한·일 관계 발전을 위한 청소년 교류의 활성화 방안 연구 = (A) Study on the Promotion of Relations between the Youths of Korea and Japan

국문 초록 (Abstract)

본 연구는 한·일 관계 발전을 위한 청소년 교류의 활성화 방안을 모색하는데 그 목적이 있다.
한·일 교류에 대한 청소년 의식 태도는 한국과 일본의 중·고·대학생 약 400명에게 공동으로 실시한 설문 조사를 SPSS 통계방식을 통하여 분석하여 상대국에 대한 인식과 한·일 청소년들이 진정으로 원하는 교류가 어떤 것인지 구체적 살펴보고, 나아가 양국 청소년들이 생각하는 한·일 청소년 교류의 의의를 파악해 보았다.
설문 조사 결과 한·일 양국의 청소년들은 상대국에 대한 높은 관심과 교류 활동 참여의사를 가지고 있으며, 이러한 청소년 교류가 앞으로의 한·일 관계 개선에 도움이 될 것으로 판단하고 있는 것으로 나타났다. 그러나 상대국에 대한 높은 관심과 교류의 참가 의지에도 불구하고 경비의 부담감, 참가 기회의 편중, 정보 입수의 어려움, 입시 위주의 교육체제, 획일적이고 형식적인 프로그램 내용과 단발성으로 끝나 버리는 프로그램의 운영 등 많은 문제점이 발견되었다.
그리하여 이러한 문제점을 해소하고 한·일 청소년 교류를 활성화시키기 위한 방안을 제시하면 첫째, 청소년 국제 교류는 다른 프로그램과 달리 전문성을 필요로 하기 때문에 국제 교류 청소년센터를 설립하도록 한다. 국제 사회의 공용 언어능력을 배양하고, 상대국에 대한 정보와 문화 이해를 증진시키며, 국제 관련단체 간 교류 네트워크를 형성하는 등 적극적이고 직접적인 전문성이 뒷받침될 때 비로소 청소년 교류도 활성화될 수 있다고 생각한다. 따라서 국제 교류를 전담할 기구를 설치하여 상대국에 대한 사전교육 실시와 사후 관리, 교류의 주체가 되는 청소년의 흥미에 맞는 프로그램을 개발하도록 한다.
둘째, 청소년 국제교류 프로그램에 대한 사회적 수요의 개발이 필요하다. 세계화 추세와 더불어 국제 교류에 대한 사회적 관심의 증대도 불구하고 사실상 국제 교류의 증대로 이어지지 못하고 있다. 이러한 상황에서 국가적 프로그램을 개발하여 지방의 참여를 유도해 나가기 위한 정부와 지방자치단체의 연계가 필요하며, 각 학교에서도 입시 위주의 교육체계를 국제화 시대에 맞도록 개선하여 보다 적극적 국제교류의 참여가 가능하도록 방안을 모색하도록 한다.
셋째, 시민 참여형 국내 교류 프로그램을 확대하여 국내에 체류하고 있는 일본 청소년들과 보다 활발한 교류가 이루어지도록 한다.
마지막으로 인터넷 산업의 급속한 발전에 맞추어 양국 간의 사이버 커뮤니티 활성화 방안도 검토 되어야 할 사항으로 연구 고찰 되었다.

다국어 초록 (Multilingual Abstract)

The cultural interchange between the youths of Korea and Japan must be activated in order to promote the relations of the two countries.
The purpose of this study lies in the search of the best possible ways through which this can be carried out. To begin with, let us have a brief review on the current situation of the interchange between the youths in both countries and its significance. This will be followed by the analysis on the attitude of the youth toward the awareness of such interchange, which will then lead to a few suggestions on how to activate the interchange.
The attitude toward the awareness of the cultural interchange was researched through a common survey, which was carried out to approximately 400 students of middle school, high school and university in both countries. The results were analyzed by the statistics package SPSS to find out how much the students know about the other country and the kinds of interchange they really want more specifically. Furthermore, the thesis try to grasp the real meaning of the kind of interchange thought by the youth of the two countries.
According to the survey, the youth of Korea and Japan have great concern for one another and are willing to participate in the interchange. This kind of interchange between the youth is expected to promote the relations between Korea and Japan.
However, despite the high concern for each other and eagerness to take part in the interchange, there are many problems to be overcome. For instance, associated expenses, preponderance in participation opportunities, hindrance in gaining information, education system oriented toward entrance examination, standardized and formalized program which will end in one shot and the reality of managing this kind of program are some of the problems discovered to just mention a few among all. Therefore, ways to overcome such problems and activate the interchange have been suggested.
Firstly, a center for international youth interchange needs to be established, for unlike other programs this kind of organization requires expertise. Common language skill must be cultivated in this international community, understanding of each other's culture and information must be increased, and network between the international organizations must be constituted. These kinds of active and direct expertise will be a corner stone in activating the interchange among the youth of Korea and Japan. Hence, an institution to educate and maintain participants and to develop programs to suit the interests of the youth must be established.
Next important point is to create public demand for such program in society. Along with globalization there is increase in concern for international interchange in society, however it ends in societal dimension and does not go any further. To overcome this situation, a program must be developed at the national level in order to allure participants from provincial areas. The government must work closely with organizations in provincial areas, each school must work to suit the education at the international level rather than toward exam oriented education system, and in order to do that school must seek for ways to draw students to take active part in interchange of cultures. Furthermore, the interchange with the Japanese youth residing in korea need to be activated by Encouraging a domestic interchange program to make the citizen involved
Lastly, the way to develop cyber community between the two countries should be developed. This is an area which needs a thorough investigation and must be worked on.
