, 각국에서는 이를 해소하기 위해 다양한 정책을 마련하여 시행하고 있다.
이러한 시대적 상황에서 우리나라는 1980년 후반부터 지역정보화에 대한 논의가 시작하게 되었다. 지역 정보화를 위해 국가내 단위 지역의 특성과 지역 주민의 요구에 부합하는 지역의 행정·산업·생활분야의 서비스의 개선 및 지역 주민의 삶의 질 향상을 위한 여러 가지 방법들을 모색하였다. 그 중 하나가 우리 농촌을 경쟁력 있는 농촌으로 육성하기 위해서 농촌지역의 정보화 증진 방안을 검토하게 되었다.
따라서 본 연구는 농업분야에서 정보화의 역할 및 필요성과 정보격차 해소를 둘러싼 각종 논의를 농촌지역의 정보화란 관점에서 살펴보고, 아울러 국내 농촌지역의 정보화 수준에 관해서도 분석하였다.
또한 보다 구체적인 분석을 위해 전남의 농촌지역을 대상으로 농촌정보화 현황 및 정책방향을 살펴보고 전남지역의 농촌정보화가 전국에서 정보화 수준이 어느 정도인지 가늠해 보며, 전남 농촌지역 정보화 대한 증진 방안을 제시하였다. 이와 같은 방안으로서는
첫째, 농촌정보화 정책방향 및 재원확보 방안으로 ① 농촌특성에 맞는 정책수립과 자치단체 일반재원 확보, ② 지방양여금 지원, ③ 도 지역정보화촉진기금의 설치, ④ 정보통신요금의 지원 등을 제시하였으며,
둘째, 농촌지역 정보화사업의 과제로는 ① 농촌지역 정보통신 인프라 확충, ② 홈페이지 구축 및 농산물 전자상거래 활성화, ③ 농촌지역 PC보급 확대, ④ 농업인 정보화교육 확대 ⑤ 정보화지도자 육성, ⑥ 정보화 시범마을의 활성화 등을 제시하였고,
셋째, 정보컨텐츠 확충 및 농촌정보화 추진체계 정비를 위한 방안으로 ① 농산물 종합유통정보서비스 확충, ② 농업정보 수집 및 가공, ③ 농촌지역 정보화사업의 지자체 역할 강화 등에 대한 대안을 제시하였다.

It has been said that today's modern society is an information society. Technology of processing information has been developed and this information has been noted as a significant resource in our society. This innovative technology is important in research, application, creativity, and the distribution of knowledge and information in this new information society. Therefore, it requires the ability to find the necessary information easily. Now, ignorance and the misunderstanding of this new information cause our society to become unbalanced. Each nation has promoted various policies in order to solve above mentioned problems.
In our current situation, Korea has begun to discuss regional information since the end of the 1980s. It has investigated various ways to enforce the quality of the public's life and to improve the regional administration, industries, and living conditions, which correspond with the character of the region and the need of the public. Among these ways, it examined the improvement of information in the rural communities in order to promote competitive rural regions.
This study focused on the improvement of informational conditions of Jeonnam's rural communities, as well as looking at the ways of enforcing information. The purpose of this study was to improve rural residents accessibility to the needed information not found within their communities. This study investigated the need and the role of information in agriculture and solving the misunderstanding of information in rural regions. In addition, it analyzed the level of information of rural communities. For the detailed analysis, it examined the present conditions and policies of rural information in Jeonnam province. It also monitored the level of rural information of Jeonnam compared to that of the average domestic level of information. It suggests different ways in which to improve information in Jonnam province.
The suggestions are as follows:
First, improving financial support and policies of rural information are: framing the policy with rural characters and securing the general budget of self-governing organizations; supporting with the help of the local surplus fund; establishing the Jeonnam regional information promoting fund; and supporting the bills of information and communication.
Secondly, the tasks for information business in rural region are: expansion of the infrastructure of information and communication in rural communities; establishing a homepage and promoting the electronic commerce; expanding education to farmers; fostering information leaders and establishing an information model village.
Finally, the establishment of information contents and the consolidation ofrural information would be developed by: expanding the general circulation of informational service of farm products; collecting farming information; enforcing the role of local government for the information of business in rural regions.
