청소년의 지역 사회 참여활동 활성화 방안 연구 = (A) Study on Plan to Activate Juvenile Participation

The purpose of this study is to investigate the plan to activate juvenile participation based on the practical analysis of the juvenile participation centered in the local community.
To achieve this purpose, the study was performed with references, questions and case studies.
Through the references, theoretical accounts of juvenile participation, such as the concept, value, and level of the juvenile participation, were investigated.
In questioning the consciousness of juvenile participation, juveniles are aware of the need and value of the juvenile participating activities, but their quality and ability are low. Moreover, the actual condition of the current juvenile participation is thought to be inferior because of those restricted conditions such as the lack of consciousness of the established generation, shortage of a participation system and route, lack of administrative information, and lack of time.
However, if they are given the opportunity to participate, they have enough motivation to participate and they are aware of the effectiveness of the direct, official, and collective method of participation. Based on the above results, to improve juvenile participation, it is necessary for society to change its point of view considering the juveniles to be subjects of potential in society and recognize them as objects of civil rights and freedoms. Also, it is needed to do publicity works about the policy of juveniles effectively and prepare system and routes to enable collective and official participation considering juveniles actual conditions. The education of raising democratic qualities in juveniles as well as securing the time of their participation should be done.
To analyze current conditions of juvenile participation, 15 juvenile participation programs are selected and the facts such as motive, effect and hindrance of participation are investigated. They have various motives and routes to participate like persuasion of their parents, teachers, and friends, their own interest, or publicity activities, Through participating programs, they can get the chance to raise the consciousness of juvenile rights, to contribute themselves to the local community, to build their identity and widen social relationships. On the other hand, limitations of time, objections of their parents, shortage of space and financial limits are considered to be some difficulties.
To activate juvenile participation, above all, the programs like committee of juvenile, club activities, or juvenile court should be organized and managed not only by the school but also by the local community.
This study can be useful to provide the condition which the juveniles can plan, perform and evaluate those policies related to themselves and to offer the opportunity to participate and train in the policy determination and local community. Ultimately, it can help to pave the way to activate juvenile participation in the local community by encouraging the juveniles to have the affection and concern for the local community and to equip the quality of democracy by participating various juvenile programs.
