The purpose of this study was to acquire materials on constituent factors of technological capability for the construction of educational objectives and contents in technology education.
To achieve the purpose of this study, following four contents of research were established. (1) draw out factors of the cluster of capability and capability composing technological capability. (2) identify the Degrees of Importance on factors of cluster of capability and capability, (3) identify the Content Validity on factors of cluster of capability and capability, (4) draw out the main knowledge, skill and attitude consisting of factors of capability.
Research methods in this study were literature review and Delphi survey research.
Pilot test was carried out in advance of Delphi survey. Panel members who participated in pilot test were technology education teachers in graduate school. And the members who participated in the final third round were 18. Six factors of cluster of capability and 22 factors of capability in technological capability were identified. Evaluation items were asked to answer on 5 step Likert scale. Cronbach's α, reliability coefficient of 28 evaluation items in the third round was .76, relatively high.
The panel members who participated in Delphi survey were consisted of 33 specialists in technology education, which were 12 professors in university of technology education, 21 researchers in laboratory concerning technology education and 14 technology teachers in secondary school. The members participated in the final fourth round were 29. Collected data was analyzed with the SPSS 10.0 for Windows, utilized methods were descriptive statistical analysis and inferential statistical analysis. Descriptive statistical analysis methods were such as Frequency, Percentage, Average, Standard Deviation, Median, Interquartile Range, Degree of Consensus and Degree of Convergence. And inferential statistical analysis methods were one-way ANOVA and Scheffe post-hoc test, alpha levels on one-way ANOVA, Scheffe post-hoc test were .05.
Evaluation items were asked to answer on 5 step Likert scale. Cronbach's α of 29 evaluation items on Degree of Importance in the third round was .89, that on Content Validity in fourth round was .82, and that on Degree of Importance in fourth round was .85, all are relatively high.
The major findings of this study were as follows:
1. 6 factors of cluster of capability consisting of technological capability were drawn out. which were 'Application of Technological System', 'Technological Problem-Solving', 'Application of Information/Communication Technology', 'Consumption Life', 'Composition of Technological Environment', 'Inquiry of Jobs'. The content validity of All 6 factors was identified, because each CVR(Content Validity Ratio) of 6 factors was over the criteria of CVR.
2. 23 factors of capability consisting of technological capability were drawn out, but content validity of 20 factors of which each CVR was over the criteria were identified. There were 3 abilities in 'Application of Technological System', 4 abilities in 'Technological Problem-Solving', 4 abilities in 'Application of Information/Communication Technology', 2 abilities in 'Consumption Life', 4 abilities in 'Composition of Technological Environment', 3 abilities in 'Inquiry of Jobs'.
3. According to analyze the Degree of Importance on factors of cluster of capability in the final fourth round, 'Technological Problem-Solving' (Mean=4.83) was the highest and 'Consumption Life(Mean=3.69)' was the lowest. There was difference of identification on importance between Delphi sub groups on 'Application of Information/Communication Technology'. The Degree of Consensus of 'Application of Technological System', 'Technological Problem-Solving' in 6 factors of cluster of capability was the highest. The Degree of Convergence of 'Application of Technological System', 'Technological Problem-Solving', 'Application of Information/Communication Technology' in 6 factors of cluster of capability was best.
4. According to analysis of the Degree of Importance on factors of capability in the final fourth round, 'Creation of Technological System(Mean=4.17)' in 'Application of Technological System' cluster of capability, 'Identification & Analysis of Technological Problem(Mean=4.72)' in 'Technological Problem-Solving' cluster of capability, 'Collection of Information(Mean=4.38)' in 'Application of Information/Communication Technology' cluster of capability, 'Use of Production(Mean=4.10)' in 'Consumption Life' cluster of capability, 'Management of Safety & Hygiene(Mean=4.14)' in 'Composition of Technological Environment' cluster of capability, 'Analysis of One's Own Job Character(Mean=4.17)' in 'Inquiry of Jobs' cluster of capability. There was difference of identification on importance between Delphi sub groups on 'Processing of Information' in 'Application of Information/Communication Technology' cluster of capability, The Degree of Consensus of 'Analysis of Technological System', 'Use of Production', 'Adaption on Variation of Technological Environment', 'Improvement of Technological Environment', 'Analysis of One's Own Job Character' in 20 factors of capability was the highest. The Degree of Convergence of 'Analysis of Technological System', 'Creation of Technological System', 'Making of Technological Output', 'Use of Production', 'Adaption on Variation of Technological Environment', 'Improvement of Technological Environment', 'Analysis of One's Own Job Character in 20 factors of capability were best.
5. Main knowledge, skill and attitude consisting of 23 factors of capability were drawn out according to the first and the second round.
