This thesis aims to study a Countermeasure of a local government for the utilization of youths' leisure. The local government should help youths to make use of their spare time in the society which has not a settled leisure-activity plan.
The local government should frame a policy in utilization of leisure with other relative authorities, such as a local assembly. It is because only policy on the utilization of leisure made by the community can free itself from an centralized ill effect and make it easy to develop the cultural program suitable for the local characteristic.
The policy of a community for youths can prevent the juvenile delinquency by the development of way to utilization of leisure. Also it has the benefit to inspire youths with love of their native place and self-conceit.
The local government should investigate youths of various classes, and grasp what is needed for them before developing these policy. Also it should formulate a policy based on these facts. The policy should satisfy the need of quality as well as quantity. Otherwise, the policy of leisure for youths would not be successful.
The local government is responsible for improvement of living environments and cultural condition and improvement of quality of youths' lives. For this reason, the local government should develop various leisure program for the youths in the region, detailed policies and enough space to take in these program.
For example, there are local ski schools, the movies and parks for youths. A local government has to help youths not to be polluted by lustful books, and guide their acquaintance of the opposite sex. To strive for wholesome utilization of leisure for youths is another responsibility of a local government.
