에너지절약 정책연구학교 운영현황 분석 및 그 효과에 관한 연구 = (The) Study of analysis and effcet in energy saving policy research-school management status

국문 초록 (Abstract)

이 연구는 에너지절약 정책연구학교의 운영 현황을 분석하고, 실질적인 에너지 절약 효과를 파악하여, 에너지절약 정책연구학교 운영상의 문제점 제시 및 개선방안을 모색하는 것을 목적으로 수행되었다.
연구의 목적을 달성하기 위해 각종 관련 문헌의 조사, 에너지절약 정책연구학교의 운영보고서 분석, 설문지 발송, 운영 담당자와의 전화면담, 청주 J중학교 방문 조사 등의 연구 내용이 수행되었다.
연구 결과는 다음과 같다.
첫째, 대부분의 연구학교는 선행 연구학교의 사례를 바탕으로 운영조직이 재구성되었는데, 학생중심이 아닌 교사중심적으로 연구학교가 계획되고 운영되어 학생들에게 일방적으로 적용되고 있는 것으로 나타났다.
둘째, 교내에서 에너지를 절약하기 위해서 화장실 개·보수, 절수형 수도꼭지 설치, 절전형 형광등 교체, 절전형 스위치 교체 등의 노력이 있었으나, 태양에너지, 풍력, 바이오 매스 등의 재생가능 에너지를 사용할 수 있는 자체시설물을 보유하고 있는 학교는 없었다.
셋째, 체험학습을 위한 다양한 교수·학습방법이 적용되었으나, 학생들의 입장에서 자기 주도적으로 이루어지고 있는 것이 아니라, 교사 주도에 의해 몇 차례의 행사 수준에 그치고 있는 실정이었다. 이러한 교수·학습방법들은 학생들에게 있어 에너지 절약의 지식 습득에는 효과가 있을지 모르나, 에너지절약 교육의 정의적인 목표 달성과 학생들의 실천적 행동까지도 이끌어 낼 수 있다고 보기에는 어렵다.
이에 따른 개선 방안을 다음과 같이 제시한다.
첫째, 모든 활동에 있어 학생, 교사가 동등한 입장에서 계획하고 참여하여 학생, 교사, 협력기관 사이에 피드백이 가능하도록 하는 운영조직 구성방법의 변화가 필요하다.
둘째, 단위 학교에서 대체 에너지 시설물을 설치하여 운영하기에는 어려운 부분이 있는 것이 사실이기 때문에 이 점에 대한 정책적·예산적 지원이 요구된다.
셋째, 학교 관계자 또는 연구학교 운영 담당자는 성실한 체험학습이 이루어지기 위해 학교 시설물 곳곳에서 에너지를 절약하고자 하는 흔적을 학생들이 쉽게 접할 수 있고 일상적으로 느낄 수 있도록 배려해야 한다.
넷째, 학교에서의 지속가능한 에너지 관리를 위하여 최근 논의되고 있는 에너지 생태감사 기법에 대한 연구개발이 필요하다.

다국어 초록 (Multilingual Abstract)

The object of this research is to discover the problem of operations of the energy saving research school and to present its solution by analyzing the present operation condition of the energy saving policy research school and grasping the substantial effects of energy. saving it gropes an energy saving policy research school operation coat problem point presentation and improvement program the fact that with an objective it was accomplished a substantial energy saving effect.
In order to attain the object, investigation of the related documents, analysis of the management report of the school with research on energy saving policy, inquiry of questionnaire, the interview with the operation manager by/over telephone, a visit to Cheong-Ju J'middle school were accomplished.
The following is the results.
First, it is found that the operating organizations were planned and managed only for teachers, but not for students, and applied one-sidedly to students as most of the operating organizations of schools with the research have been re-formed based on the cases of the preceding research schools.
Second, no school possesses the facility to use the renewable energy such as solar energy, the wind power and the bio mass while the schools try to save energy by water saving tap installation, shifts to power saving fluorescent lamp and switch, and etc.
Third, various techniques for experience education shown are just some events that only teachers lead, but students could not develop themselves. Such techniques could only improve the students' knowledge of energy, but not lead the students to the aim of energy saving education and the practical conduct.
The following is the improvement plan according to the results.
First, the operating organization should be changed for the feedback among students, teachers, and the cooperation agency to be possible as students and teachers participate and plan equally in every activity.
Second, the schools need supports to their budgets since it is financially difficult that the unit school installs and manages the substitute energy facilities.
Third, for the sufficient experience education, school officials or the operation manager should consider the students by having the students easily come in contact with the traces to save energy at every school facility so that they could feel natural about that.
Fourth, the schools need to research and develop on the energy mode of life evaluation which is discussed recently for the continuously manageable energy.
